Members of the San Luis Obispo City Council:
My name is Chad Lagomarsino. I am a part-time resident of San Luis Obispo County. I am writing to the
Disaster Council on Item 2, to urge the council to include a city ordinance on mandatory mask wearing in public
spaces for the duration of Phase 2 of the State response to ease lock-down.
I am an analyst for the SAS Institute, a private data analytics contractor for California state and local
government healthcare agencies. The following comments are informed by my work tracking COVID-19 on
behalf of my employer, but they do not reflect an official comment by my employer.
Outside of strict social distancing, wearing a mask in the most effective way to limit the transmission rate of
COVID-19. Alongside the guidance of the California Department of Public Health, the majority of counties
throughout our state have already enacted mandates for all citizens to wear masks in public. My work building
viral transmission models for Bay Area Counties and external studies \[source below\] have made it clear that
roughly half of people tested for COVID are asymptomatic. We need everyone to wear a mask in public,
regardless if they feel sick.
Under the guidance of the State, each county will soon have a greater degree of autonomy on reopening their
local economies. We must have our cities' support to encourage the San Luis Obispo County Government to
make the wisest choice for our citizens. Now is the time for the City of San Luis Obispo to enact a city
ordinance on wearing masks in public.
