ROLL CALL Present: Committee Members Alan Bate, Elizabeth Lucas, Sean O’Brien, Allen Root, Rodney Thurman, Vice Chair Jane Worthy, Chair Scott Loosley Absent: None Staff: City Arborist Ron Combs, Urban Forester Anthony Whipple and Teresa Purrington, City Clerk APPROVAL OF MINUTES 1. Consideration of Minutes of the Tree Committee Meeting of January 27, 2020: ACTION: UPON MOTION BY COMMITTEE MEMBER THURMAN, SECONDED BY COMMITTEE MEMBER BATE, CARRIED 7-0-0, the Tree Committee approved the Minutes of the Tree Committee Meeting of January 27, 2020, as presented. PUBLIC COMMENT None --End of Public Comment-- PUBLIC COMMENT ITEMS NOT ON THE AGENDA J. Hanlon --End of Public Comment-- TREE REMOVAL APPLICATIONS Member O’Brien indicated he would be recusing himself for the Tree Removal Applications as he was unable to do the required site visits. Member O’Brien left the meeting at 5:09 PM. Derek Gran, Applicant provided a brief overview of the tree removal project. Public Comment Will Powers --End of Public Comment-- ACTION: UPON MOTION BY COMMITTEE MEMBER VICE CHAIR WORTHY, SECONDED BY COMMITTEE MEMBER LUCAS, CARRIED 6-0-1 (Member O’Brien recused), denying the removal because it does not meet any of the criteria. 3. 1421 Garcia Dr. City Arborist Combs provided a presentation and responded to Committee inquiries. Public Comment None --End of Public Comment-- ACTION: UPON MOTION BY COMMITTEE MEMBER ROOT, SECONDED BY COMMITTEE MEMBER THURMAN, CARRIED 4-2-1 (Member Bate and Vice Chair Worthy Voting No and Member O’Brien recused,) to approve the removal by criteria E.1.c (causing severe damage to public or private property, and removing the tree is the only feasible way to eliminate the damage.) 4. 1061 Islay St. Member Bate indicated he was going to recuse himself from this item due to his working relationship with the power company. Member Bate left the meeting at 5:42 PM. City Arborist Combs provided a presentation and responded to Committee inquiries. Paul Taylor, Applicant provided a brief overview of the tree removal project. Public Comment Will Powers --End of Public Comment-- ACTION: UPON MOTION BY COMMITTEE MEMBER LUCAS, SECONDED BY COMMITTEE MEMBER THURMAN, CARRIED 5-0-2 (Member O’Brien and Member Bate Minutes – Tree Committee Meeting of April 27, 2020 Page 3 recused), to approve the removal by criteria E.1.b (tree is dead or dying or diseased beyond reclamation) with replacement of two 5 gallon trees. Member Bate returned to the meeting at 5:56 PM. 5. 85 Chuparrosa Dr. City Arborist Combs provided a presentation and responded to Committee inquiries. Ron Cimo, Applicant provided a brief overview of the tree removal project. Public Comment Will Powers --End of Public Comment-- ACTION: UPON MOTION BY COMMITTEE MEMBER BATE, SECONDED BY COMMITTEE MEMBER THURMAN, CARRIED 6-0, (Member O’Brien abstain) to deny the removal because it does not meet any of the criteria.. 6. 520 Perkins Ln. City Arborist Combs provided a presentation and responded to Committee inquiries. Kevin Betz, Applicant provided a brief overview of the tree removal project. Public Comment Will Powers --End of Public Comment-- ACTION: UPON MOTION BY COMMITTEE MEMBER BATE, SECONDED BY COMMITTEE MEMBER ROOT, CARRIED 6-0-1 (Member O’Brien recused), to approve removal of the tree under criteria E.1.b. (tree is dead or dying or diseased or damaged beyond reclamation) with replacement of a 15 gallon tree. Member Bate indicated he was going to recuse himself from the next two items due to his working relationship with the power company. Member Bate left the meeting at 6:22 PM. 7. 1504 Santa Rosa St. City Arborist Combs provided a presentation and responded to Committee inquiries. Katherine Shield, Applicant provided a brief overview of the tree removal project. Minutes – Tree Committee Meeting of April 27, 2020 Page 4 Public Comment Will Powers --End of Public Comment-- ACTION: UPON MOTION BY CHAIR LOOSELY, SECONDED BY COMMITTEE MEMBER THURMAN, CARRIED 5-0-2 (Member O’Brien and Member Bate recused), to deny the request as the removal because it does not meet any of the criteria. 8. 1053 Islay St. (street tree & front yard) City Arborist Combs provided a presentation and responded to Committee inquiries. Lesa Jones Applicant or applicant representatives provided a brief overview of the tree removal project. Public Comment Will Powers CK Black Paul Taylor --End of Public Comment-- ACTION: UPON MOTION BY CHAIR LOOSLEY, SECONDED BY VICE CHAIR WORTHY, CARRIED 5-0-2, (Member O’Brien and Member Bate recused) to allow for removal of the calocedrus decurrens based on E.1.b (tree is dead or dying or diseased or damaged beyond reclamation) with the replacement 15-gallon tree. ACTION: UPON MOTION BY COMMISSIONER THURMAN, SECONDED BY VICE COMMISSIONER ROOT, CARRIED 5-0-2, (Member O’Brien and Member Bate recused) to allow for removal of the smaller corymbia ficifolia based on E.1.b (tree is dead or dying or diseased or damaged beyond reclamation) with the replacement of an up to 36-inch box tree. and deny the removal of the larger corymbia ficifolia. 9. 152 Lincoln St. City Arborist Combs provided a presentation and responded to Committee inquiries. Ruth Halsey, Applicant provided a brief overview of the tree removal project. Public Comment None --End of Public Comment-- ACTION: No action application withdrawn as only pruning was requested. Minutes – Tree Committee Meeting of April 27, 2020 Page 5 Member Bate and Member O’Brien rejoined the meeting at 7:20 PM. BUSINESS ITEMS 10. New Business: Selection of new Tree Committee Chair. Chair Loosley nominated Member Bate to be Chair and Vice Chair Worthy to remain as Vice Chair. Public Comment None --End of Public Comment-- ACTION: UPON MOTION BY COMMITTEE MEMBER THURMAN, SECONDED BY COMMITTEE MEMBER ROOT, CARRIED 7-0-0, to approve the nominations. COMMENT AND DISCUSSION 11. Arborists Report: Additional 1,000-hour Urban Forestry staff member. City Arborist Combs provided an agenda forecast. ADJOURNMENT The meeting was adjourned at 7:31 p.m. The next Regular Tree Committee meeting is scheduled for Monday, May 18, 2020 at 5:00 p.m., via teleconference.
