Item #1 -Receive An Update From The Emergency Services Director And Adopt A Resolution Proclaiming A Continuing Local Emergency And Suspending Enforcement Of Certain City Codes To Support Social Distancing And Mitigate Economic Impacts For The Period During Which State And County Social Distancing Requirements Remain In Place Novel Coronavirus (COVID-19) Situation Update May 8, 2020 RECOMMENDATION ADOPT A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO, CALIFORNIA, PROCLAIMING THE CONTINUING EXISTENCE OF A LOCAL EMERGENCY REGARDING THE COVID-19 PANDEMIC AND SUSPENDING ENFORCEMENT OF CERTAIN CITY CODES TO SUPPORT PUBLIC HEALTH ORDERS AND PUBLIC COMMUNICATION AND TO MITIGATE ECONOMIC IMPACTS RESOLUTION 1.Continuing Local Emergency 2.County of SLO & State Orders Enforceable under Municipal Code 2.24.100 3.Suspend and Limit Code Enforcement Sign Regulations Parking Regulations ▪Permits Required Electronic Smoking Devices RECOMMENDATION ADOPT A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO, CALIFORNIA, PROCLAIMING THE CONTINUING EXISTENCE OF A LOCAL EMERGENCY REGARDING THE COVID-19 PANDEMIC AND SUSPENDING ENFORCEMENT OF CERTAIN CITY CODES TO SUPPORT PUBLIC HEALTH ORDERS AND PUBLIC COMMUNICATION AND TO MITIGATE ECONOMIC IMPACTS (ATTACHMENT A) Item 2 -Receive A Briefing And Provide Direction On Mandatory Mask Requirement _________________________________________________ Recommendation: Receive a White Paper on mandatory mask use from Public Health Director Dr.Penny Borenstein and an update on local mandatory mask actions under consideration in other cities in San Luis Obispo County. Item 3 -Receive A Presentation On Child Care Options __________________________________________________ Recommendation: Receive and file a report and update on the status of childcare in the City of San Luis Obispo. Status of Parks and Recreation Youth Services Program FIRST 5 Childcare Study Developed and Submitted Request for Proposal Applicant deadline closed May 6 and begin review Incorporating COVID-19 impacts Summer Options Collaboration with SLCUSD for school sites Program timelines based on County START Guide Incorporate new guidelines and policies Youth Services Supervisor and Coordinator Reassigned to Support essential COVID-19 services Developing potential summer and fall programs Supplemental Staff are in- active due to no work available Shelter at Home Order –March 16, 2020 School Sites Closed Suspended all programming Summer Childcare Programming Survey conducted on May 6 received 195 family responses with 180 children for summer childcare A •Priority to provide childcare as soon as activity is allowed for our community to support economic recovery B •Programming will follow State and County START Guide timelines and standards –not yet aligned on this topic. C •Continued partnership with SLCUSD using their five elementary school sites D •Existing Parks and Recreation staff can mobilize quickly. Any needed hiring would be supplemental staff (dependent on allowed numbers) Childcare Program Overview School Age: K-6th Grade County and State Guidelines School Sites: 2 classrooms per site Mon-Fri: 7:30-5:30pm Utilization of Park and Recreation Staff Additional Staff Ability to rehire Youth Services Estimated Revenues and Expenditures Phase 1: Bubble Approach Groups of 10 9 children; 1 childcare provider SLCUSD Sites: 1) CL Smith 2) Sinsheimer 3) Hawthorne 4) Pacheco (pending needs) 18 children per site 54 –72 children Coordinators (4) Supervisors (2) Managers (2) Analyst (1) Department Head (1) Administrative Assistant. (1) 4 Youth Services qualified staff per program site Revenue: $2700/week per site Expenditure: $5250 Phase 2: Groups of 50 44 children; 6 childcare providers SLCUSD Sites: 1) CL Smith 2) Sinsheimer 3) Hawthorne 4) Pacheco (pending needs) 44 children per site 132 –170 children Coordinators (4) Supervisors (2) Managers (2) Analyst (1) Department Head (1) Administrative Assistant (1) 6-8 Youth Services qualified staff per program site Revenue: $6600/week per site Expenditure: $7910 COVID-19 State and Federal Guidelines (CDC) COVID-19 Procedures •Check-in station that include temperature checks and questionnaire conducted by “safety monitor” @ 6 feet •Social and family groupings procedure based Phase status •1:9 ratio per classroom, or 3:22 per room based on Phase status and State regulation •Closure of playground equipment (based on current guidelines) •Segregation of outdoor space by room •On-site “Safety Monitor” doing hourly cleanings of all rooms, equipment, restrooms, etc. •Sanitization station for toys that have been used •Hourly hand washing of participants and staff •Staff wear masks •Use of no-touch garbage cans and soap dispensers •Assigned seating area for meals •Snack provided as pre-packaged •No field trips or group play •Isolation room if child experiences symptoms while on-site, established arranged pick-up Provision of childcare is a top priority for Parks and Recreation to aid in Economic Recovery to support working parents Maintain partnership with SLCUSD and use of on-site facilities Constant communication with SLCUSD regarding their potential timelines for school schedules Prepared for State and County START Guide scenarios once confirmed and aligned Staff have prepared multiple plans and can mobilize within a few weeks lead time Upcoming School Year Parks and Recreation Department Youth Services Program Thank You and Questions?
