Dear Heidi,
In the days since George Floyd was killed by a police officer in Minneapolis, our nation has collectively mourned his death by turning pain into purpose. I have watched, and joined,
Americans of all different races, ages, and backgrounds come together to peacefully protest the injustices Black men and women face every single day.
It has also sparked an important national conversation about racism, inequality, and police reform. Last week, I cosponsored H. Res 988, a resolution to condemn acts of police brutality,
racial profiling, and use of excessive force. This morning, House Democrats built on that by introducing the Justice in Policing Act <https://carbajal.house.gov/components/redirect/r.aspx?ID=2491-15
60283> and I'm proud to be an original cosponsor of the bill.
The Justice in Policing Act makes sweeping reforms to police practices, including:
* Changes the federal standard for criminal police behavior from "willful" to acting "knowingly or with reckless disregard." This new standard demands greater accountability within law
enforcement in their use of force.
* Reforms qualified immunity so individuals can sue police officers when their constitutional rights are violated.
* Creates a National Police Misconduct Registry so problem officers can't move to a new jurisdiction to avoid accountability and requires law enforcement to report use of force data.
* Mandates training on racial bias and the duty to intervene and requires federal uniformed police officers wear body cameras.
* Enacts the bipartisan Stop Militarizing Law Enforcement Act, to reform the Pentagon program that transfers military grade weapons to local law enforcement.

While this legislation is a start, we know racial discrimination and inequality cannot be wiped away with one single action. I will continue working in Congress to address inequality
in our society because I believe our country can, and must, do better to live up to our highest ideal: that every American, regardless of the color of their skin, is created equal.
A lot else has happened in the last week, so I wanted to take a moment to share a few more updates with you.

Many students on the Central Coast celebrated their graduations last week. While I'm sure this isn't how our young people expected to cap off their senior year, I'm so proud of the creativity
and strength they have displayed along the way. Congrats class of 2020! You make us so proud.

relief for small business
Recently, I voted for the bipartisan Paycheck Protection Program Flexibility Act, which makes critical adjustments to the PPP program so it is more accessible and flexible for vulnerable
small businesses. I'm happy to announce that on Friday, June 5th, the President signed this important legislation into law!

Rep. Carbajal recently traveled to Washington, DC to vote for relief for small businesses.
Small business owners on the Central Coast spoke loud and clear about the need for fixes to the PPP program, and I know that in emergencies like this, there's no time for partisan gridlock.

National gun violence prevention day
Friday was National Gun Violence Prevention Day, a time to honor the victims and survivors of gun violence by recommitting ourselves to action.
As we grapple with racial inequality and a global pandemic, we can't ignore a third virus simmering beneath the surface and which we have still failed to resolve: gun violence.

veterans tele-town hall tomorrow
I'm hosting a Veterans tele-town hall tomorrow, Tuesday, June 9 with Dr. Steve Braverman, the Director of the U.S. Department of Veterans Affairs for the Greater LA Healthcare System
