Best Regards, Jesse Englert Chorro St Bike SLO County Board Member Prioritization Recommendation: Add policy prioritizing pedestrians and bicyclists. There is currently some language on prioritizing bicycle and pedestrian travel on “Shared Streets” in the draft. This doesn’t go far enough. Why not make pedestrians and bicyclists the priority on all streets? Example Policy from Blueprint Denver plan: “On all streets, prioritize people walking and rolling over other modes of transportation” Covid Social Distancing Recommendation: Include some policy covering current and future pandemics with respect to social distancing. People need more space to be able to practise social distancing. Closing streets, creating more space via removing street parking, etc… Could just be a policy requiring the city to have a plan that goes into action during a pandemic or something to that effect. Safety Example Policy from City of Charlotte Bicycle Plan: “Vehicle speed is one of the main factors influencing a bicyclist’s perception of a roadway. The City should consider lowering the speed limit on roads that provide important connections in the bicycle network. On roads that provide important bicycle connections, the City should consider reducing the speed limit to at most 35 miles per hour.” 1 Climate Action There is no mention of the Climate Action Plan in the ATP. Recommendation: Add policy tying the ATP to the Climate Action Plan (currently under development). I believe it’s important for the ATP and Climate Action Plan to work together since active transportation is a large component of the “Transportation Decarbonization” pillar in Climate Action plan. This recommendation came from Chris Read (sustainability manager for SLO City). Example Policy from Santa Cruz ATP: 1.7. Increase the city’s walking and bicycling trips, in accordance with Climate Action Plan goals. Proposed Edits  “In the long-term, all arterial streets and State Highways (except Route 101) should include protected bikeways.” Page 41 o Consider changing “should” to “shall”  “2.3.1 For signalized intersections, protected intersections should be the preferred bikeway facility.” o Consider changing “should” to “shall”  Merge 1.8 & 1.17 into one policy? o 1.17 New Class III bikeways should not be considered on roadways with prevailing speeds over 25 mph o 1.8 Class III Bike Routes and neighborhood greenways shall not be implemented along streets with posted or prevailing speeds that exceed 25mph. Along collector or arterial streets where there are gaps in the bike lane network, share the road signs should be installed using existing sign or streetlight poles wherever possible. 2
