That’s as much confirmation as I can give. Applicable guidelines about scale and massing suffer from some degree of subjectivity and ambiguity, and the proposed building pushes the envelope in that regard. One could make a fair argument on either side about the appropriateness of further review (i.e. architectural review), and so reducing scale and massing is the clearest way to stay on the “compatible height and massing” side of the argument.
