I have to express my frustration about this lack of clarity and last minute change hours before the meeting. This is the second meeting the agenda indicated you would be discussing ATP policy. The other meeting was on 1/16/2020 in which agenda item 5 was titled "Active Transportation Plan Bicycle Policies". That meeting you deviated from the agenda and gave a presentation on goals instead. As I recall the ATC was flustered and lost on how to digest information not presented ahead of the meeting and was unable to give you feedback on bicycle priorities as the agenda has indicated. I am worried that you are not giving adequate time for the ATC or the public to contribute to the policies of this plan. It appears that the draft plan may be the first time the ATC or public will be able to comment on the policies of the plan. Many of us who have been actively participating (or wanting to actively participate) in the ATP development feel that the policy section is one of the most important sections, yet it is being given the least amount of oversight from the committee and public. I have made several efforts to provide my comments on recommended policy and have no idea whether that is being taken into consideration. Again, I am frustrated in this lack of clarity and what appears to be a lack of engagement on this important topic. 1 Sincerely, Garrett Otto 2
