My 70 person architecture firm has designed over a dozen all electric buildings and found them to be cost effective and robust solutions for our clients. We have found claims that it’s more expensive to build all-electric to not be the case. All electric construction is a very common across the country with millions of buildings in place. The Energy Information Agency shows that since 1970 slightly more new homes have used electricity than gas for heating. Any building with air conditioning can just switch to a heat pump instead and get heating and cooling from the same unit at a higher efficiency. Paying for two separate units and two separate utility connections is not usually a way to reduce costs. https://www.eia.gov/todayinenergy/detail.php?id=7690 Our largest client is the University of California which now requires all their new buildings--academic, office, housing, and labs--to use electricity rather than gas for heat and hot water. They conducted a detailed cost study and found that all-electric construction cost and life-cycle costs were lower or cost neutral. They have shared their firm’s current all-electric projects which are included in the attached slide deck with 150 or so California examples. Since the 30 local electrification ordinances have passed, the California design and construction industry is moving quickly in that direction. Manufacturers are providing more equipment options, and the trades are quickly become familiar with installation. According to E2’s Clean Jobs California Report there are 110,000 clean energy jobs in California, more than five times as many fossil fuel jobs. San Luis Obispo has one of the highest densities of clean energy jobs in the state. I recognize the concern about among some gas workers about reduced job growth. This ordinance is only for new construction and this transition away from gas will take decades. It is very easy for our firm to design these systems, For Multifamily projects we are seeing a lot of developers use electric heating with high levels of insulation in apartments that don’t need cooling. All electric air-cooled VRF heat pumps are very common on multifamily projects up to ten stories where cooling is needed; this is very cost effective. The market for all electric buildings and heat pumps has been making significant inroads in California, and this had gotten the attention of manufacturers. Other equipment is readily available.
