Please support a transition to the VMT threshold which is critical for implementing elements of our active transportation plan and ultimately reducing VMT. It is imperative however that Bicycle Level of Traffic Stress remains as a way to measure impacts to people who bike. I have the following recommendation for modifications to the VMT mitigation strategies:  Improve or increase access to active transportation facilities in proportion to the City's mode split goals. (eg 1=VMT shall equate to 1 additional active transportation mile traveled after mitigation)  Participate in an in-lieu fee program to fund City-wide Active Transportation Plan improvements to sustainable transportation modes.  Improve facilities identified in the Active Transportation plan to reduce Bicycle Level of Traffic Stress on corridors that negatively impacted due to additional VMT.
