Thanks for all the work you’ve been doing on the ATP! Is there any chance of working in some language about
maintaining bike/ped/ADA access in construction zones?
Last week I watched a man roll his wheelchair into the street because several construction signs along Casa St. were
blocking the sidewalk between Murray and the Sierra Vista hospital driveway. This weekend I was biking along Madonna
Rd. with my son, and we had to ride on the sidewalk because the “Bike Lane Closed Ahead” signs blocked the bike lane
far ahead of its actual closure (photo attached). We had the same issue on Foothill throughout the school year, and it
made me wonder if there are any guidelines for protecting bike/ped/ADA access during construction.
I did a little research, and such guidelines exist in many cities. Here are examples from San Francisco, Portland and
Bend.

This drawing provides guidance on how to comply with ODOT and MUTCD
work zone traffic control requirements for bike facility accommodation.
1.Bikes may be detoured to another street when a parallel street exists
and that street's bike facilities match or exceed the level of
accommodation on the existing route.
2.Bikes may be detoured to the sidewalk (see STD DWG 3b)
3.Bikes may be accommodated by creating a separate bike lane (see STD
DWG 3a) or
4.Bikes may be accommodated within a shared lane (see STD DWG 3c),
mixed with traffic under the following conditions:
a.the existing facility has a posted speed of 35 mph or less,
b.a construction zone speed 10 mph lower is requested, approved,
and posted for roadways originally posted 35 and 30 mph, (to get
the shared road down to a 25 mph or lower operating speed), and
c.signs and pavement markings (Sharrows) are installed to facilitate
the shared lane's operations.
Work zone traffic control plans within the City of Bend shall comply with the
2018 Oregon Department of Transportation Traffic Control Plans Manual for
work zone durations greater than three days; the 2011 Oregon Department
of Transportation Temporary Traffic Control Handbook for Operations of
three days or less and the 2009 Manual of Uniform Traffic Control Devices
for all work zones.
These handbooks and manuals require provisions for bicycling facilities that:
match the prior level of accommodation in the existing facilities; avoid placing
people walking or biking in live traffic; ensure traffic control devices
(temporary sign placements) do not protrude into accommodated walking
and biking paths of travel; and provide at least a 4-foot width for alternate
bike facilities.
These standard drawings provide guidance on how to comply with the
requirements for the City of Bend and shall be applied to all construction
