Item #1 CONSIDERATION OF MINUTES 1.Minutes of the Human Relations Commission meeting of May 6, 2020. __________________________________________________ Recommendation: Approve the minutes of the Regular Meeting of the Human Relations Commission of May 6, 2020. Item #2 PRESENTATION 2.Housing Element Update Presentation Presentation By: Rachel Cohen, Assistant Planner __________________________________________________ Recommendation: Receive a presentation on the City’s work effort to update the Housing Element for 2020-2028. HOUSING ELEMENT UPDATE 5 June 3, 2020 What is a Housing Element? It is a state required element of the City’s General Plan. Consistent with the other elements of the General Plan Updated on an 8-year regular schedule. Contains background community information. Regional Housing Needs Allocation (RHNA). Does not: Provide funding; Make changes to ordinances or zoning;or Construct or authorize construction of specific housing projects. 6 Major City Goal ▪On February 4,2019,Council adopted Housing as a Major City Goal for 2019-2021. ▪The goal is to:Facilitate the production of housing with an update of the Housing Element,including an emphasis on affordable housing (including unhoused people)and workforce housing through the lens of climate action and regionalism. 7 5th Cycle RHNA (2014-2019) 8 RHNA : 2020-2028 (6th cycle) San Luis Obispo County was allotted 10,810 units. The City was allocated 3,354 units. Currently the City has approximately 21,416 housing units. 9 RHNA : 2020-2028 (6th cycle) Income Category RHNA need, # of dwelling units Extremely Low/Very Low (<31% -50% of AMI)825 Low (51% -80% of AMI)520 Moderate (81% -120% of AMI)604 Above Moderate (over 121% of AMI)1,405 Total 3,354 10 *AMI –Area Median Income Public Feedback –Housing Issues 11 Public Feedback –Housing Needs 12 Public Feedback –Housing Opportunities 13 Proposed Modifications Program 2.13 -Update the Inclusionary Housing Ordinance,including Table 2A,based on findings and recommendations in the 2020 Affordable Housing Nexus Study and conduct further feasibility analysis in order to evaluate the City’s ability to provide affordable housing in the proportions shown in the Regional Housing Needs Allocation,per Policy 2.4. 14 Proposed Modifications Program 2.15 -Evaluate a flexible density pilot program and initiate an update of the Zoning Regulations and Community Design Guidelines to incorporate flexible density development options in Downtown and portions of Upper Monterey and Mid-Higuera Special Focus Areas to support the production of smaller residential units (150 to 600 square feet). 15 Proposed Modifications Policy 5.4 -Encourage the development of a variety of “missing middle”housing types. Program 5.6 -Evaluate opportunities for promoting “missing middle”housing types (e.g.duplex,triplex, quadplex,cottages,etc.)to increase housing options in the City. 16 Proposed Modifications Program 8.20 -Amend the Zoning Regulations to allow homeless shelters,transitional housing and supportive housing (low barrier navigation centers)in all residential zones,areas zoned for mixed-uses,and nonresidential zones permitting multifamily uses without a conditional use permit to be in alignment with Government Code Section 65660 (AB 101). 17 Proposed Modifications Goal 10 -Local Preference.Maximize housing opportunities for those individuals who are employed in business that are located in geographic areas that are customarily included in the City’s annual jobs-housing balance analysis. Policy 10.2 -Encourage,and where legally allowed,require new housing development to give preference in the following order:1)individuals who are employed in business that are located in geographic areas that are customarily included in the City’s annual jobs-housing balance analysis,2) individuals residing in the County,and 3)finally to individuals from outside the County. Program 10.4 -Continue to work with housing developers to include restrictions in purchase agreements and CCRs to require for sale units to be restricted to owner-occupants for the first five years after sale. 18 Proposed Modifications Staff is also recommending removal or modifications of of several policies and programs because they: 1.Have been implemented. 2018 Zoning Regulations Update AB 1600 and Fee Schedule update LUCE Update 2.No longer fit the current need and issues of the community. 3.No longer comply with new state regulations. 19 Housing Element Next Steps Additional opportunities to participate through public workshops and meetings in Summer 2020 Planning Commission review of public correspondence and analysis of policies and programs anticipated June 10, 2020 and another meeting this Summer 2020 Draft Housing Element completed Summer 2020 Council to review and adopt the Housing Element in Fall 2020 20 Contact Information 21 Rachel Cohen rcohen@slocity.org 805.781.7574 Housing Element Website: https://www.slocity.org/government/department -directory/community- development/affordable-housing/housing-element Item #3 PUBLIC HEARING ITEM 3.Consideration of the 2020-2021 Grants-in-Aid (GIA) Preliminary Funding Recommendations __________________________________________________ Recommendation: Consider the preliminary funding recommendations for the 2020 - 21 GIA program and forward the recommendation to City Council for final consideration.
