Wednesday, July 1, 2020 – Special Meeting
Based on the threat of COVID-19 as reflected in the Proclamations of Emergency issued by both
the Governor of the State of California, the San Luis Obispo County Emergency Services Director
and the City Council of the City of San Luis Obispo as well as the Governor’s Executive Order N-
29-20 issued on March 17, 2020, relating to the convening of public meetings in response to the
COVID-19 pandemic, the City of San Luis Obispo will be holding all public meetings via
teleconference. There will be no physical location for the Public to view the meeting. Below
are instructions on how to view the meeting remotely and how to leave public comment.
Additionally, members of the Human Relations Commission (HRC) are allowed to attend the
meeting via teleconference and participate in the meeting to the same extent as if they were present.
Using the most rapid means of communication available at this time, members of the public
are encouraged to participate in HRC meetings in the following ways:

2. Public Comment - The HRC will still be accepting public comment for items within their
purview. Public comment can be submitted in the following ways:
• Mail or Email Public Comment
➢ Received by 5:00 PM the day before the meeting - Can be submitted via email to
advisorybodies@slocity.org or U.S. Mail to City Clerk at: 990 Palm St. San Luis
Obispo, CA 93401
➢ Emails sent after 5:00 PM the day before the meeting and after the meeting – Will
be sent to the Commission and included as agenda correspondence however we cannot
guarantee that the Commission will read it until after the meeting. Emails will not be
read aloud during the meeting.
• Verbal Public Comment
➢ Received by 5:00 PM on the day before the meeting - Call (805) 781-7164; state
and spell your name, the agenda item number you are calling about and leave your
comment. The verbal comments must be limited to 3 minutes. All voicemails will be
forwarded to Advisory Body Members and saved as Agenda Correspondence.
Voicemails will not be played during the meeting.

unmuted once Public Comment is called for the Item and you will have 3 minutes.

PUBLIC COMMENT PERIOD: At this time, the general public is invited to speak to the Human
Relations Commission on any subject within the jurisdiction of the Human Relations Commission
that does not appear on this agenda. Although the Commission will not take action on any item
presented during the Public Comment Period, the Chair may direct staff to place an item on a
future agenda for formal discussion.

ADJOURNMENT
The next Regular Human Relations Commission meeting is scheduled for Wednesday, August 5,
2020 at 5:00 p.m., via teleconference.
APPEALS: Administrative decisions by the Human Relations Commission may be appealed to
the City Council in accordance with the appeal procedure set forth in Chapter 1.20 of the San Luis
Obispo Municipal Code.
The City of San Luis Obispo wishes to make all of its public meetings accessible to the
public. Upon request, this agenda will be made available in appropriate alternative formats
to persons with disabilities. Any person with a disability who requires a modification or
accommodation in order to participate in a meeting should direct such request to the City Clerk’s

Regular Meeting of the Human Relations Commission
CALL TO ORDER
A Regular Meeting of the San Luis Obispo Human Relations Commission was called to order on
Wednesday, June 3, 2020 at 5:00 p.m. via teleconference, San Luis Obispo, California, by Chair
Welts.

Present: Commissioners, Renoda Campbell, Abe Lincoln, Drew Littlejohns, Emily Rosten,
Megan Souza, and Nancy Welts
Absent: Commissioner Jeannette Richardson

APPROVAL OF MINUTES
1. Consideration of Minutes of the Regular Human Relations Commission Meeting of May
6, 2020.
ACTION: MOTION BY VICE CHAIR LITTLEJOHNS, SECOND BY COMMISSIONER
ROSTEN, 6-0-1 to approve the minutes of the Regular Meeting of the Human Relations
Commission of May 6, 2020.
PRESENTATIONS
2. Housing Element Update Presentation
Associate Planner Cohen presented a PowerPoint on the City’s work effort to update the
Housing Element for 2020-28 and responded to questions and comments from the
Commissioners.

3. Consideration of the 2020-21 Grants-in-Aid (GIA) Preliminary Funding
Recommendations
Commissioners Lincoln and Richardson presented the preliminary funding recommendations
for the 2020-21 GIA program and explained the methodology they utilized to develop the
recommendations. Chair Welts listed the Commission’s funding priorities for the Grants-in-
Aid program that were developed at the October 2, 2019 HRC meeting as: Homeless
Prevention, Hunger and Malnutrition Support, Services for Seniors and/or Disabilities in-
need, and Supportive and Developmental Services for Youth in-need. Further Chair Welts
reviewed the goals set by the HRC for the 2019-2021 Financial Plan as: Housing, Homeless
Prevention, Diversity – Equity - and Inclusivity.
Chair Welts noted that written communications were received from:

ACTION: MOTION BY VICE CHAIR LITTLEJOHNS, SECOND BY
COMMISSIONER SOUZA, 3-3-1 to approve the preliminary 2020-21 GIA funding
recommendations as presented, with the exception to reallocate $5,000 from SmartShare
Housing Solutions to the United Way, and to forward the recommendations to the City
Council for final consideration. The action did not carry.
ACTION: MOTION BY COMMISSIONER CAMPBELL, SECOND BY
COMMISSIONER ROSTEN 6-0-1, to approve the preliminary 2020-21 GIA funding
recommendations as presented, with the exception to reallocate $3,000 from SmartShare
Housing Solutions to the United Way, and to forward the recommendations to the City
Council for final consideration. The action did carry.

4. Staff Updates
Housing Coordinator Vereschagin talked about the new Meta City Goal recently adopted by
the City Council in the 2020-21 Budget in response to the current pandemic, titled “Economic
Stability, Recovery, and Resiliency.” She also informed the Commission that with the
passing of this budget item, the Council allocated an additional $140,000 to diversity, equity,
and inclusivity efforts.

Chair Welts adjourned the meeting at 6:39 p.m. The next Regular meeting of the Human Relations
Commission is scheduled for Wednesday, August 5, 2020 at 5:00 p.m., via teleconference.
