Subject:Council Agenda 7.7.20 - Item #8 - Removal of James Papp from CHC -
Dear Mayor Harmon and City Council members,
I am writing in support of the proposed removal of James Papp from the City's Cultural Heritage Committee.
The Advisory Bodies representing our City should be respectful, open minded and encourage dialogue when
evaluating and providing recommendation on a given project.
Mr Papp does not embody or exhibit any of these qualities.
Mr. Papp has repeatedly exhibited an extremely adversarial attitude in his role as chair of the CHC.
He has used his position as a way to pontificate his narrow view, and waxes on for literally hours on his deeply
held opinions while the applicant gets 10 minutes to present their project.
He has bullied applicants and their consultants, particularly the Architectural Historians with whom he
disagrees.
He has strong-armed other CHC members into agreeing to make a motion that he has already spelled out in
detail.
He has attended other advisory body hearings to lecture them as to why his opinion should carry more weight.
He routinely stretches the scope of the CHC beyond their purview.
In general, he has not represented the City well, both in terms of civil discourse as well as considering and
promoting the best interest of the City. The only interests Mr. Papp represents are his own.
