I support the removal of Mr. Papp from his position on the Cultural Heritage Committee (CHC). I am not supporting his
removal because of his positions on development projects or his opinions, he is clearly entitled to both. Differing
perspectives and debate about the merits of development proposals are expected as part of project review and can
result in better projects.
My support for removal is based upon my observation of his personal actions and attitude at a CHC public hearing in
August 2017 where I was present to represent an applicant. At this public hearing the following things occurred;
1. He was rude and demeaning to a fellow committee member.
2. The behavior was personal in nature. It was not part of a spirited but professional disagreement about the matter
before the CHC for consideration.
3. The behavior was unprofessional and unworthy of a person in a leadership position on a Committee representing the
City.
4. The behavior created an atmosphere which discouraged an open exchange of opinions among members of the CHC.
Last, but perhaps most importantly the behavior was so ugly and out of place it had a chilling effect on members of
audience at the public hearing. After the meeting adjourned several members of the audience commented to me about
Mr. Papp’s actions and their wish to never serve on a City committee if that type of “leadership” was tolerated. Likewise,
they said they would hesitate to participate in a meeting of the CHC again for fear they may be on the receiving end of
such rude treatment.
Behavior that is rude and unprofessional has a chilling effect on community participation and discussion. It is
unacceptable and warrants very strong corrective action by the City Council.
