In Dr. Papp’s letter to the City Council regarding agenda item #8 on tonight’s agenda, Papp states that
I never contact him. That is not true. I did not call him but I replied with an email at 0825 on April 27,
2020, and I incorporated the information he provided into the document that the CHC could review. I
gave him credit for the information but it did not change my findings and conclusions.
