If I'm reading Mr. Cooper's letter correctly staff is putting forth the notion that the paseo area in the Downtown Center is Open Space. Staff is defining an open area in a developed project as Open Space?. Is that correct?. I'm not clear on how you can ensure that the Planning Commission will see this letter as it does not pertain to a specific upcoming meeting or to a specific upcoming agenda item.
