NEW DEVELOPMENT: 550 HIGUERA STREET

The recently completed Downtown Terrace project is located at 550 Higuera. It included modifications
to an existing mobile home park and replaced 33 mobile homes with 33 manufactured homes.
The California Department of Housing and Community Development (HCD) is the sole review authority
over mobile and manufactured home sites. This is governed by the “Manufactured Housing Act of
1980” (Gov. Code Section 18000). HCD’s regulations can be found in California Code of Regulations,
Title 25, Division I.
These regulations establish minimum design and construction standards for all multifamily
manufactured homes and mobile homes built before June 15, 1976. These regulations supersede
any ordinance enacted by any local jurisdiction (city or county). In addition, HCD is not required to
coordinate or refer any plans for redevelopment to local jurisdictions. HCD does not have any parking
requirements, and as previously stated, the City has no control over development in these areas.
