SUBJECT: SELECTION OF VOTING DELEGATE AND ALTERNATES – LEAGUE OF
CALIFORNIA CITIES ANNUAL CONFERENCE
RECOMMENDATION
Appoint Council Member Erica A. Stewart as the Voting Delegate and Council Member Andy
Pease and Council Member Carlyn Christianson as Alternate Voting Delegates to vote on the
City’s behalf at the Annual Business Meeting of the League of California Cities on Friday,
October 9, 2020.
DISCUSSION
The League of California Cities Annual Conference will be held virtually on October 7 - 9, 2020.
An important component of the Annual Conference is the Annual Business Meeting scheduled
for 12:30 PM on Friday, October 9, 2020. At this meeting, the League membership will consider
and take action on resolutions that establish League policy. In order to vote at the Annual
Business Meeting, the City Council must designate a voting delegate. Council may also appoint
up to two alternate voting delegates, one of whom may vote if the designated voting delegate is
unable to serve in that capacity.
Policy Context
Per the League of California Cities bylaws, each member city has a right to ca st one vote on
matters pertaining to League policy. A city’s voting delegate and up to two alternates must be
designated by the City Council either by submitting a Voting Delegate form signed by the City
Clerk affirming that the names provided are those selected by the city council.
Public Engagement
This is an administrative item, so no formal public engagement was done. Members of the public
can provide comment at the Council meeting.
ENVIRONMENTAL REVIEW
The California Environmental Quality Act does not apply to the recommended action in this
report, because the action does not constitute a “Project” under CEQA Guidelines Sec. 15378.
