Especially his discussion regarding the Finding of Overriding Considerations. Second, the staff report indicates that 3.6 acres of parkland is being provided but I'm not able to find what the actual requirement is per city policy of 10 acres per 1000 residents. Third, staff during the review of the San Luis Ranch EIR mistakenly led the City Council to believe they could not make changes to the submitted project because the goals of the project would not be met. That's not what CEQA says. CEQA says that a approving agency cannot make changes to the Basic goals of the project. You are well within your purview to reduce the development intensity to reduce the level of impacts the project creates. Lastly, without significant reduction in overall housing units and commercial land designation the traffic impacts will create gridlock along the Los Osos Valley Road segment, Madonna Rd., and South Higuera St. Sincerely, Brett Cross 1217 Mariners Cove San Luis Obispo, CA 93405 1
