Special Meeting Agenda
Tuesday, August 25, 2020
Based on the threat of COVID-19 as reflected in the Proclamations of Emergency issued by both the Governor of
the State of California, the San Luis Obispo County Emergency Services Director and the Tree Committee of the
City of San Luis Obispo as well as the Governor’s Executive Order N-29-20 issued on March 17, 2020, relating to
the convening of public meetings in response to the COVID-19 pandemic, the City of San Luis Obispo will be
holding all public meetings via teleconference. There will be no physical location for the Public to view the
meeting. Below are instructions on how to view the meeting remotely and how to leave public comment.
Additionally, members of the Tree Committee (TC) are allowed to attend the meeting via teleconference and to
participate in the meeting to the same extent as if they were present.
Using the most rapid means of communication available at this time, members of the public are encouraged
to participate in Council meetings in the following ways:

2. Public Comment - The Tree Committee will still be accepting public comment for items within their
purview. Public comment can be submitted in the following ways:

advisorybodies@slocity.org or U.S. Mail to City Clerk at 990 Palm St. San Luis Obispo, CA 93401
➢ Emails sent after 3:00 PM. Can be submitted via email to advisorybodies@slocity.org and will be
archived/distributed to members of the Advisory Body the day after the meeting. Emails will not be
read aloud during the meeting
• Verbal Public Comment
➢ Received by 3:00 PM on the day of the meeting - Call (805) 781-7164; state and spell your name,
the agenda item number you are calling about and leave your comment. The verbal comments must
be limited to 3 minutes. All voicemails will be forwarded to the Advisory Body Members and saved
as Agenda Correspondence. Voicemails will not be played during the meeting.

Wednesday, July 27, 2020
Special Meeting of the Tree Committee
A Special Meeting of the San Luis Obispo Tree Committee was called to order on Wednesday,
July 27, 2020 at 5:30 p.m. via teleconference by Deputy City Clerk Megan Wilbanks.
The Deputy Clerk made a joint announcement with City Arborist, Ron Combs, that the meeting
was to be cancelled for lack of a quorum. The webinar was broadcasted for 10 minutes and the
cancellation announcement was repeated twice for those joining late.
The City Arborist informed viewers that staff is working to schedule a Special Meeting in mid
August to review the proposed project at 650 Tank Farm Road.
ADJOURNMENT
The meeting was adjourned at 5:40 p.m. The next Special Meeting of the Tree Committee is
scheduled for Tuesday, August 25, 2020 at 5:30 p.m. via teleconference.

A Special Meeting of the San Luis Obispo Tree Committee was called to order on Monday, August
10, 2020 at 5:30 p.m. via teleconference by Chair Alan Bate.

ACTION: UPON MOTION OF COMMITTEE MEMBER LOOSLEY, SECONDED BY
COMMITTEE MEMBER LUCAS CARRIED 4-0-3 (Committee Members O'Brien, Root,
and Thurman absent) the Tree Committee approved the Minutes of May 20, 2020.
BUSINESS ITEMS
2.New Business:
a.Review of four tree removals and replanting plan of 12 trees as part of a mixed-use project
located at 1144 Chorro Street consisting of approximately 30,000 square feet of
commercial/office space and 50 residential dwelling units, within the Downtown Historic
District.
Associate Planner, Kyle Bell, provided a presentation and responded to Committee
mqumes.
Applicant representative, Mark Rawson with Copeland Properties, provided a presentation
and responded to Committee inquiries.

ACTION: UPON MOTION OF COMMITTEE MEMBER LOOSLEY, SECONDED BY
COMMITTEE MEMBER ROOT CARRIED 5-0-2 (Committee Members O'Brien and
Thurman absent) to recommend that the City Council approve the requested tree removal
with the following recommendations:
•Use large deciduous trees along the street.
•Allow for larger cutouts in the sidewalk to accommodate both the existing and new trees.•The contractor should utilize engineered structural soil.
•The recommended size of the trees along the street is a 36-inch box.
•The applicant should consider planting a variety other than jacaranda along Marsh.
Street and consider using a deciduous tree like Red Oak or Ginko Biloba.
•Develop a Tree Protection Plan with the City Arborist.
•Irrigation should be available for existing trees during construction and set up for the
new trees.
•Balcony trees should not be considered part of the 1: 1 ratio for replacing removed trees
along the street.
b.Review of a proposed tree removal of 206 onsite trees and replanting plan of 314 trees as
part of a mixed-use project located at 650 Tank Farm Road that includes 249 residential
units and 17,500 square feet of commercial space.
Associate Planner, Rachel Cohen, provided a presentation and responded to Committee
mqumes.
Applicant representative, Jake Minnick with RRM Design Group, provided a presentation
and responded to Committee inquiries.

ACTION: UPON MOTION OF COMMITTEE MEMBER LOOSLEY, SECONDED BY
COMMITTEE MEMBER LUCAS CARRIED 4-1-0 (Chair Bate recused due to a conflict
of interest) to recommend that the Planning Commission approve the requested tree
removal with the following recommendations:
•Replacement trees should be placed in a minimum of24-inch box with focal point trees
planted in 36-inch boxes
•Any Olive varieties planted on the site should be Swan Hill fruitless olive

•Trees on the boundary that can be retained should be reassessed at the time of
demolition. Consider retaining the mature trees along the boundary of the Damon
Garcia Soccer Field and the eastern edge of the Lazy Acres RV storage area

City Arborist Combs provided a presentation and responded to Committee inquiries.
COMMENT & DISCUSSION
4.Arborists Report:
a.Urban Forest Services staffing update
Steve Williams transferred to the Street Department. Mike Johnson is also planning to
leave the department. Due to COVID-19, it has been extremely difficult to backfill those
positions. City Arborist Combs is considering retirement in December 2020.
b.San Luis Obispo Commemorative Grove update
Currently not accepting any more applications.
c.Tree Removal application fee changed to $157 .17 to reflect the Consumer Price Index
mcrease.

1.During the 33 years we have lived in the home adjacent to the Blue Gum Trees in
question, we have watched significant growth of the trees and have regularly had
them pruned. We have witnessed nearby Blue Gum limb failures and have been
increasingly concerned about the requested Blue Gum trees failing and damaging our
home and injuring frequently visiting grandchildren.
2.Replanting Plan: We will plant on our property three 15 gallon native trees from the
San Luis Obispo Tree List.
3.Site Visits: I am happy to meet any Tree Committee Members to show them the way
to the requested trees that are in a somewhat obscure location. I can be reached on
my cell phone most days.

Washingtonia robusta (Mexican fan palm)
is a single-trunked palm tree (family
Arecaceae) found in the San Francisco
Bay area, southern landscape ornamental
that has become invasive in riparian areas,
orchards and landscaped areas. This palm
is known to create monospecific stands in
riparian areas, and dead fronds of the tree
can create a fire hazard.
Our house at 1348 Alder is to the left. We will have
a licensed tree service cut down this Mexican Fan
Palm. The original camphor tree at left will stay but
be pruned. We will plant a Sioux crape myrtle
where the palm was, if it is not too crowded.
Otherwise we will still plant the crape myrtle (we
already have it), but in a slightly different spot.
The Mexican Fan Palm can be an unsightly
and dangerous tree. It must be trimmed
every 6 months to one year for safety and
in order to look good, and is naturally
more expensive to service the taller it gets.
There is a reason the Mexican fan palm's Latin name
is Washingtonia robusta. It is determined to robustly
dominate the world. These bird dung-0isseminated,
easy-to-naturalize trees will rapidly grow at the rate of
2 to 4 feet per year to an eventual height of more than

Site: Cottonwood trees near pathway
Task: Evaluation of damage to path and recommendations to correct problem long term
Location: The Cottonwoods that are in questions are along the bike/walking path near the Spanish Oaks entry.
They are located along the low area opposite the turf area.
Background: This area is a very popular walking/biking area for the entire neighborhood and has a steady
number of people using it every day. Cottonwoods can often be found in riparian environments or swampy
areas -this area often does not dry down and can be considered a wetland.
Cottonwoods are very aggressive root producers with many surface roots and roots that can go well beyond the
canopy, sometime s 3 to IO times the canopy width. Roots are known to sucker, creating saplings that in tum
grow into mature large trees. It is not unusual for an entire grove of cottonwoods to share one root system.
Cottonwoods are considered invasive as an aggressive tree that has a life span of 35 to 40 years. Left unchecked
Cottonwoods can crowd out other desirable native plants such as Oaks and Toyon. It is listed by several states
as invasive and known to be a flammable/fire ladder tree.
Cottonwoods are subject to many root and crown rots and when they are rotted can windthrow easily. Wmmds
often produce hollow areas and in general do not close by the formation of wound wood as well as other trees.
In addition, roots of Cottonwoods readily break concrete and paved flat work. They can plug sewer systems and
drainage pipes.
Observed: (3) larger Cottonwood and (4) small saplings from roots. Trees have extensive surface roots. Nearby
blacktop is broken and buckled. Roots were noted to be at edge and below concrete area. Where the pavement is
raised, the walkway is a tripping hazard. Two of the larger trees were noted to have significant girdling roots.
Cankers and rot were also noted on the surface roots. AU trees had above normal branch dieback and epicormic
growth. Borer frass and damage is noted in two trees. Phytophthora was found through laboratory analysis and
cultures on the nearby Alder.
Conclusion(s): There is extensive damage to the pathway, and it needs to be fixed before injuries occur. Roots
are welJ established below the pathway and can continue to grow and sprout new seedlings even if the roots are
severed.
Because the pathway is so close to the trunks of the trees, cutting the roots and removing them from below the
pavement wi11:
1)Make the trees unstable. As much as 40% of the roots may be removed on the two closest trees.
2)Create openings for root rots. Phytophthora (a type ofroot rot) has been found in the nearby Alders and
may enter the roots of the Cottonwoods. Root rots also increase the chance of windthrow.
3)Once Cottonwood roots are severed it will trigger the severed roots to sprout suckers.
Recommendations: Removal of trees. Herbicide treatment of stumps to kill at least a portion of the roots. Stump
grint once suckers are controlled.

This is the damage that roots are causing. Note the root (arrow) going below the concrete. A rise in paving like
this can be a serious trip hazard to path users.
Cankered roots on the surface have become brittle by d ry ing out. These roots are subject to rot making the tree
less stable.
This Cottonwood has epiconnic growth (white arrows)-groVvth coming directly off the trunk or main branches
not from branch tips. While Cot1onwoods often produce this type of growth in this tree it is excessive especially
coupled with the amount of deadwood (red).
Girdling roots can lead to a decline in the tree as the vascular system is chocked. Girdling roots also create fail
points in a tree once it embeds into the base of the trunk like this one.
Borer damage and frass at the base of this Cottonwood is indicative of a dead area. Borers are active when there
is a decline in the tree, a wound or disease. These conditions allow a borer to feed unhindered. Borers weaken
tree health and strength.
