Thank you for the opportunity to comment at this important juncture in the development of this new bicycle and pedestrian plan. 1) Attachment 2 Page 11 of 19 the Proposed Bikeway Level of Traffic Stress - map. This proposed map is totally BOGUS as is stands in the agenda package. It would seem to be greatly incorrect using the supplied legend or it is a goal to be obtained in the future. Please correct/revise and update the map to current conditions –or–redefine the legend to indicate a goal for the future –or– remove this map. 2) Chapter 7 Implementation Design Appendix: Design Policies: a) Quick Build Options (page 17-18) Good start on this issue. b) Funding Mode Split pages 19-20: Bike 20%, Pedestrian 18%, Transit 12% are important to the funding of the ATC program goals. c) Cul-de-Sac pass through (page 22) for pedestrians and cyclists and ADA is an important design policy concept to meet the mode splits and provide for direct travel for all not in a vehicle. d) Level of service for cyclists (bicycle level of service) vs. stress level of service for cyclists is very subjective and should be combined so as to provide for direct route selection as well as a safe route to travel by bicycle. e) Operation and Maintenance Page 23 of 36, lines 214-216. Pavement surfaces (cracks, potholes, uneven surfaces, etc.) of bikeways should provide for bicycle tire widths of 20-25mm. Many cyclists have tires in the ¾ to 1 inch width. Would you like to pass over a ½ thick board at speed or try to ride along parallel to a ½ cracks or seam adjacent to the curb pan or surface joints? The Caltrans Highway Design manual provides for 3/8 of an inch (1CM). f) Operation and Maintenance Page 23 of 36, lines 217-229. The bike portion of the plan should address construction signage placement issues by requiring City Public Works to provide construction templates for contractors as to the type, number and placement of traffic control signage. THIS is one of the most important goals and implementation components of the plan for current and future development and implementation of the ATP. Line 251-252 are a watered down and toothless implementation item. The implementation item should read: “All new freeway over-crossings and under-crossings or interchange projects will incorporate the needs of pedestrian and bicyclists as part of the project design and construction or else alternate separate pedestrian and bicycle facilities are to be developed and constructed concurrently with the project for motor vehicles.” This language is and has been used as part of bike plans throughout the state and was first used in Sacramento City and County in 2009 and 2011. The above language is specific to: city, county and Caltrans to provide for pedestrian and ADA and bicyclist needs and to cooperate with each other to provide what is now required for state and federal funding of freeway project where pedestrian ADA and bicycle are concerned.
