Greetings Chair Roberts, and ATC Members!
At Bike SLO County, we appreciate the work of our Board Member Garrett Otto. In a recent
submission to ATC, he demonstrated his commitment to collaboration and advocacy by marking
up the Draft Active Transportation Plan (ATP) with some significant points of support and
modification. In particular, we stand behind these things:
1.Commitment to the completion of 80% Tier 1 ATP items by 2030, five years before the
2035 deadline is significant. This robustly challenges meeting the City’s Climate Action
Plan’s deadline on time and complete. We share the concern that deadlines can shift,
and that this interim deadline will bolster timely and effective implementation.
2.Funding strategy alternatives should be implemented that include capture of funds from
automobile Parking Fees. Collected fees should be used to leverage the timely and
accurate completion of the ATP. If the cost of parking is increased and the extra
amounts collected are dedicated to the Plan, our City will have extra resources while
beginning to discourage vehicle travel into the downtown.
3.Moving away from the outdated 85th Percentile guide for setting speeds, and towards
the new NACTO guidelines. Moving to lower motor vehicle speeds will promote safer
conditions for all who use our roadways. Maximum speed limits on residential streets
should be set at 20 MPH; arterial and collector streets at 30 MPH, and School Zones at
15 MPH.
4.Language Mr. Otto has employed to create more imperatives in this document.
5.Language that indicates forward thinking, such as that which includes increasing
popularity of larger, more complex cycles.
This brief letter of support for Mr. Otto’s markup of the Draft ATP does not capture all of the
suggestions he has made, and we submit they are all worthy of inclusion. Thanks to you, the
Active Transportation Committee and to City Staff for your hard work and diligent collaboration
with stakeholders in the creation of this document. Almost there, and then the real work begins.
