To whom it may concern,
I am writing this email to all City Council Members in regards to the above referenced project. My wife and I own the
property located at 1144 Mill St. Our property backs up to Lot No. 9 in this proposed development. To be honest, both
my wife and I and our neighbors, the Watsons, are not real happy about this development. Some of our general
concerns evolve around the proposed density and also the setback and parking exceptions that seem to be agreed upon.
We believe that the character of our “block” is going to be effected in a negative way. Having said that, we also feel like
this project is moving towards approval at a rapid pace. I might mention at this point, that the COVID-19 new protocols
have, in our opinion, made our reaction to and concern of this project much more difficult to express. Meetings by
teleconferencing is at best a marginally acceptable approach to public meetings. If someone impacted by this
development was tech illiterate, they would really have a challenge to be heard in our opinion. So having said all of that,
we are pretty much resigned to the fact that this project is going to move forward pretty much as submitted.
We do have one "nuts and bolts" concern that we want addressed. This concerns grading and drainage issues.
Historically, all ten of these proposed lots have drained in a south westerly direction towards our property and the
Watson’s property. We know this by looking at the existing topographic map of the sites and also because during rain
events we have observed runoff from the subject property to the north actually flowing through our property to Mill St.
Our house has experienced standing water during the rainy season since it was built over 100 years ago. We have
installed a sump pump but that only helps deal with this issue in a partial way.
Looking at the preliminary grading and drainage plans, we do not see a fail safe solution to this drainage issue. At
this point the civil engineer is proposing a network of catch basins and drain lines to collect the runoff and eventually
deliver it to a low point on Peach St. Our concern is that catch basins can fail and pipes can clog up. We need to see a
grading and drainage solution that assures that in the event these catch basins and pipes fail there is in fact, a backup
plan. We will look forward to working with all parties involved to arrive at a solution to this issue that takes care of all
parties involved.
