I am a homeowner on Lucca Lane,a working mom, and have a disability as defined by the ADA (multiple sclerosis). My main concern is safety for the families living on Lucca Lane. All of the household members of Lucca Lane use the street for walking access (40+ people), including many children, and there is no sidewalk. Lucca Lane residents have no access to sidewalks on Lucca, and there are no plans to address this. Additionally there are many (4) blind corners on Lucca Lane where you cannot see oncoming traffic. I recognize that there is a huge need for affordable housing, but Lucca Lane was not designed properly to be the only in/out of an apartment development. Below are the requirements I do not think are properly met: No sidewalks or reasonable buffer for pedestrians, narrow road (this does not meet MASP Circulation Element Requirements when reading specifically around pedestrians, and pedestrian safety) (https://www.slocity.org/home/showdocument?id=20412) o pg 2-10 (1.6.1, bullet 3-6) o pg 2-18 (5.1.2, 5.1.3, 5.1.7) o - per 5.1.7, I was diagnosed with Multiple Sclerosis in June 2017 and am protected by the ADA. Adding the affordable housing at the end of Lucca Lane would increase the traffic of the private residential road to that of a parking lot, this is directly prohibited by the ADA. Please see attached screenshot. o pg 2-21 (6.1.5 A) o pg 2-29 (8.1.4, 8.1.7) The plan states that Toscano uses rear and sideload garages. (bottom of Package Page 39 of affordable housing plan) Toscano has no rear load garages, and there are two homes (lots 170 & 171) that are front- loading, backing up directly into Lucca Lane. I am in favor of the affordable housing addition to our neighborhood, but the access via Lucca Lane does not meet standards set by Circulation Element Requirements or the ADA, and does not properly describe the Toscano housing development. I also have concerns for emergency services having access (fire lanes?) and evacuation measures (60+ cars and only one small exit road). My recommendation is to design an access point to the affordable housing development that connects to Arezzo Dr. This road is equipped with sidewalks and designed for the development's capacity. At least one accessible route shall be provided within the site from accessible parking spaces and accessible passenger loading zones; public streets and sidewalks; and public transportation stops to the accessible building or facility entrance they serve. Where exceptions for alterations to qualified historic buildings or facilities are permitted by 202.5, no more than one accessible route from a site arrival point to an accessible entrance shall be required. 2. An accessible route shall not be required between site arrival points and the building or facility entrance if the only means of access between them is a vehicular way not providing pedestrian access. Advisory 206.2.1 Site Arrival Points. Each site arrival point must be connected by an accessible route to the accessible building entrance or entrances served. Where two or more similar site arrival points, such as bus stops, serve the same accessible entrance or entrances, both bus stops must be on accessible routes. In addition, the accessible routes must serve all of the accessible entrances on the site. Advisory 206.2.1 Site Arrival Points Exception 2. Access from site arrival points may include vehicular ways. Where a vehicular way, or a portion of a vehicular way, is provided for pedestrian travel, such as within a shopping center or shopping mall parking lot, this exception does not apply. 206.2.2 Within a Site. At least one accessible route shall connect accessible buildings, accessible facilities, accessible elements, and accessible spaces that are on the same site.
