EVENTS PROMOTION AGREEMENT
THIS AGREEMENT, dated August �2 , 2019, is between the CITY OF SAN LUIS OBISPO, a chartered
municipal corporation (referred to herein as CITY), and ECOLOGISTICS, INC./R.A.C.E. MATTERS.
WITNESSETH
WHEREAS, ECOLOGISTICS, INC./ R.A.C.E. MATTERS has requested CITY to contribute to a program to
provide the service described in "Attachment 1" attached hereto; and
WHEREAS, said services will be available to residents of the City, thereby serving both a public and municipal
purpose; and
WHEREAS, the CITY's Promotional Coordinating Committee (PCC) reviewed the request and recommended the
CITY contribute to the program.
NOW, THEREFORE, CITY AND ECOLOGISTICS, INC./ R.A.C.E. MATTERS for and in consideration of the
mutual benefits, promises, and agreements set forth herein, do agree as follows:
3. ECOLOGISTICS, INC./ R.A.C.E. MATTERS shall perform the services as described in "Attachment 1"
herein, between July 1,2019 through June 30, 2020.
2. ECOLOGISTICS, INC./ R.A.C.E. MATTERS will provide CIT'Y with a final report, summarizing
administrative, financial, and statistical information. Said report shall be in the form of"Attachment 3",
attached hereto.
3. ECOLOGISTICS, INC./ R.A.C.E. MATTERS agrees to acknowledge CITY support in promotional
materials by using the standardized City emblem that is available upon request from CITY. The City's
tourism logo should be used whenever possible.
4. ECOLOGISTICS, INC./ R.A.C.E. MATTERS agrees to utilize the services of the City's contractor for
events promotion to its fullest to further increase outreach and promotion of the supported event.
5. ECOLOGISTICS, INC./ R.A.C.E. MATTERS, and all of its agents, representatives, or participants in any
manner in the performance of its obligations and duties hereunder shall be employees, independent
contractors, or volunteers for ECOLOGISTICS, INC./ R.A.C.E. MATTERS. They shall not for any
purpose be considered employees or agents of the CITY.
6. ECOLOGISTICS, INC./R.A.C.E. MATTERS and all of its agents,representatives or participants, agree that
they will not engage in discrimination in its operations because of race, religion, sex, national origin, sexual
orientation,age,physical,mental or economic status.
7. ECOLOGISTICS, INC./ R.A.C.E. MATTERS agrees to defend, indemnify, protect and hold CITY and its
agents, officers and employees harmless from and against any claims asserted or liability established for
damages or injuries to any person or property which arise from or are connected with or are caused or
claimed to be caused by the acts or omissions of ECOLOGISTICS, INC./ R.A.C.E. MATTERS and its
agents, officers or employees, negligent or otherwise, during the term of the Agreement and from all
expenses of investigating and defending against same.
8. CITY agrees to pay ECOLOGISTICS, INC./ R.A.C.E. MATTERS a one-time only grant, in the sum of
$7500 to be used as described in "Attachment 1". The grant will be paid in full upon execution of this
agreement.
9. The City Manager may terminate this agreement at his sole discretion, after providing written notice to
ECOLOGISTICS, INC./ R.A.C.E. MATTERS. Said termination shall be effective thirty (30) days after

CITY mails notice of termination of agreement to ECOLOGISTICS, INC./ R.A.C.E. MATTERS. Any
funds not used pursuant to Paragraph No. 8 above shall revert to City upon said termination.
10. ECOLOGISTICS, INC./ R.A.C.E. MATTERS shall provide recycling containers on agency premises for
collection of office paper, newspaper, and glass, aluminum, tin (bi-metal) and plastic 1-7 containers.
ECOLOGISTICS, INC./ R.A.C.E. MATTERS shall also collect corrugated cardboard far recycling and
provide recycling containers at special events as appropriate. Collection services are provided free from
San Luis Garbage at 805-543-0875.
11. Any funds remaining unused by ECOLOGISTICS, INC./ R.A.C.E. MATTERS upon the expiration of this
Agreement pursuant to Paragraph No. 1 above, or upon the termination of this Agreement pursuant to
Paragraph No. 9 above, shall be returned to CITY no later than five(5)business days from the expiration or
termination date of this Agreement.
12. ECOLOGISTICS, INC./ R.A.C.E. MATTERS warrants that the grant funds shall be used exclusively for
the purpose stated in "Attachment 1" to this Agreement. Any funds not used pursuant to "Attachment 1"
shall be returned to the City within thirty(30)days after written notification from CITY.
13. For purposes of notice under this Agreement, all notices shall be considered effective upon being sent by

As a grant recipient,your organization will benefit from the exclusive promotional support services outlined below
to maximize the execution of your grant award. These services are made available gratis to grant recipients based
on contractual obligations of the City through the PCC.
E�en# Promation Su�nart
The City requires your organization to utilize the contracted promotional services of the San Luis Obispo Chamber
of Commerce to further promote the event and increase attendance through a professional resource. Use of the
services will be reported to the PCC and reviewed for future funding considerations. It will be the responsibility of
the organization to provide the Chamber with the information needed to carry out these services for your event.
Promotional Planning
• Meet in-person or over the phone to discuss your event's marketing timelines,key audiences and promotional
opportunities.
Public Relations
+ Providing key event information far the inclusion of your event in quarterly event press releases for distribution to
local,regional,and national media outlets.
• Provide accurate event updates and details to be included in easy-to-use,monthly local events one-pager which is
distributed to San Luis Obispo city hotels and key hospitality partners and various partner newsletters.
San Luis Obispo Visitor Center Services
� Provide event materials(brochures,posters,rack cards,etc.)for the promotion of your event through the Chamber's
Visitor Center at 895 Monterey Street.
• The Chamber's Visitor Center is available to assist in selling your event's tickets as a physical location open to the
public.

PROMOTIONAL COORDINATING COMMITTEE
GRANTS-IN-AID
REPORTING GUIDELINES
Organizations receiving funds through the Promotional Coordinating Committee Grants-In-Aid program
are required to submit a year-end grant report to the City of San Luis Obispo.
For all 2018 - 2019 grant recipients, the final grant report must be received
by Ar�qusf 37,, ��79 to receive fhe 2019-2020 grant funding.
The grant check will be processed as soon as the signed agreement and year-end grant report are received
and approved by the City. Year-end grant reports for are accepted between June 1 —August 31 following
the granted fiscal year. New recipients do not need to complete a year-end report until the reporting period
following the granted fiscal year. In the scenario that an organization does not apply for or receive
funding for the next year, the organization must still submit a year-end grant report for the granted fiscal
year.
The reports mList consist of the following:
1. Administrator's Report: A brief synopsis of the activities of the reporting period. This should
include a statement describing activities, service or programs provided, and any changes that have
occurred during the reporting period.
2. Statistical Survey: Should include the number of participants in the organization's ongoing activities
and/or events. Survey should also include, to the best of your ability, the demographic make-up of
participants, i.e., residents, non-residents, and age groups (youth, teens, adults or senior citizens), and
the source of the data.
3. Financial Report: A financial statement that details how the City's grant monies has been expended.
For advertising expenditures please include a media plan.
4. City Recognition: Provide proof of your organization acknowledgment of the City's support in your
promotional materials by means of the City emblem.

Dear Interested Organization:
The City of San Luis Obispo's Promotional Coordinating Committee (PCC), under direction of the City
Council, recognizes that cultural, social and recreational organizations make significant contributions to the
overall quality of life in the City of San Luis Obispo. Accordingly, the City sponsors a Grants-In-Aid
program to promote such activities within our community. The City awards annual promotional grants
totaling approximately $100,000 to various organizations each year.
At this time the City of San Luis Obispo invites you to apply for grant funding to be awarded as part of this
program.
To be considered for grant funding, organizations must have non-profit status (Articles of Incorporation,
501(c)(3) or (c)(6) status, Federal ID number and Tax-Exempt Notification) �•iai• t �rant sub�i�itt�l. They
must also have clearly stated goals and be able to demonstrate that their financial management practices are
sound and insure accountability. The City is unlikely to fund new projects which duplicate or conflict with
existing programs, services,or events. Project collaboration among organizations is encouraged.
Grant requests must be for programs and events that occur during the funding cycle of July 1,2019—
June 30,2020.
Organizations that received promotional grants during the 2018-19 funding cycle must have complied with
all reporting requirements to be considered for a 2019-20 grant.
Starting in 2018-19, the PCC implemented modifications to the grant program that will continue to the
2019-20 program. These modifications include:
■ Organizations are limited to one application submission per grant cycle.
■ Qualified expenses for grant funding now include: limited contracted services such as public
relations, video production expenses, social media expenses directly relating to the event, expenses
relating to enhancements for digital newsletters or email campaigns, and web design services. The
applying organization must provide documentation that expenses for these services are directly and
exclusively related to the event or program in which funding is requested.
• Elimination of the Sustainable Funding Program(sustainability track).
To be considered for a grant, organizations must attend the mandatory meeting on Wednesday February 6,
at 4:30 pm at the Ludwick Community Center and apply, using the attached application form, by NO

Applications submitted to the Promotional Coordinating Committee will be evaluated both in terms of the
applicant and the grant proposal using the following criteria:
A. APPLICANT CRITERIA
1. Applicant organization must have a clearly stated purpose and function and be responsible for the
planning and provision of a cultural, social or recreational program/event.
2. Applicant must demonstrate that it has the managerial and fiscal competence to complete the
proposed project. Repeat applicants must have a successful history of using prior grant funds, as
evidenced by a completed and accepted Final Report.
3. The organization must fia�e non-profit status as defined in Section 501(c)(3)or(c)(6) ofthe Internal
Revenue Code (no exceptions made).
4. The organization must give evidence that it has pursued other sources of financial support, and that it
has examined and weighed the financial ability of the target population to support its program or
event.
5, The organi�ation must extend its program to the general public and may not exclude anyone by
reason of race, religion, sex, national origin, sexual orientation, age, physical, mental or economic
status.
6. The applicant organization must camply with the final report evaluation process as requested by the
Promotional Coordinating Committee.
B. GRANT CRITERIA cer GLiIDELiNFS
1. Priority will be given to events that take place in the City of San Luis Obispo or events of special
benefit to the City of San Luis Obispo.
2. An organization may only apply for one grant per year. An organization may not submit multiple
grant applications for separate events.
3. Grant requests must meet one or both purposes below:
■ Of tourism promotion advantage to the City of San Luis Obispo and/or;
■ Of cultural, social, and/or recreational benefit to the residents of the City of San Luis Obispo.
4. Events and programs must take place during the City's fiscal year July 1 through June 30. Priority
will be given to events that take place in "non-peak" tourism months (October through March) and
bring people to San Luis Obispo.
4. Priority will be given to requests pertaining to marketing and promotional efforts for the event in
order to drive visitors and tourists to the City of San Luis Obispo.

5. Additional consideration will be given to organizations celebrating an anniversary or grand opening.
6. Additional consideration will be given to organizations requesting"seed money"for new events or to
enter new promotional markets outside of San Luis Obispo.
7. Amount of other City support requested and co-op opportunities that are actively pursued will be
considered.
8. Demonstrated financial need is considered, although events with potential promotional benefit to the
City of San Luis Obispo will be given higher consideration.
9. Past grant performance of the organization is considered. Please note that integration of the City's
logo and the City's support of the event are imperative in order to receive grant funding for a
consecutive year.
10. Grants are not given for the following expenses:
a. Office overhead or staff
b. Equipment
c. Rental of space
d. Scholarships/Honoraria
e. General website maintenance and hosting
f. General email systems or base subscriptions
g. Prize giveaways and other event giveaways(ex.t-shirts)
h. Production expenses(ex. catering, rentals,talent expenses)
The following tiered structure will be guidelines to establish the grant amount: .
First Tier: Up to$3,000
Organization of local reach with a cultural, social, and recreational benefit to the residents of San Luis
Obispo. The organization agrees to place the City's logo on all its marketing material and its website.
Second Tier: $3,001 to$7,500
Organizations that reach countywide and bring patrons to San Luis Obispo. The events have a distinct benefit
to the City's residents, but also drive traffic from around the county to the City for the event. The
organization agrees to incorporate the City's logo on marketing material and its website. In addition, the
organization will include City of San Luis Obispo visitors and tourism information in its mailings and
marketing outreach.
Third Tier: $7,501 to $12,000
The organization effectively brings patrons from outside the county to San Luis Obispo and has the means to
drive tourism to the City. In addition to the integration of the City's logo on marketing material and its
website, the organization will include City of San Luis Obispo visitors and tourism information in its
mailings and marketing outreach and allow physical presence of City Tourism at the event. The organization
is encouraged to submit a proposal to that effect.

Deep Ecology Collaboratory,the Salinas River Symposium,the Carrizo Colloquium, EmpowerSLO
activism training,the Extreme Green Car Show,the SLO Down Cancer Concert and the Critical
Conversation Series. We began the Dreaming the Salinas Initiative in 2011 that is working toward
establishing a watershed management plan for the Salinas River. Beginning in 2013 as part of its
Incubating Activism program, Ecologistics began providing fiscal sponsorship support to organizations
who align with our corporate purpose.
R.A.C.E. Matters was approved for sponsorship in 2017. R.A.C.E. Matters' mission is to transform the
community by providing engaging and challenging anti-racist education that centers the lived
experiences of people of color--a purpose that is in direct alignment with Ecologistics' mission to
promote socially responsible and just institutions. This project will support our goals and the goals of
R.A.C.E. Matters by celebrating local Black voices, other voices of color, and inviting all City and
County community members to confront, ponder, and brainstorm around the crucial question: how do
we make SLO City and County more inclusive of and welcoming to people of color and other
under-represented groups?

Ecologistics' and R.A.C.E. Matters' websites. The City of SLO will be mentioned as a sponsor
during radio interviews, and City of San Luis Obispo visitors and tourism information will be
included in all outreach and promotional materials.

All duties, obligations, and disbursements of funds are to be governed by the provisions of the agreement
between the City and the applicant receiving funds.
• An applicant awarded funds shall enter into a contractual agreement with the City of San Luis Obispo for
stated programs for the current grant period July 1,2019 through June 30,2020.
• The payment schedule will be stated in the contractual agreement.
� The contracting agency will agree to provide reports in such form and detail as may be required by the
City and the PCC to monitor contract performance prior to payment for programs.
