SUBJECT:Draft Froom RanchSpecific Plan –Additional Clarifications Incorporated
In addition to the revisionsincorporatedinto the Draft Froom Ranch Specific Plan as
recommended by the Planning Commission on August 12, 2020 and included in the September
15, 2020 Council Agenda Report packageas Attachment F, the Draft Froom Ranch Specific Plan
has been further updated to incorporate the additional clarifications that were recommended by
staff and recommended for inclusion by the Planning Commission, including the following:
Policy 2.2.4, Specific Plan page 2-5,is updated to clarify that a “Life Plan
Community/Continuing Care Retirement Community shall be an allowed use within the
Specific Plan R-3-LP-SP land use area.”
Section 4.6 (Noise), Specific Plan page 4-13 has been clarified to accurately reflect the
findings of the noise study and Final EIR related to loading activities at the adjacent Irish
Hills Plaza shopping center, stating that the noise levels may exceed thresholds included
in the City’s Municipal Code. Mitigation to attenuate noise would be required.
Section 5.1(Circulation, Introduction), Specific Plan page 5-1has been clarified to note
thatin addition to Local Road A,a portion of Local Road B is also an interior public road.
These clarifications are incorporated into the attached pages.

Policy 2.2.1: The Froom Ranch Specific Plan includes Medium-High Density Residential (R-
3), and High Density Residential (R-4). The allocation of area in each zone is
shown in Figure 2-1.
Policy 2.2.2 Affordable housing shall be constructed within the Froom Ranch Specific
Plan Area (see additional discussion in Affordable Housing Section 2.3).

Policy 2.2.3: The zoning/land use designations included herein shall supersede the Citys
zoning ordinance that applies to similar designations found elsewhere in the
City, except where specifically referenced or where the Specific Plan is silent. In
such cases, existing City zoning standards apply.!!
Policy 2.2.4: Life Plan Community/CLife Plan Community/Continuing Care Retirement Communityontinuing Care Retirement Community shall be an shall be an
