Dear Members of the San Luis Obispo City Council;
RE: ITEM 9. A PUBLIC HEARING TO CONSIDER THE FROOM RANCH PROJECT ENTITLEMENTS, CERTIFICATION
OF THE FINAL ENVIRONMENTAL IMPACT REPORT, AND INTRODUCTION AN ORDINANCE AMENDING THE CITY’S
ZONING MAP UPON ANNEXATION OF PROPERTIES WITHIN THE FROOM RANCH SPECIFIC PLAN AREA
I strongly support the Froom Ranch Project, otherwise called Villaggio. Therefore, I am
writing to urge you to certify their final EIR, and to move forward on annexing the land
on which the project will be built. Villaggio is a very important project that will benefit
both the city and the many residents of the area who are approaching the need for a
good, three tiered retirement solution.
My husband and I are long-time county residents. We live on a small ranch on
Adelaida Rd. in Paso and farm 30 acres of commercial winegrapes, selling to the small
boutique wineries of the area. We have been active in the county, serving on several
local, non-profit boards. We have a son and 4 grandchildren who also live, work, and
study in the city. In short, we are members of your community.
We are now in our 80s and need to plan for the next chapter in our lives. This is our
home, so we very much want to live out our years here. That said, we need a 3 tier
retirement facility, and currently the nearest one is in Santa Barbara—very distant from
SLO family and friends. We are but two among hundreds of county couples currently
facing the same painful choice. And, as the population of the county grows and ages,
the need for in-county facilities will only grow, too. SLO needs this facility! We need it
now!
My husband and I are particularly interested in Villaggio because it will be the only
facility in the county that offers quality independent living along side a range of
assisted care options on the same campus, enabling couples requiring different levels
of care to stay close to one another. It will also allow individuals to transition from one
level of care to another without giving up newly made friends and habits.
Villaggio will be an asset to the city, as well. It will expand SLO’s tax base. Residents
of Villaggio will be active patrons of city retail and services without demanding much in
the way of expensive city services. Perhaps more important, residents of Villaggio are
also likely to be strong patrons of the city’s growing arts community, reliably attending
performances and supporting local music, theater, and art organizations. They will also
be a source of active volunteers for the city’s various non-profit organizations. In short,
Villaggio will make the city a richer, better place. Villaggio deserves your support.
Sincerely,
John and Elizabeth Rolph
