Dear Council Members,
I'm not go to spend a lot time going through all the issues with project because honestly I don't think any of you are going
to evaluate the project seriously. This project in it's current form, which I'm pretty sure you will approve, will be final nail in
the proverbial coffin toward gridlock in the Laguna Lake area.
One issue I'd like you to look at, which I have doubts that you'll do anyway, is the current road network. The project is
pretty much dumping all the traffic onto Los Osos Valley road. Given the plan at one time was the South bound highway
101 On and Off ramps would be accessed via Calle Joaquin, the road network should be re-evaluated to provide access
to the project site from Calle Joaquin.
Also, I hope you had time to read Allan Cooper's letter to the Planning Commission regarding the Statement of Overriding
Considerations. He does a great job at showing just how utterly ridiculous the reasoning is with regards to the logic
behind the recommended Statements of Overriding Consideration. An old planning friend of mine would say it doesn't
pass the laugh test.
Oh, and I'm guessing it's somewhere in the EIR but I couldn't find it, but how is it that an agency, in this case, the City can
eliminate a wildlife mitigation area from another project. Just wondering.
Lastly, the City is again not requiring the project provide required developed parks.
One last thing. I promise. It's not true that you cannot make changes to the project to lessen the significant impacts
because then the project goals would not be met. That's not what CEQA says. (b) Purpose. Because an EIR must
identify ways to mitigate or avoid the significant effects that a project may have on the environment
(Public Resources Code Section 21002.1), the discussion of alternatives shall focus on alternatives to
the project or its location which are capable of avoiding or substantially lessening any significant
effects of the project, even if these alternatives would impede to some degree the attainment of the
project objectives, or would be more costly.
