ADMONITION:
1. The fact that a police officer is showing you a group of photographs should not
influence your judgment in any way.
2. The person who committed the crime may or may not be in the group of
photographs. It is as important to exclude innocent persons as it is to identify a
perpetrator.
3. You are not obligated to identify anyone in the group of photographs.
4. Study each photo carefully before making any comments.
5. An identification or failure to make an identification will not end the investigation .
6. Consider that photographs could be old or new, that hairstyles change, and that
people can alter their appearance by coloring, growing and/or shaving head and
facial hair.

incident as possible, the eyewitness shall provide the description of the perpetrator

2. The investigator conducting the identification procedure shall use blind
administration or blinded administration.
3. The officer SHALL state in writing the reason that the presentation of the lineup

4. All eyewitnesses SHALL be separated when viewing an identifi cation procedure.
5. If the eyewitness identifies a person, he or she believes to be the perpetrator, the

the eyewitness says.
b) The officer SHALL not validate or invalidate the eyewitness’ identification.
6. Audio and video of the identification procedures SHALL be recorded. Practicality
will be considered on a case-by-case basis. When not feasible to make a recording
with both audio and video, audio recording may be used. State in writing why video
was not feasible.

the administrator of the procedure may know who the suspect is, but does not know
where the suspect, or his or her photo has been placed within a folder.
