MONDAY, JANUARY 26, 2009
Corporation Yard Conference Room
25 Prado Road, San Luis Obispo
MEMBERS PRESENT: Sara Young, Ellen Dollar, Allen Root, Craig Kincaid
and Ben Parker
STAFF PRESENT: Keith Pellemeier and Ron Combs
PUBLIC COMMENT
Greg Saenz, PG&E representative, discussed hazardous tree maintenance and new
planting location guidelines for power lines access.
Rob Olson, 855 Capitolio, felt the E-8 guidelines should allow residents right outside of
city limits, (e.g. Country Club and airport areas) to participate in city advisory
committees if they worked, owned a business, and/or paid taxes in the city.
MINUTES: Approval of Minutes of November 24, 2008
Ms. Dollar moved to approve the minutes as submitted.
Mr. Parker seconded the motion.
The motion passed unanimously.
TREE REMOVAL APPLICATIONS
- 71 Zaca Lane
Rob Olson discussed the removal request, seeking permission to thin the trees to improve
health and appearance. He discussed a replacement planting plan.
Mr. Combs noted that all changes to development landscape plans required review and
that he agreed with the removal request.
Mr. Parker moved to approve the removal request, based on promoting good
arboricultural practice, and required three 15-gallon trees to be chosen from the Master
Street Tree list and planted within 45 days of issuance of permit.
Mr. Root seconded the motion.
The motion passed unanimously.
- 2801 Johnson
There was no applicant or representative present. The Committee agreed to not hear the
item and stated that the applicant could re-apply, if desired.
- 2980 Rockview Place
There was no applicant or representative present. The Committee agreed to not hear the
item and stated that the applicant could re-apply, if desired.
NEW BUSINESS
Mr. Pellemeier and the Committee discussed the following items:
1. Report from Advisory Body member Allen Root on the Advisory Body Quarterly
Meeting
2. Advisory Body bylaws action re ARTICLE 2. COMMITTEE MEMBERSHIP
The Committee directed staff to research the viability of allowing outer-lying
residents to be committee members if they worked, owned a business, and/or paid
taxes in the city.
3. Foregoing Advertising Tree Committee meetings in the Tribune
The Committee agreed to save the money and stop the advertising.
4. Revised Action Minutes Guidelines
5. Update on Tree Appeals to City Council on January 20, 2009,
6. Advisory Body handbooks and Council Policy & Procedures
7. Advisory Body Recognition Bar-B-Que Details
Ms. Young felt that providing food for members at meetings and/or functions should
cease in order to save money. She also suggested making the basis of Quarterly Advisory
Body Meetings semi-annual.
8. Our City Council Staff to Tree Committee is Chair Andrew Carter and Council
Member John Ashbaugh.
9. Arbor Day-schedule art judging week of April 6th.
ON-GOING BUSINESS
Ms. Dollar discussed the Heritage Tree program and outlined specific suggested Cal-
Trans tree specimen listings for Committee review.
Staff agreed to put this item on the next meeting agenda for further Committee
discussion.
ARBORIST REPORT
Mr. Combs made a brief recap report of activities.
LIASON REPORT
Mr. Pellemeier and Committee discussed the following items:
1. RFP Tree Inventory Grant
2. SLO Arbor Day award nomination by WCISA
3. Update on Tree Ordinance
4. Illegal removals on Buena Vista
5. Update on Tree Removal if applicant does not show
6. Disc Golf Course Damage Update
7. Attended ARC meeting on December 15, 2008 update
8. Replacement “Flossie” at Mission Plaza
9. 2008 Advisory Body Accomplishments
10. New Committee member recruitment
11. Pavement Management Project in Area 2
The meeting adjourned at 6:30 p.m. to next regular meeting scheduled for Monday,
February 23, 2009, at 5:00 p.m. in the Corporation Yard Conference Room, 25 Prado
Road.
