HomeMy WebLinkAbout06-27-2005 TC MinutesCITY OF SAN LUIS OBISPO TREE COMMITTEE MEETING MONDAY, JUNE 27, 2005 MEMBERS PRESENT: Jim Lopes, Don Dollar, Linda Hauss, Ben Parker, and Sara Young STAFF PRESENT:Daren Kersey, Lisa Woske, Todd Beights PUBLIC COMMENTS: There were no public comments. 1. APPROVAL OF MINUTES OF MAY 23, 2005 The minutes were approved as submitted. 2.TREE REMOVAL REQUESTS 670 HIGUERA, #A (Floss silk tree) Mr. Lopes noted that the tree was actually on city property and that the city needed to be the entity to submit a removal request. The item was referred back to city staff. 1190 BUCHON (Soapbox tree) Michael Gunther, applicant, discussed the desire to restore the property and stated the tree was located in the back of the property in an alleyway. He discussed the illegal apartments and stated he wanted to return the historical site property to R-2 status and upgrade the apartments to legal parameters. He stated that such conversion required off-street parking and that the tree was in the way of that access. He did not feel the tree was a skyline tree and agreed to replace it with three native trees to improve the area along Toro St. Mr. Kersey stated the tree was in good health and agreed that there would not be room to improve the property as discussed while retaining the tree. Mr. Dollar noted it was a good, mature specimen. Ms. Young stated she favored the removal as requested and the replacement planting of native species along Toro St. Ms. Hauss felt the replacement planting would improve the treescape in the area and that the city requirements for parking created a hardship on the property owner. Ms. Hauss moved to approve the removal request, based on undue hardship to the property owner, and required three 15-gallon trees to be chosen from the Master Street Tree list and planted within 45 days of issuance of permit. Ms. Young seconded the motion. The motion passed unanimously. 3.NEW BUSINESS Mr. Beights noted that Sharon Kamm has appealed the removal denial for her property on Dana St. The Committee also discussed instituting an appeal fee for Tree Committee decisions. Mr. Beights discussed the Advisory Body training workshop held on June 22. Ms. Young stated she did not find the training particularly helpful or well presented. 4.OLD BUSINESS There was no business to discuss. 5.ON-GOING BUSINESS There was no business to discuss at this time. The meeting adjourned at 6:15 p.m. to a special meeting at 5 p.m. on Wednesday, July 13, 2005 to discuss Street Trees in the downtown corridorand on the Master Street Tree lists, with a goal to create a preliminary list of species for public review and input.
