TREE COMMITTEE MEETING
MONDAY, DECEMBER 16, 2002
MEMBERS PRESENT: Laura Rice, Linda Hauss, Teresa Larson, and Steve
Caminiti
STAFF PRESENT: Ron Combs, Lisa Woske, Jay Walter
1. TREE REMOVAL REQUESTS
■ 2389 HELENA (3 Modesto ash)
The applicant discussed the removal request and stated the trees have been in decline for
thirteen years and were misshapen, diseased, and continually dripped sap on cars. She
submitted a landscaping replanting plan.
Mr. Combs noted the trees had been sprayed for aphids and ants several times annually.
He reported there was minor vertical displacement and subsequent repairs due to root
damage.
Mr. Caminiti stated he favored the removal, as these were problem trees for the area.
Ms. Larson and Ms. Rice agreed.
Mr. Caminiti moved to approve the removal request, based on promoting good
arboricultural practice, and requiring three 15-gallon (minimum) replacement trees to be
chosen from the Master Street Tree list and planted within 45 days of issuance of permit.
Ms. Rice seconded the motion.
The motion passed unanimously.
■ 1537 BEACH (2 pines)
The applicant discussed the removal request, stating that the house was very small and the
trees were too large for the property. She stated that nothing else would grow around the
trees, there was extensive needle littering which presented a hazard, and that the sewer
line had been replaced due to root damage. She discussed re -landscaping the area.
Mr. Combs stated that the trees were healthy and would get larger. He noted the roots
were invasive and buckling the sidewalk and driveway.
0 Ms. Rice felt the trees were causing damage and were the wrong choice for the location.
Ms. Larson agreed.
Mr. Caminiti felt only one of the trees was causing the evident driveway damage at this
time and he favored staggering the removal and replacement process, as it would be too
denuding to remove both at once.
Ms. Larson moved to approve the removal request for both trees, based on promoting
good arboricultural practice and undue hardship, requiring two 15-gallon (minimum)
replacement trees to be chosen from the Master Street Tree list and planted within 45
days of issuance of permit.
Ms. Rice seconded the motion.
The motion passed, with Mr. Caminiti voting against.
■ 3330 & 3360 BROAD (3 eucalyptus)
The applicant discussed the removal request and stated that the three trees were diseased
and that another tree by the street appeared to be dead. He discussed the proposed
construction plan that would be started within a year and stated that the trees would
conflict with the project. He requested that the messy, unsightly eucalyptus trees be
approved for removal at this time.
Mr. Combs agreed that the 14" tree by the street was dead and should be removed. He
reported that the three eucalyptus trees had insect infestation and were in failing health.
The Committee agreed that the trees were in poor health.
Mr. Caminiti moved to approve the removal request for the three eucalyptus trees and the
dead 14" tree, based on promoting good arboricultural practice.
Ms. Larson seconded the motion.
The motion passed unanimously.
■ 1954 OCEANAIRE (Liquid amber)
The Committee discussed the removal request.
Ms. Hauss moved to approve the removal request, based on promoting good
arboricultural practice.
Mr. Caminiti seconded the motion.
The motion passed unanimously.
■ 153 STENNER (2 palms)
Mr. Combs stated the trees were in good health and that PG&E had approached the owner
to have the trees removed because they were too close to the utility wires. Mr. Combs did
not feel the trees posed a power line problem.
The Committee agreed with Mr. Combs' comments.
Ms. Larson was concerned that staff had not spoken directly with the applicant, verifying
that the applicant understood that just because PG&E requested the removals, they were
not necessarily required.
Mr. Caminiti moved to deny the removal request, as he could not make the necessary
findings.
Ms. Rice seconded the motion.
The motion passed unanimously.
2. NEW TREE REMOVAL REQUEST APPLICATION FORM
The Committee discussed the submitted revisions. They added the following revisions:
■ The owner's name/phone/address should be the first listing
■ The applicant's name/phone/address should be the second listing
■ Include a statement that indicates the application will move forward for review only if
the entire application is filled out and signed accordingly
■ Revise the form to require a "sketch/map" of property removal request
3. OCEANAIRE REPLANTING PROGRAM
Mr. Walter reported that the survey letter went out to Oceanaire residents to gain input on
whether respective owners preferred to simply have the tree removed or requested a
replacement tree.
He also reported that the curb/gutter work in the area was progressing well.
The meeting adjourned at 5:45 p.m. to the next regular meeting of January 27, 2003 at 5
p.m.
