I have received your additional information and will be investigating and responding to your allegations of violations of law regarding disabled parking in Downtown San Luis Obispo. As noted below your concerns focused predominately the areas of Higuera, Broad and Garden streets and inadequacy of designated disabled parking. I will also be reviewing your concerns about the City's use of Orange Bags to designate temporary parking for the purposes of pick up and curbside delivery in response to the COVID 19 Pandemic and in an effort to allow customers to safely obtain food and goods in the Downtown. As we investigate this matter staff may reach out to you to coordinate a conversation on this complaint to further understand your accessibility issues. Please be advised that statements you have made below about a City staff member are being handled as a separate complaint. As the city has also put up Orange bagged Meters saying ONLY 15 minute parking this too is illegal and discriminatory, yesterday " Douglas" a former code parking enforcement person now a repair man for the meters made some Serious discrimination and Slanderous comments saying " The Drunks" have no rights to park here ? witnessed by several workers at two local businesses that themselves do NOT want any Orange bags as it has in fact "Hurt" their businesses. As one who is a Disabled US Army Veteran with Government issued DV plates I have every legal right to park and several of us Veteran at our monthly meeting at BlackSheep were told NOT to park more than 15 minutes. This is in fact illegal and against the CVC, Federal Statues, Government code and is discriminatory, and a violations of US civil rights and the ADA regulations. We have spoken to several business owners and they too are not at all happy with the recent "Orange Bags" as it has hurt their businesses sales. The few disabled spots do not comply with any of the statues or laws on file. For Disabled Persons, Veterans to be told they CAN NOT park in any orange or other bagged meters, I dispute this and have filed a formal complaint with the US DOJ, ADA and City of SLO as you are currently in Violations of several statutes and Laws. The VERY few and hidden Disabled spots are far and few, causing people who are disabled to travel long distances to go to shop, eat etc., A claim against the city OF SLO WAS FILED TODAY at City Hall even though they are " Closed" it was faxed as well, according to CHP, DMV and the US ADA and DOJ SLO City in NOT in compliance with current ADA regulations, so this will no doubt be litigated in Court as I await the Cities Denial of my claim with Carl Warren & Co., we can proceed to court as soon as you deny my claim and suit is filed. As members of the City Parking have said NO ONE even Disabled Veterans, POW's and DP person can park more than 15 Minutes. That is illegal and I challenge this on going discriminatory action and threats. As one of your city employees told several members who work downtown that i was "Doug" and a drunk ? well that is not only slander buy I'm NOT Doug who is a friend on mine and owns Sanctuary Cigar shop, i fine this very offense and slanderous. I until this day would spend over $4,000.00 every month in downtown SLO at places like BlackSheep, Novo's, Louisa's , Avanti's, Gissueppes and more just ask the owners i know them well. My spending has ceased as of today at ALL businesses and the owners now know it. AS WELL AS MY FOUNDATIONS SUPPORT TO THE MOOR CLINIC, SALVATION Army AND OTHERS IS GONE... As many of my own family members came to visit me for Father's Day they were shocked at such a dirty, filthily town, board up businesses, and rude people on the streets, when I retired here 20 Years ago and invested Millions in SLO County, i have as of last Sept-19 divested and now only have a few properties in the County and Plan on selling them by years end and buying back in Santa Barbara and Monterey Counties Please Deny my claim soon so we can file suit and get a trial date set in US District Court . I take racism, discrimination, civil rights serious and will NOT Tolerate it any more. It is one of my responsibilities to coordinate responses on this topic. The City takes these matters very seriously and we want to provide a thorough and accurate investigation and response to accessibility claims. So that I can properly investigate your allegations could you please provide me with specific examples of where the City's Parking has limited your access and not been compliant with ADA rules. It is always helpful for us to understand completely these concerns so that we may properly address them. I look forward to your examples and to being able to conduct and investigation and reach conclusions as quickly as possible.
