SUBJECT:Item #11: Fourth Quarter Budget Review (Funding for Childcare Amendments)
The Community Development Department is currently working with an applicant (Trust
Automation) to allow for a childcare center in the Airport Area. Changes proposed to the Airport
Land Use Plan and new information about noise and safety in the Airport Areamake it possible to
allow childcare centers in additional locations of the City. However, there are restrictions in the
City’s Airport Area Specific Plan and Margarita Area Specific Plan that limit childcarecentersto
14 childrenof on-site employees.
In 2018, the City updated its Zoning Regulations to allow childcare centers in all zones. However,
this amendment did not apply to the Margarita Area or Airport Area because the scope of the
Zoning Regulations update did not include any areas within the Airport Land Use Plan “areaof
influence”due to a variety of factors. Given the great need for childcare in the community
(identified as partof our Major City Goal efforts)and the fact that the need for childcarehas been
exacerbated by the Covid-19 pandemic, City staff is recommending that the City takethe lead on
theeffortto amend our localspecificplans to provide the maximum flexibility possible for locating
childcare centersin theCity.
As a result, the City Manager has approved theallocation of$20,000from unassigned FY 2018-

to fund the necessary work to accomplish the needed specific plan amendments
to the Airport Area and Margarita Area Specific Plans.The overall work includes an Initial Study
of Environmental Impact, outreach with specific plan landowners, an Airport Land Use
Commission public hearing, a Planning Commission public hearing, and final approval by the City
Council.
The recommendation is based on the needed scope of land use changesto expand childcare
opportunities and the public benefits realized to the entire community.
