Tree Committee’s Role 10 ◼Review the project and provide a recommendation to the Planning Commission regarding consistency with the policies and standards set forth in San Luis Obispo Municipal Code (SLOMC) §12.24 (Tree Regulations). Project Site and Location –Orcutt Area SP 11 Project Site and Location 12 ◼Project site is 10.34 acres adjacent to Bullock Lane ◼Within the 231-acre Orcutt Area Specific Plan ◼Site currently supports two vacant homes, a barn, accessory structures, and 56 trees Project Description 13 ◼Project site is 10.34 acres within the 231-acre Orcutt Area Specific Plan ◼Vesting Tentative Tract Map (VTTM 3136) and development of 192 dwelling units on 10.34 acres ◼Includes 8 “live-work” units with commercial office space ◼Extension of necessary infrastructure and roadways ◼Removal of 56 existing trees and replanting of 342 trees Tree Removal 14 ◼Project would remove all 56 existing trees onsite ◼Existing trees include: ◼mostly ornamentals and introduced non-native or invasive species (1.5 to 21.3 DBH) ◼29 trees are less than 5” DBH ◼2 are native coast live oaks (8” and 13” DBH) in good health ◼19 trees are either in poor health or dead (2) ◼Tree removal necessary because: ◼10 are located in the ROW of the Bullock Lane extension ◼The remaining 46 would not survive necessary site work, including grading and development Tree Removal in Bullock Lane ROW 15 16 VTTM 3136 –Tree Survey 17 VTTM 3136 –Tree Survey details 18 Tree Replanting 19 ◼342 trees to be planted as part of the project; these include: ◼17 natives (California sycamore; 48” box) ◼286 other trees –variety of species (24-36” box) ◼11 street trees (per City requirements) ◼28 palms Preliminary Landscaping Plan 20 Consistency with Tree Regulations 21 ◼SLOMC Section 12.24.090 subsection G provides criteria for construction-related tree removal recommendations. Key Criteria: ◼Tree Size ◼Location of Tree on Private Property ◼Tree Species ◼Forestry Best Practice ◼Public ROW Obstruction ◼Compensatory Planting Compliance ◼Heritage Trees Consistency with Tree Regulations 22 ◼Tree Size. Most existing trees are less than 5” DBH ◼Location of Tree on Private Property. All on private property ◼Tree Species. Mostly non-native; only 2 native trees to be removed ◼Forestry Best Practice. Several dead trees or trees in poor health to be removed; replantings would improve overall health ◼Public ROW Obstruction. Would remove trees obstructing future ROW; 11 new street trees to be planted ◼Compensatory Planting Compliance. See next slide ◼Heritage Trees. No heritage trees Consistency with Tree Regulations 23 ◼Compensatory Planting Compliance ◼1:1 replanting is required ◼Discounting the 28 palm trees, 314 trees will replace the 56 trees to be removed ◼This is a ratio of 5.6:1 ◼Consistent with Tree Regulations Recommendation 24 ◼Recommend to the Planning Commission that it find the proposed tree removal and replanting plan consistent with the City’s Tree Regulations.
