Dear Michael, Greg, Robert and Rachel -
Would you kindly forward the two letters attached below to
the City Council? These letters pertain to their November
17, 2020 review of Consent Agenda Item #11 "Authorize a
Temporary Extension Of The Open Space Evening Hours of
Use Pilot Program" and Public Hearing Item #16 "Review
of the Sixth Cycle Housing Element Update and Negative
Declaration of Environmental Review". We would also like
these letters included in the City's correspondence file.

Honorable Mayor and Council Members -
As you may recall you stirred up considerable public interest and concern when this Open
Space Evening Hours Of Use Pilot Program was last discussed. For the sake of transparency, I
am asking you to pull this consent item for further discussion. I am suggesting that your
discussion focus on the following apparent omission.
Over the past two years, four wildlife game cameras were installed on Cerro San Luis and field
surveys were conducted to determine if there were any notable changes in wildlife activity and
behavior. However no such summary of these findings appears in the Council’s staff report.
Before you extend this Pilot Program through to March 14, 2021, you should direct staff to first
provide you with the additional information and analysis Terra Verde Environmental has so far
accumulated when they were monitoring and tracking nocturnal wildlife species. If there is
evidence that there have been significant negative impacts on our wildlife as a result of night
time hiking and biking, then you would be well advised to terminate this program.
