Dear SLO City Council:
Extending by an additional year the two year "pilot program" allowing people to bike and hike in open
space at night is not a "minor" change to the Negative Declaration, as claimed in the staff report. It is
a major change. Increasing the time span of the program by one third merits a full environmental
assessment under CEQA. Council and the public were promised an objective, factual evaluation of
the impact on wildlife before considering extending the program further. Also, burdening our rangers
with this additional night time duty during the COVID emergency is unwise. This very controversial
item should not be on the Consent agenda, but should be pulled and rescheduled for a full and fair
public hearing as a regular agenda item. I urge you to do the right thing.
