The Open Space Evening Hours Of Use Pilot Program
Dear Honorable Mayor Harmon and Council Members -
In the past, there was a considerable amount of public interest and concern when this
“Open Space Evening Hours of Use Pilot Program” was last discussed and then
implemented on a trial basis.
It is my request that Consent Item #11 to “Authorize A Temporary Extension of the
Open Space Evening Hours of Use Pilot Program” be pulled from the Consent
Agenda. More analysis of the available data is needed. There should also be an
opportunity for public input.
I could not find information about notable changes in wildlife activity and behavior that
should have been available from the four wildlife game cameras in the Council report.
Before you extend this Pilot Program through to March 14, 2021, evidence of
significant negative impacts on our wildlife as a result of nighttime hiking and biking,
should be examined. Reports on impacts to public safety should also be highlighted.
Additionally, it was my understanding that a select group of mountains was acceptable
for night hiking. There are often visible groups of night hikers on Bishop Peak near my
home. That particular trail is precarious in places during the day and I do not think that
it should be open for hiking at night.
Please put this matter on a future agenda for discussion.
If and when this program is extended, additional signage should be in place so that
locals and tourists are aware of what can be ascended and when. People should also
know who to call in the event that violations are taking place.
