From: Helene Finger < > Sent: Saturday, November 28, 2020 9:37 AM To: Advisory Bodies Subject: ATC Communication Attachments: Existing Network s.pdf I was drawn to look closely at the ATP because it didn't make sense that the Bob Jones Trail Octagon Barn Connection project was not a Tier 1 project, since as stated in this ATP's Initial Study,this Bob Jones Trail project is one of two "already approved projects and have adopted environmental documents with corresponding impacts and required mitigation measures. These projects are approved,but have not yet been constructed,which is why they are included in the ATP." After spending hours reviewing the ATP, I conclude that this approved Bob Jones Trail project aligns perfectly with the goals listed in the plan. It addresses safety issues,closes a gap in a regional low stress transportation corridor, and will result in a transformational mode shift for residents and visitors and the Bob Jones Trail Octagon Barn Connection project should be included in the Tier 1 project list. While connecting the Bob Jones Trail is a top priority for me and many in the community, I am compelled to also write about my study of the ATP that showed me that the bike plan is based on faulty design principles and does not align with ATP goals. The goals of our Active Transportation Plan are to create a safe and enjoyable active transportation network to enable biking and walking to work, school and recreation for all interested people. To accomplish this,the current draft Active Transportation Plan must be signi�cantly revised to utilize the e�sting amazing trails in SLO and prioritize creating the few connections needed to complete the network. San Luis Obispo has made considerable progress on our low stress active transportation network so that now only one or two connections are missing from any of our transportation corridors. Many before us have done the hard work to put SLO in the enviable position of having almost our whole city connected with low stress bike paths and greenways -a main reason that SLO is a nationally recognized top City for Bikes. As a registered Civil Engineer, I approached a conceptual design of SLO's transportation network by looking at where people live and the key destinations they visit, and then identified transportation corridors in the city. Then looking at existing bicycle facilities shown in Figure 3 of the ATP (see attached back-of-the-envelope markup where green highlights are existing bike paths and circles are the gaps), I looked at each transportation corridor to determine the need for additional biking facilities. The following list of eight projects (excluding those under construction such as Anholm Neighborhood Greenway) is all that is needed to connect SLO's existing active transportation network. Existing Transportation Corridors 1. Bob Jones Trail from Avila Beach to downtown a. Octagon Barn connection b. Prado Rd to Bridge St. 2. Railroad Trail from City limit to downtown a. Tank Farm Rd crossing i b. Bullock Lane 3. Meadow Park to downtown a. Lawton St to Morro Bike Boulevard 4. Laguna Lake to downtown a. Golden Gong to Bridge St. 5. Railroad Trail from Cal Poly to downtown and SLO HS a. Pepper St.to Morro Bike Boulevard b. Train station to SLO high school All eight of these projects would be ideal candidates for Safe Routes to School and Active Transportation Program funding since they align perfectly with the grant criteria and would fall into the small project category due to being low cost. Most have simple solutions, like the city adopted Bob Jones Trail Octagon Barn Connection project which has extensive community engagement/support in addition to an already adopted mitigated negative declaration. Shared use paths that connect new/future developments to our existing bike network should also be included in this ATP. New/Future Development Transportation Corridors 1. It is more important to create a long-term plan based on sound engineering and solid community engagement/support than to rush to meet an arbitrary schedule. Once the bike corridor analysis incorporating our e�sting bikeways is complete the ATP should be revised to prioritize gap closures/elimination of barriers that will connect(often with quick builds) our low stress bikeways rather than putting bikes on roads with heavy traffic.
