TOURISM BUSINESS IMPROVEMENT DISTRICT BOARD
Wednesday, July 8, 2020
10:00 a.m. REGULAR MEETING Teleconference
Based on the threat of COVID-19 as reflected in the Proclamations of Emergency issued by both the
Governor of the State of California, the San Luis Obispo County Emergency Services Director and the
City Council of the City of San Luis Obispo as well as the Governor’s Executive Order N-29-20 issued
on March 17, 2020, relating to the convening of public meetings in response to the COVID -19
pandemic, the City of San Luis Obispo will be holding all public meetings via teleconference.
There will be no physical location for the Public to view the meeting. Below are instructions on
how to view the meeting remotely and how to leave public comment.
Additionally, members of the Tourism Business Improvement District (TBID) Board are allowed to
attend the meeting via teleconference and to participate in the meeting to the same extent as if they
were present.
Using the most rapid means of communication available at this time, members of the public are
encouraged to participate in TBID meetings in the following ways:

to 3 minutes. All voicemails will be forwarded to the TBID members and saved as Agenda
Correspondence.

PRESENTATION ITEMS
1. Cal Poly Athletics End of Year Presentation 10 mins
The Board will receive a presentation with the 2019-20 end of year partnership results from Heather
Hellman of Cal Poly Athletics.
2. SLO Chamber of Commerce End of Year Presentation 20 mins
Representatives from the San Luis Obispo Chamber of Commerce will present the end of year highlights
and data for the 2019-20 Guest Services and Public Relations contracted work.
3. Marketing Report End of Year Presentation 20 mins
Representatives from AMF Media Group and Matchfire will present the end of year highlights and data for
the 2019-20 marketing agency contracted work.
BUSINESS ITEMS
1. #SLOready Campaign 25 mins
Noble Studios will present updated timelines, messaging, and creative production for the #SLOready
campaign to the Board for review and discussion. Marketing committee members will review their
recommendation for collaboration with the PCC for the campaign.
2. Equity, Diversity & Inclusion Discussion 20 mins
The Board will discuss the TBID’s role and goals to incorporate equity, diversity and inclusion throughout
all messaging and programs.

3. Money for a Rainy Day Program Raincheck Allocations 10 mins
The TBID Board will review the maximum budget allocations required to fulfill the potential 144 entries
that were offered a Raincheck.

BUSINESS ITEMS
1. New Agency Onboarding Plan
Representatives from Noble Studios + DCI presented their high-level plans for June and July 2020 and their
proposed fiscal year budget breakdown as the marketing services agency. As part of the agency’s plan and
to assist in recovery efforts, they reintroduced a new campaign called SLO Ready for board members to
consider. Noble Studios recommended that a budget of up to $10,000 be allocated to travel and evergreen
photo and video creation for the campaign. The TBID Board provided feedback on the campaign concept
and expressed overall interest in moving forward with the plans and campaign presented.

ACTION: MOTION BY COMMITTEE MEMBER SKIDMORE SECONDED BY COMMITTEE
MEMBER PEARCE, CARRIED 5-0, to approve the presented timeline, program budget breakout as
presented and to move forward with the presented SLO Ready campaign concept, but to further discuss and
take action on the campaign’s content creation budget request of up to $10,000 separately and under the
agenda’s business item 3.
2. 2020-21 Annual Contract Services
The Board received a presentation for the San Luis Obispo Chamber of Commerce’s Guest Services and
Public Relations annual contracted services from Dusty Colyer-Worth and Jacqui Clark-Charlesworth of
the San Luis Obispo Chamber of Commerce. The Public Relations Services and Media Monitoring
Services were proposed to be jointly funded by the TBID and PCC. It was recommended that these two
services are to be split with TBID funding 50% and PCC funding 50% of the 2020-21 contract.
Board members had no requests or comments on the presented services and wish to move forward with
both services as presented for the San Luis Obispo TBID.

MEMBER PATEL-MUELLER, CARRIED 3-0-2 (HARRIS AND PEARCE RECUSED DUE TO
CONFLICT OF INTEREST), to approve and recommend to City Council contracting the San Luis Obispo
Chamber of Commerce’s Guest Services and Public Relations Services for the 2020-21 scope of work as
presented.
3. 2020-21 TBID Program Budget
Tourism Manager Cano presented the updated 2020-21 FY budget projections and the TBID expenditure
categories that were discussed and developed by the Management Committee. Due to the budget being
based off revenue assumptions, the Board continues to believe in having a larger contingency fund to pull
from on an as needed basis.
Board discussion reviewed the Smith Travel Report (STR) line item and the reason our SLO TBID
subscribes to this data in addition to Visit SLO CAL. Additionally, Board members decided to move
forward with Noble Studio’s presented campaign’s creative and production budget recommendation of up

to $10,000 but to pull this from the COVID-19 Recovery Response line item within the proposed program
budget.

MEMBER SKIDMORE, CARRIED 5-0, to approve that all line items within the presented 2020-21 TBID
Program Budget except for the San Luis Obispo Chamber of Commerce’s annual contract be recommend
to City Council for adoption.
ACTION: MOTION BY COMMITTEE MEMBER PATEL-MUELLER SECONDED BY COMMITTEE
MEMBER SKIDMORE, CARRIED 3-0-2 (HARRIS AND PEARCE RECUSED DUE TO CONFLICT
OF INTEREST), to approve and recommend to City Council the presented 2020 -21 contract services
budget proposal; San Luis Obispo Chamber of Commerce’s Guest Services for $47,500 and the joint
funding with the PCC for the Public Relations Services at $42,500 and the Media Monitoring Service at
$3,712.50 for the 2020-21 fiscal year.
TBID LIAISON REPORTS AND COMMUNICATION
1. Hotelier Update
• Member Skidmore reported on SLO TBID Hotels that he has seen reopen. Embassy Suites will not
be reopening until July 6th.
• Member Harris reported on Hampton Inn receiving a formal complaint from a guest questioned on
their reasoning for travel during the essential travel only order.
• Clarification that hotel pools will be allowed to open on June 12th if all guidance and self-
certifications are complete. Hot tubs and saunas will not be allowed to reopen.

As we continue to navigate through the global pandemic, we are starting
to experience loosened restrictions locally and across the state. On June 12,
leisure travel was re-opened across the State of California. While San Luis
Obispo launched into their Open & Safe travel strategy by welcoming visitors
to experience SLO in a safe manner, adoption of travel remains low and we are
seeing the effects of that across our digital channels. The decline in traffic that
we are seeing is in alignment with other DMOs during this time.

June. Our newsletter audience continues to be very engaged
with our content with an average 54% open rate during the
month of June. That is over double the industry standard of 20%.

SHARESLO OVERVIEW & HIGHLIGHTS
Through the first few weeks of June, content creation and social
strategy continued to follow our COVID response plan. Content
was primarily focused on community support through content
such as Shop SLO, Takeout Tuesday, Ticket Tuesday and SLO
Together. Specifically, our SLO Together campaign which was
launched late March to spread inspiration, love and support
during these uncertain times has been very successful. Mid-
June, after the re-opening of leisure travel across the state
ShareSLO took on a new content strategy to welcome back
visitors, provide safe travel tips, itinerary suggestions and insight
on what to expect when traveling in San Luis Obispo.

FY 20-21 Contract Scope of Work – Public Relations & Guest Services
Background:
During the June 2020 regular scheduled TBID Board meeting, the TBID Board took action to contract
with the SLO Chamber of Commerce in fiscal year 2020-21 for Public Relations and Guest Service
support. The TBID Management Committee reviewed the proposed work scopes for the two contracts
and provided additional components.
Public Relations:
The scope of work within this proposal includes:
In partnership with TBID Public Relations agency (DCI):
● Developing the 2020-21 editorial calendar
● Maintaining VisitSLO.com media center
● Refreshing key PR messages
● Updating target media list
● Refreshing story ideas
● Crafting proactive pitches
● Building custom itineraries and hosting travel writers on individual and FAM trips throughout
the year
● Building custom itineraries and hosting digital influencers
● Participation in and pitching of TBID coordinated special promotions (ex. Money for a Rainy Day)
● Working in coordination on the comprehensive marketing plan to increase brand awareness

impacted weeks throughout the year (i.e. Cal Poly Week of Welcome, Cal Poly Family
Weekend)
o Availability information for impacted times will provided to TBID properties in order to
help maintain guest within the city
o Tracking will be extended to TBID Homestay properties that opt in to the service
o SLO hotel contact information included in advertising on exterior facing monitor after
Visitor Center hours on weekends
o Tracking on 3-day weekend that includes the Sunday – track for Sunday
• Guest service and booking assistance for guests that call the customer service line seeking
tourist information on 1-877-SLO-TOWN
• Guest service and information assistance via the live chat widget on VisitSLO.com
• Site visits by Visitor Center staff to each hotel to build understanding of each property’s unique
offerings and their individual needs to ensure that the Visitor Center is making informed and
educated referrals
o Up to 6 activations per year
o Outreach to each property once a quarter to update and maintain a shared database for
hotel property contacts
• Site visits to TBID strategic partners (ie: SLO Coast Wine properties) to deliver TBID marketing
and promotional materials
o Up to 2 activations per year
• Assisting guests in the Visitor Center with booking a SLO city hotel room
• Up to 4 activations per year of Visitor Center on-the-road service to assist in tourism promotion
at off-site or virtual events such as: trade shows, brand activations, or at in-county TBID
sponsored events, that fall upon mutually agreed dates. Lodging expenses (if needed for off-site
event) would be covered by the city, similar to past years.
• Up to 4 activations per year of Visitor Center involvement in special promotions including:
o Utilization of the Visitor Center as a fulfillment location for guest pick-up and delivery of
promotion
o Utilization of Visitor Center staff to respond to phone and email inquiries regarding
those promotions
o Involvement of Visitor Center manager in planning strategy and execution to ensure
seamless fulfillment
Next Steps:
Based on the recommendation from the Management Committee, the TBID Board will approve the work
scopes as presented or approve with modifications including acknowledging subsequent changes or
additions made by PCC for PR as it is a shared contract.

Program Introduction
The Open, Clean & Safe Program laid out by the San Luis Obispo TBID is to support constituents by
leading and leveraging the promotion of what actions properties in SLO have taken to open their doors
for all in a clean and safe way. As a destination marketing organization, it is imperative to keep TBID
constituents informed and feeling supported while creating destination value and becoming travelers’
safest and most well positioned choice through marketing efforts. According to a recent report by
TripAdvisor, nearly nine in ten (86%) consumers say cleanliness will be very important when selecting an
accommodation after COVID-19, with the provision of hand sanitizers and sealed amenities, the
frequency with which rooms are disinfected, and the use of temperature checks for employees and
guests all now cited as top considerations. Now is the time to show support, positivity, resiliency and
that our TBID members are open, clean and safe.
Program Objective
Establish the Open, Clean & Safe Program to create a two-way trust between the San Luis Obispo
community and visitors through positive and proactive commitments and education.

• Educate Myself. I will do my research before traveling across the state,
familiarizing myself with local regulations and community concerns, which may

• Safety First. I will follow public health directives from government officials,
including physical distancing measures. I will take all necessary steps to
minimize health risks to myself and others and stay home if I’m sick.
• Preserve California. I will protect and nurture the Golden State’s pristine outdoor
spaces and cultural icons by maintaining a light footprint at every turn and
paying special attention to delicate ecosystems.
• Embrace Community. I will support local businesses and do my part to ensure
the long-term prosperity of the places I visit.
• Celebrate Culture. I will immerse myself in California’s diverse local cultures and
embrace the traditions and practices I encounter.
• Teach Others. I will lead by example and share these practices with fellow
travelers, acknowledging that we all share the responsibility to protect California.

• Simply lists four general pieces (wear face coverings, follow the 6-foot rule, stay

love with the first time.

• Create a visitor incentive that supports San Luis Obispo’s open, clean, and safe messaging.

Kimberly Pedego of Noble Studios highlighted the new agencies on boarding efforts over the month of
June and then transitioned into the #SLOReady campaign process and ideas. Molly Cano and B.C. LeDoux
spoke to using the campaign as a collaborative effort by partnering with the PCC to build a program from
the inside out and support a cooperative message across local and visitor channels. Committee members
had an open discussion on appropriate timelines, wanting to continue with the campaign as planned but in
partnership with PCC, and to include true diversity of the destination and within groups used in shots.
Recommendation: For the TBID Board to consider and adopt the SLO Ready Campaign as planned with
the adjustment of timelines and to work collaboratively with the Promotional Coordinating Committee.
2. TBID Open, Clean & Safe Program Plan
Staff presented the updated draft for the renamed Open, Ready & Safe program plan for
committee member review and feedback. Highlights of the new draft focused on content
messaging, aligning with the #SLOReady campaign, and property spotlights in the form of a blog.
Committee members provided overall positive feedback and the suggestions to increase the
number of properties spotlighted in one blog post so posts are not too prolonged.
Recommendation: For the TBID Board to consider and adopt the Open, Ready & Safe program plan as
presented and used as an evolving plan.
