Public Comment 2 Item #1 PUBLIC HEARING ITEM 1.CERTIFICATION OF NOVEMBER 3,2020 GENERAL MUNICIPAL ELECTION RESULTS ____________________________________________________________ Recommendation: 1.Adopt a Resolution declaring the results the 2020 General Municipal Election held on November 3,2020;and 2.Second Reading/Adoption of Ordinance No.1686 (2020 Series)amending Chapter 3.15 (Essential Services Transactions (Sales)and Use Tax)of the City of San Luis Obispo Municipal Code;and 3.Second Reading/Adoption of Ordinance No.1688 (2020 Series)amending Section 2.14.040 of Chapter 2.14 (Revenue Enhancement Oversight Commission)of the San Luis Obispo Municipal Code. Election Results Office of Mayor –Heidi Harmon Offices of City Council Member Andy Pease Jan Marx Measure G-20 Adoption of Ordinance No. 1686 (2020 Series) An Ordinance of the City Council and the People of the City of San Luis Obispo,California,amending existing Chapter 3.15 (Essential Services Transactions (Sales)and Use Tax)of the San Luis Obispo Municipal Code and reenacting in full Amended Chapter 3.15 (Community Services and Investment)imposing a Transactions (Sales)and Use Tax to be administered by the California Department of Tax and Fee Administration. Adoption of Ordinance No. 1688 (2020 Series) An Ordinance of the City Council of the City of San Luis Obispo, California,Amending Sections 2.14.010,2.14.020,And 2.14.040 of the San Luis Obispo Municipal Code Chapter 2.14 Revenue Enhancement Oversight Commission. Ordinance No. 1686 (2020 Series) Extends the existing general purpose retail transactions (sales)and use tax of one-half (.5)cent per dollar. Enhancing the local transactions (sales)and use tax by an additional one (1)cent per dollar,at a total rate of one and one half (1.5)cents per dollar Will remain in affect until ended by voters Ordinance No. 1688 (2020 Series) Adds language to the desired experience for residents being considered by the City Council to be appointed to the REOC. Adds a section directing the REOC to recommend long-term community service and investment priorities to the City Council every eight years. Item #3 PRESENTATION 3.RECOGNITION OF OUTGOING VICE MAYOR AARON GOMEZ _________________________________________________ Recommendation: Mayor Hamon will present Aaron Gomez with a Certification of Recognition for his service as Vice Mayor and a Proclamation for his dedicated public service and commitment to the community while on City Council. Thank you, Vice Mayor Gomez! Item #4 PRESENTATION 4.OATH OF OFFICE FOR MAYOR-ELECT AND COUNCIL MEMBER-ELECT _________________________________________________ Recommendation: City Clerk Teresa Purrington will administer the Oath of Office to the Mayor- elect,Heidi Harmon,and Council Member-elects,Andy Pease and Jan Marx. Item #5 APPOINTMENTS 5.VICE MAYOR APPOINTMENT FOR 2021 _________________________________________________ Recommendation: Appoint Council Member Erica A.Stewart as Vice Mayor to serve a one- year term commencing upon appointment. Vice Mayor Appointment for 2021 The City’s Charter requires that the Council elect one of its members to serve as Vice Mayor. The Council Policies and Procedures provides that this appointment should be made on a rotational basis ensuring that each Council Member has the opportunity to serve as Vice Mayor during their term. Staff is recommended that Council Member Stewart serve as Vice Mayor for 2021. Recommendation Appoint Council Member Erica A.Stewart to the position of Vice Mayor for the 2021 calendar year.
