PROMOTIONAL COORDINATING COMMITTEE BOARD

5:30 p.m. REGULAR MEETING Teleconference
Based on the threat of COVID-19 as reflected in the Proclamations of Emergency issued by both the Governor
of the State of California, the San Luis Obispo County Emergency Services Director and the City Council of
the City of San Luis Obispo as well as the Governor’s Executive Order N-29-20 issued on March 17, 2020,
relating to the convening of public meetings in response to the COVID-19 pandemic, the City of San Luis
Obispo will be holding all public meetings via teleconference. There will be no physical location for the
Public to view the meeting. Below are instructions on how to view the meeting remotely and how to leave
public comment.
Additionally, members of the Promotional Coordinating Committee (PCC) Board are allowed to attend the
meeting via teleconference and to participate in the meeting to the same extent as if they were present.
Using the most rapid means of communication available at this time, members of the public are
encouraged to participate in PCC meetings in the following ways:

comment can be submitted in the following ways:

be archived/distributed to the Advisory Body after the meeting. Emails will not be read aloud
during the meeting.
• Verbal Public Comment
o Received by 3:00 PM on the day of the meeting - Call (805) 781-7164; state and spell your name,
mention the agenda item number you are calling about and leave your comment (limited to 3
minutes). All voicemails will be forwarded to the PCC members and saved as Agenda
Correspondence. Voicemails will not be played during the meeting.
o During the meeting – Members of the public who wish to provide public comment can join the
webinar (instructions above). Once you have joined the meeting, please put your name and Item #
in the questions box. Your mic will be unmuted once Public Comment is called for the Item and
you will have 3 minutes to speak.

The next Regular Meeting of the Promotional Coordinating Committee is scheduled for
Wednesday, January 13, 2021 at 5:30 p.m. held remotely and via teleconference.

DISCUSSION
Background
The PCC has been offering Cultural GIA funding for decades. Local non-profit organizations utilize
the funding to provide cultural, recreational, or social activities in our community. Due to COVID-19
and the current restrictions on large group gatherings, the PCC was forced to terminate the regular
Cultural GIA application process and establish a modified program that meets the current needs of the
community. The PCC has reconfigured the GIA program to reflect the current realities and needs of
local community events, but has maintained the full allocation ($100,000 in funding and the
opportunity for up to $30,000 in promotional support services) intended to support these grants within
the program budget to support events in the community in a new way. The PCC has a total of 40 grants
at $2500 each to award during the 2020-21 fiscal year.
November Application Consideration
The PCC received applications three organizations for consideration: JCC Federation of SLO, Ecologistics,
Inc./R.A.C.E. Matters and the San Luis Obispo Museum of Art. All applications met the applicant and event
eligibility criteria and have unanimously been recommended by the committee for a grant award.

JCC-Federation of SLO: SLO Jewish Film Festival – Virtual Event; January 7-28, 2021
The SLO Jewish Film Festival by the JCC-Federation of SLO would support the promotion of the
SLO Jewish Film Festival to the community at large. This year the film festival will largely be virtual
on an online film screening platform. The organization plans to show 12-15 movies and host live
virtual workshops with community partners and recorded Q&As with filmmakers.

BELONGING 2021 includes:
1. A photographic exhibit featuring portraits of Black community members, to be accompanied by
multimedia expressions about lived experiences and belonging
2. A neighborhood art exhibit displaying works by Black artists who either live in, or have lived
in SLO City or County on yard signs in neighborhoods across SLO
3. Celebrating Black Music: local DJs, a majority of them Black and Brown, will curate playlists
that celebrate Black music, encompassing multiple genres and music from across the Black
diaspora
4. Storytelling: Rocky Ross of The ReBoot:Storytelling ReImagined, will coach photography
subjects in shaping and telling their stories, which will be expressed in multimedia video
pieces, as part of the front window exhibits
5. Belonging beyond Black History month: continued creation of social spaces for Black
Community building and connection.
Together, these activities place local Black creative expressions, and community building, at the center
of public conversations about what a truly inclusive community is and could be. The program invites
all SLO residents to participate in such conversations and in the work of envisioning and building
communities of belonging at the local level.
San Luis Obispo Museum of Art: SLOMA Mural Project – Hybrid Event; 1/9/2021
The San Luis Obispo Museum of Art will undertake an exciting new mural project, launching in early
2021. The goal of the project is to create a massive public art piece in the form of a mural covering the
exterior of the Museum of Art’s building at 1010 Broad Street. The project will bring in a Latinx artist
from outside the area and foster collaboration opportunities with the Central Coast visual arts
community. With COVID restrictions likely to continue into the foreseeable future, the project will
create a safe and accessible visual arts experience for the community and visiting tourists. Activities
will be virtual or in-person passive for the foreseeable future.
GIA Program Status
Currently of the 40 total grants to be awarded by the PCC, there have been 5 granted thus far. These 3
additional grants would allow for 32 remaining grants to support additional future events.

Background
The challenges of 2020 with COVID-19 and the need for social justice reform have shined a light on the
importance of economic recovery, public health and safety, and diversity, equity, and inclusion. All of
this against the backdrop of the continued importance on environmental sustainability and supporting
the city’s goal of carbon neutrality by 2035.
Goals
1. Economic Recovery of downtown & other business districts
• Support economic recovery and vitality of Downtown and outlying business
districts, within all current safety regulations. Economic recovery of local
business is essential to the social and financial recovery of the citizens of San Luis
Obispo. Economic recovery supports local jobs and the local economy.
2. Community Engagement + Quality of Life:
• Create programs to expand public connection to various areas of the city,
neighborhood pride.
• Support placemaking efforts by supporting Public Art and identify additional
opportunities for public art throughout the city. Any new public art projects will
be considered through the lens of diversity and inclusiveness of all the citizens of
San Luis Obispo.
• Increase opportunities to continue to emphasize the quality of life for all the
citizens and visitors to San Luis Obispo.
3. Diversity, Equity + Inclusion:
• Expand engagement and education to support and foster safe and welcoming
opportunities throughout the community.
• Continue to work with a wide-ranging group of nonprofits and community
organizations to ensure that the citizens of San Luis Obispo are exposed to
diverse opportunities to all segments of our local community.
4. Climate Action + Destination Stewardship including Connectivity & Transportation/
Sustainability / Tourism/ Open Space
• Support implementation of the City of SLO Climate Action Plan.
• Increase the efforts to make the city more pedestrian and bicycle friendly. Support
enhanced bike infrastructure and the completion of the Bob Jones Trail as energy

efficient examples to provide transportation for both residents and tourists in a small-
scale city with excellent climate. Encourage buffered, green-striped bike lanes with new
construction. Identify and research feasibility of bike share model connecting
Downtown to Cal Poly, beaches, wine country, and Monterey hotels.
• Prioritize sustainability throughout the community for businesses, residents and events.
• To promote sustainable tourism. Educating tourists about the goals of the city to
become a sustainable community. Including our efforts to recycle, expand our bicycle
safety and transportation along with our many walking paths.
5. Homelessness Support: Mental Health + Safety
• Increase the efforts to provide support to address the homeless/ transient/
mental health issues in our local population.

BUSINESS ITEMS
1. 2020-21 TBID Annual Marketing Plan
Representatives from Noble Studios presented the 2020-21 SLO TBID Annual Marketing Plan for the
Board discussion & approval as recommended by the Marketing Committee. Board members had no
edits or feedback. Staff addressed member Smith’s vote against the plan due to being unfamiliar with
the TBID budget and program.

ACTION: MOTION BY COMMITTEE MEMBER PEARCE, SECONDED BY COMMITTEE
MEMBER BYRNS, CARRIED 7-1-0, to approve the 2020-21 SLO TBID Annual Marketing Plan as
presented for the remainder of the 2020-21 fiscal year.
2. California Hotel & Lodging Association (CHLA) Membership Renewal
Staff reviewed current conversations with CHLA regarding the membership renewal which were requested
by the Management Committee. The Management Committee recommends that the TBID Board consider
renewing the membership for FY 2020-21 on a quarterly basis and to use funds from the contingency line
item within the budget. The renewal would take place in November 2020 and the membership can be
cancelled on a quarterly basis if needed. Board members discussed and provided their input on why or why
not continue the TBID’s membership.

COMMITTEE MEMBER SMITH, CARRIED 5-2-0 to renew the TBID’s CHLA membership on a

Management Committee’s budget review and recommendations.

Tourism Manager Molly Cano provided a PowerPoint presentation and responded to Committee inquiries.
