Business Operations Plan
Introduction
GOLDEN STATE REMEDIES’s (“GSR”) Cannabis Delivery Business Operations Plan
comprehensively discusses the structure of the organization with regard to its ownership, finances,
philosophy & vison, composition of the board of directors, day-to-day operational procedures of
the facility as it relates to the retail sales of cannabis products, staffing of the facility, management
functions, and duties in the chain of command from the CFO to the Shift Managers. Many parts of
this document are reprinted in other additional attachments which has led to some duplication of
information, and which was done in order to accommodate the application directions and for
completeness. In addition, GSR fully expects to be in compliance with the San Luis Obispo
Municipal Code the State of California’s cannabis laws. GSR’s attorney can provide any
supplemental information or any updates to this Business Plan to reflect the guidelines set forth in
the Emergency Regulations recently released by the Bureau of Cannabis Control.
GOLDEN STATE REMEDIES (“GSR”) is committed, from the outset, to be a positive
contribution to San Luis Obispo. GSR’s sound, well-capitalized, professional, integrated business
approach is designed to enhance the community in which its operations are conducted, and to avoid
the negative impacts associated with lesser players in the field that degrade the quality of urban
life, including:
1. Increased risk of crime, including violent armed robberies, burglaries;
2. Excessive traffic and noise;
3.Illegal, unregulated drug activity;
4. Organized crime & other gang activity, including money laundering;
5. Firearms violations;
6. The underreporting of crimes committed at cannabis establishments;
7. Diversion of cannabis to illegal and other unauthorized uses;
8. Adverse effects from over-consumption;
9. Disregard of environmental and other safety standards;
10. Contaminated medicine;
11. Offensive odors that create an attractive nuisance.
GSR avoids these pitfalls by the applying the following fundamentals to its approach:
Professionalism though an outstanding management team with impeccable
credentials;
A business model with a local focus that emphasizes local hires and local
purchases for the operations conducted in those cities;
A strong financial position, large capitalization budget and a plan for constructing
a retail sales facility located at an existing structure that is zoned for that use;

A Patient Services component focusing on a wide variety of needs and issues
faced by persons seeking medical cannabis, including a drug abuse education and
prevention curriculum;

Over-compliance with the statutory and regulatory schemes;
Coordination with existing industry leaders to develop a program for establishing
standards for dose, usage and nomenclature for each varietal of cannabis;
State of the Art Tracking and Security Systems that include a comprehensive
inventory control system, integrated and monitored Break-in and Fire Alarm
Systems and ongoing training of personnel in all aspects of medicinal cannabis
and cannabusiness operations.
Business Plan
Equity and Labor
Golden State Remedies (“GSR”) commits to equity ownership and competitive compensation in
comparison to other mainstream commercial businesses.
Union Shop and a Living Wage
GSR expects to hire many employees and, as soon as practicable, will seek to become a fully
unionized shop. GSR is currently considering entering into a Neutrality Agreement with a Local
Labor Union and has will likely agree to a CBA that is among the most generous in the industry.
GSR plans to offer good single earner Union Jobs with benefits in line with facilities that provide
consumables for human wear and consumption.
Principals Earn Less Than Median Household Income
According to the most current income statistics for California from the US Census Bureau, the
Median Household Income in 2018 was $71,228. In addition, the median household income in San
Luis Obispo County was $60,534 and the median household income for Santa Barbara County,
where Mr. Rico lives, was $77,472. According to the City of San Luis Obispo’s 2019 Affordable
Housing Standards, the median annual income for a household of one is $61,250. Mr. Rico

time, driver, this works out to about $14.00 per hour. In order to offer entry and mid-level positions

GSR’s base wages of employees exceed the minimum wage by The minimum
wage in California is currently $12.00 and is going up to $13.00 per hour in 2021 and will go up
again to $14.00 per hour in 2022. GSR’s base wages for employees hired in 2020 will be $
per hour minimum and will go up to $per hour minimum in 2021 and will go up again in
2022 to $per hour.

Deliveries to Qualified Customers
Pursuant to California State law, GSR will only deliver to customers located in counties or cities
that do not expressly prohibit delivery by ordinance. GSR will deliver to customers within the City
of San Luis Obispo only after obtaining a commercial cannabis business permit and applicable
state licensure.
The following Delivery Plan describes the processes and procedures that GSR shall follow to
ensure security during the transportation and delivery of cannabis in compliance with SLOMC and
BCC Emergency Regulations, as well as with other relevant local and state rules and transportation
laws. In accordance with BCC §5403(a), all deliveries shall occur

Armored Vehicle
Employee Requirements
In compliance with BCC §5415, an employee of GSR shall perform all cannabis product
deliveries. Delivery Drivers and anyone accompanying the Deliver Driver shall be at minimum 21
years of age and shall have a clean driving record, per BCC §5415(b). The Delivery Manager shall
maintain an accurate list of all Delivery Drivers, which shall be provided to local and state officials
upon request, per BCC §5415(f).
Delivery Routes

In compliance with BCC §5421, while delivering cannabis goods, Delivery Drivers shall travel
only from GSR’s licensed premises to the delivery address; from one delivery address to another
delivery address; or from a delivery address back to the retailer’s licensed premises. The Delivery
Driver shall not deviate from the delivery path, except for necessary rest, fuel, or vehicle repair
stops, or because road conditions make continued use of the predetermined route unsafe,
impossible, or impracticable.
Delivery Drivers shall communicate all deviations to the Quality Assurance Manager using a
hands-free headset, and the Quality Assurance Manager shall monitor the Delivery Driver’s route
using GPS tracking with the OnFleet system or an equivalent.
Delivery Request Receipts
Per BCC §5420, prior to delivery, an employee of GSR shall prepare a delivery request receipt for
each delivery of cannabis goods. The delivery request receipt shall contain the following:
At the time of the delivery, the Delivery Driver shall provide the customer who placed the order
with a copy of the delivery request receipt. The Delivery Driver shall retain a signed copy of the
delivery request receipt for GSR’s records. GSR shall retain receipts for at minimum,
and GSR may store receipts digitally.
Compliance With California State Cannabis Regulations
Premises
The California State Cannabis Regulations regarding cannabis retailers and deliveries is found in
the California Code of Regulations Title 16, Division 42 (referred to hereinafter as “CCR” or

simply by the corresponding code section”). Pursuant to CCR Section 5025(a), GSR will have a
designated premise for GSR's commercial cannabis activity, which GSR will make available for
inspection by the Bureau of Cannabis Control at any time. Pursuant Section 5026, GSR’s premise
is not within a 600-foot radius of a school providing instruction in kindergarten or any grades 1
through 12, day care center, or youth center that is in existence at the time the license is issued.
Physical Modification of Premises
Pursuant to § 5027(a) GSR will not, without the prior written approval of the Bureau or the City,
make a physical change, alteration, or modification of the licensed premises that materially or
substantially alters the licensed premises or the use of the licensed premises from the premises
diagram originally filed with the license application. GSR whose premises is to be materially or
substantially changed, modified, or altered is responsible for filing a request for premises
modification with the Bureau.
No Subletting of Premises
GSR will not sublet any area designated as the licensed premises for GSR's commercial cannabis
activity.1
Employee Age Restriction
Pursuant to State Code § 5031, GSR will not employ or retain persons under 21 years of age.
Commercial Cannabis Activity Between Licensees
Pursuant to State Code § 5032(a), all commercial cannabis activity conducted will be between
licensees only. (b) Beginning July 1, 2018, if GSR has an A-license only, GSR shall only conduct
business with A-licensees only; if GSR has an M license only, GSR shall only conduct business
with M-licensees, except for testing laboratories.2
Storage of Inventory
Notification of Criminal Acts, Civil Judgments, and Revocation of a Local License, Permit,
or Other Authorization After Licensure
Pursuant to § 5035(a), GSR shall ensure that the Bureau is notified in writing of a criminal
conviction of any owner, either by mail or electronic mail, within 48 hours of the conviction. The
written notification to the Bureau shall include the date of conviction, the court docket number,

the name of the court in which GSR was. convicted, and the specific offenses) for which GSR was
convicted.
GSR shall ensure that the Bureau is notified in writing of a civil penalty or judgment rendered
against GSR or any owner in their individual capacity, either by mail or electronic mail, within 48
hours of delivery of the verdict or entry of judgment, whichever is sooner. The written notification
shall include the date of verdict or entry of judgment, the court docket number, the name of the
court in which the matter was adjudicated, and a description of the civil penalty or judgment
rendered against GSR.4
c) GSR shall ensure that the Bureau is notified in writing of the revocation of a local license,
permit, or other authorization, either by mail or electronic mail within 48 hours of receiving notice
of the revocation. The written notification shall include the name pf the local agency involved, a
written explanation of the proceeding or enforcement action, and the specific violations) that led
to revocation.5
Notification of Theft, Loss, and Criminal Activity
Pursuant to State Code § 5036(a), GSR shall notify the Bureau and local law enforcement within
24 hours of discovery of any of the following situations:
1) GSR discovers a significant discrepancy, as defined in State Code § 5034 of this
division, in its inventory.
2) GSR discovers diversion, theft, loss, or any other criminal activity pertaining to the
operations of GSR.
3) GSR discovers diversion, theft, loss, or any other criminal activity by an agent or
employee of GSR pertaining to the operations of GSR.
4) GSR discovers loss or unauthorized alteration of records related to cannabis goods,
customers, or GSR's employees or agents.
5) GSR discovers any other breach of security.
Notification to the Bureau by GSR pursuant to subsection (a) shall be in writing and include the
date and time of occurrence of the theft, loss, or criminal activity, the name of the local law
enforcement agency that was notified, and a description of the incident including, where
applicable, the items) that were taken or lost.6
Record Retention
Pursuant to State Code § 5037(a), GSR will keep and maintain the following records related to
commercial cannabis activity for at least seven years:

1)Financial records including, but not limited to, bank statements, sales invoices, receipts,
tax records, and all records required by the California Department of Tax and Fee
Administration (formerly Board of Equalization) under fide 18, California Code of
Regulations, sections 1698 and 4901.
2) Personnel records, including each employee's full name, social security or individual
tax payer identification number, date employment begins, and date of termination of
employment if applicable.
3) Training records including, but not limited to, the content of the training provided and
the names of the employees that received the training.
4) Contracts with other licensees regarding commercial cannabis activity.
5) Permits, licenses, and other local authorizations to conduct GSR's commercial cannabis
activity.
6) Security records, except for surveillance recordings required pursuant to section 5044
of this division.
7) Records relating to the composting or destruction of cannabis goods:
8) Documentation for data or information entered into the track and trace system.
9) All other documents prepared or executed by an owner or his employees or assignees
in connection with the licensed commercial cannabis business.
b) The Bureau may make any examination of the books and records of any licensee as it
deems necessary to perform its duties under the Act.
c) Records shall be kept in a manner that allows the records to be produced for the Bureau
at the licensed premises in either hard copy or electronic form, whichever the Bureau
requests.

Posting and Advertising
License. Posting Requirement
Pursuant to State Code § 5039, upon issuance of any license, GSR shall prominently display the
license on the licensed premises where it can be viewed by state and local agencies. If the licensed
premises is open to the public, the license shall be displayed in an area that is within plain sight of
the public.
Advertising Placement
Pursuant to § 5040(a). any advertising or marketing placed in broadcast, cable, radio, print, and
digital communications shall only be displayed where at least 71.6 percent of the audience is
reasonably expected to be 21 years of age or older, as determined by reliable up-to-date audience
composition data.
Upon request, GSR shall provide to the Bureau audience composition data as required in
subsection (a) of this section for advertising or marketing placed by GSR. This information shall
be provided to the Bureau within the time specified by the Bureau.7
If the Bureau determines that audience composition data for advertising or marketing provided by
GSR does not comply with the requirements of subsection (a) of this section, and GSR fails to
provide audience composition data to the Bureau within the time specified by the Bureau, GSR
shall remove the advertising or marketing placement in question.8
Age Confirmation in Advertising
Pursuant to § 5041(a), prior to any advertising or marketing from GSR involving direct,
individualized communication or dialogue, GSR shall use age affirmation to verify that the
recipient is 21 years of age or older. For the purposes of this section, direct, individualized

communication or dialogue may occur through any form of communication, including in-person,
telephone, physical mail, or electronic.9
GSR shall use a method of age affirmation before having a potential customer added to a mailing
list, subscribe, or otherwise consent to receiving direct, individualized communication or dialogue
controlled by GSR.10
Limited-Access Areas
Pursuant to State Code § 5401(a), (b), GSR will establish limited-access areas and permit only
authorized individuals to enter the limited-access areas. Authorized individuals include individuals
employed by GSR as well as any outside vendors, contractors, or other individuals conducting
business that requires access to the limited access area.
An individual in the limited-access area who is not employed by the retailer shall be escorted by
an employee of GSR at all times within the limited-access area. An individual who enters the
limited-access area shall be at least 21 years of age.11
GSR shall maintain a log of all authorized individuals who are not employees of the retailer who
enter the limited-access area. These logs shall be made available to the Bureau upon request. GSR
shall not receive consideration or compensation for permitting an individual to enter the limited-
access area.12
Hours of Operation
GSR’s hours of operation will be 8 a.m. to 9 p.m.13 Pursuant to State Code § 5403(b) At any time
the premise is not open for retail sales, the retailer shall ensure that:

Delivery Customers
Pursuant to State Code § 5404(a), GSR shall only sell adult-use cannabis goods to individuals who
are at least 21 years of age, and medicinal cannabis goods to individuals at least 18 years of age
who possess a valid physician's recommendation for himself or herself or a person for whom he

or she is a primary caregiver. GSR shall verify the identity and age, and physician's
recommendation if applicable, of a customer as required by section 5402(a) of the State Code.15
Cannabis Goods for Sale
Pursuant to State Code § 5406, GSR shall not make any cannabis goods available for sale or
delivery to a customer unless:
a) The cannabis goods were received from a licensed distributor;
b)GSR has verified that the cannabis goods have not exceeded their expiration or sell-by
date if one is provided; and
c) In the case of manufactured cannabis products, the product complies with all
requirements of Business and Professions Code section 26130 and all other relevant laws.
Live Plants
Pursuant to State Code § 5408(a), GSR shall only sell live, immature cannabis plants and/or seeds
if all of the following requirements are met.
1) The plant is not flowering;
2) The plant or seed was purchased from a nursery that holds a valid Type 4-Cultivation
Nursery license under the Act; and
3) A label is affixed to the plant or package containing any seeds which states “This
product has not been tested pursuant to the Medicinal and Adult-Use Cannabis Regulation
and Safety Act.”
b)GSR will not sell any other live plants. (c) GSR shall not apply nor use any pesticide, nor cause
any pesticide to be applied nor used, on live plants.16
Daily Limits
Pursuant to State Code § 5409(a), GSR shall not sell more than the following amounts to a single
adult-use cannabis customer in a single day:
1) 28.5 grams of non-concentrated cannabis.
2) 8 grams of concentrated cannabis as defined in Business and Professions Code section
26001, including concentrated cannabis contained in cannabis products.
3) 6 immature cannabis plants.

b)GSR shall not sell more than the following amounts to a single medicinal cannabis patient, or
to a patient’s primary caregiver purchasing medicinal cannabis on behalf of the patient, in a single
day:
1) 8 ounces of medicinal cannabis as defined in section 11362.77 of the Health and Safety
Code.
2) 12 immature cannabis plants.17
c) If a valid physician's recommendation contains a different amount than the limit listed in this
section, the medicinal cannabis customer may purchase an amount of medicinal cannabis
consistent with the patient's needs as recommended by a physician.
Customer Return of Cannabis Goods
Pursuant to State Code § 5410. (a) For the purposes of this section, "customer return" means a
customer's return of cannabis goods that were purchased from a retailer, back to the retailer the
cannabis goods were purchased from.
GSR may accept customer returns of cannabis goods that were previously sold to a customer.
However, GSR shall not resell cannabis goods that have been returned. Further, GSR will treat
any cannabis goods abandoned on the retailer premises as a customer return.18
GSR will destroy all cannabis goods that have been returned to GSR by a customer, in accordance
with sections 5054 and 5055 of this division.19
Free Cannabis Goods
Pursuant to State Code § 5411(a), GSR will not provide free cannabis goods to any person. Further,
GSR will not allow individuals who are not employed by the retailer to provide free cannabis
goods to any person on the licensed premises.
Notwithstanding subsection (a) of the State Code, in order to provide access to medicinal cannabis
patients who have difficulty accessing medicinal cannabis goods, if GSR who holds a Type 10-
Retailer M-license, a Type 9-Retailer Non-storefront-M license, or a Type 12 Microbusiness M-
license that allows for retail sales, GSR may provide free medicinal cannabis goods if all of the
following criteria are met:
1) Free cannabis goods are provided only to a medicinal cannabis patient or primary
caregiver for the patient in possession of a valid identification card issued under Section
11362.71 of the Health and Safety Code.
2) The cannabis goods comply with all applicable laboratory testing requirements under
this division.

3) Prior to being provided to the patient or primary caregiver, the cannabis goods have
been properly recorded in the track and trace system as belonging to the retailer.
4) The cannabis goods shall not leave GSR’s licensed premises unless placed in an opaque
package as required for purchased cannabis goods under Business and Professions Code
section 26070.1.
5) The cannabis goods shall be applied toward the daily purchase limit for a medicinal
cannabis customer pursuant to section 5409 of the State Code.
6) The event shall be properly recorded in GSR’s inventory records and the track and trace
system.20
In addition to the provision of free cannabis goods in § 5411(b), GSR may donate cannabis goods
and the use of equipment in compliance with any compassionate use, equality, or other similar
program administered by a local jurisdiction.21
Packaging and Labeling
Pursuant to State Code § 5412(a)&(b), GSR shall not accept, possess, or sell cannabis goods that
are not packaged as they will be sold at final sale, in compliance with this division. Further, GSR
shall not package or label cannabis goods.
Exit Packaging
Pursuant to State Code § 5413, cannabis goods purchased by a customer shall not leave GSR’s
premises unless the goods are placed in an opaque exit package.
Receiving Shipments of Inventory

Pursuant to State Code § 5048(a), GSR shall create and maintain an active and functional account
within the track and trace system prior to engaging in any commercial cannabis activity, including
the purchase, sale, test, packaging, transfer, transport, return, destruction, or disposal, of any
cannabis goods.

The
account manager may authorize additional owners or employees as track and trace system users
and shall ensure that each user is trained on the track and trace system prior to its access or use:
1) The account manager shall attend and successfully complete all required track and trace
system training, including any orientation and continuing education.
2) If the account manager did not complete the required track and trace system training
prior to receiving their annual license, the account manager shall sign up for and complete
state mandated training, as prescribed by the Bureau, within five business days of license
issuance.23
Track and Trace Reporting
Pursuant to State Code § 5049(a), GSR shall record in the track and trace system all commercial
cannabis activity, including:

A) GSR shall transport pursuant to a shipping manifest generated through the track
and trace system, that includes items (1) through (5) of this subsection, as well as
B) Upon pick-up or receipt of cannabis goods for transport, storage, or inventory,
GSR shall ensure that the cannabis goods received are as described in the shipping
manifest and shall record acceptance and acknowledgment of the cannabis goods
in the track and trace system.
7) If cannabis goods are being destroyed or disposed of, GSR shall record in the track and
trace system the following additional information:

9) Any other information as required pursuant to this division, or by any other applicable
licensing authorities.24
Loss of Access
Pursuant to State Code § 5050(a), if at any point GSR loses access to the track and trace system
for any reason, GSR shall prepare and maintain comprehensive records detailing all commercial
cannabis activities that were. conducted during the loss of access.
GSR shall both document and notify the Bureau immediately:
1) When access to the system is lost;
2) When access to the system is restored; and
3) The cause for the loss of access.26
Once access is restored, all commercial cannabis activity that occurred during the loss of access
shall be entered into the track and trace system within three business days of access being restored.
GSR shall not transport, transfer or deliver any cannabis goods until such time as access is restored
and all information recorded in the track and trace system.27
Track and Trace System Reconciliation
Pursuant to State Code § 5051(a), in addition to other inventory reconciliation requirements under
this division, GSR shall reconcile the physical inventory of cannabis goods at the licensed premises
with the records in the track and trace database at least once every 14 days. (b) if GSR finds a
discrepancy between its physical inventory and the track and trace system database, GSR shall
conduct an audit, and notify the Bureau of any reportable activity pursuant to section 5036.28
Temporary Licenses; Licensees in Operation at Time of Licensure
If GSR operates under a temporary license, GSR will track and record all cannabis commercial
activities and information required pursuant to this division and any other provision of law, at a
minimum, on paper receipts, invoices, or manifests.

c) Any commercial cannabis activity conducted between annual license holders shall be recorded
in the track and trace system.
d)'Any licensee in operation at the time the annual license is issued shall enter all inventory into
the track and trace system no later than 30 days after the track and trace system account manager
attends the training required pursuant to section 5048.
Returns and Destruction
Returns Between Licensees
Pursuant to State Code § 5053. (a) If GSR discovers that a manufactured cannabis good that was
purchased from another licensee is defective, the purchasing licensee may return the cannabis good
to the selling licensee only in exchange for anon-defective. version of the same type of cannabis
good or in exchange for a cannabis good. of equal value. Except as provided in subsection (a) of
this section, GSR shall not return cannabis goods purchased from another licensee.29
Destruction of Cannabis Products Prior to Disposal
Pursuant to State Code § 5054, GSR will not dispose of any cannabis goods as cannabis waste
pursuant to unless the cannabis goods have been removed from their packaging and rendered
unrecognizable and unusable.
Cannabis Waste Management
Pursuant to State Code § 5055(a), GSR will not sell cannabis waste.
GSR shall comply with all applicable waste management laws including, but not limited to,
Division 30 of the Public Resources Code. GSR will dispose of cannabis waste in a secured waste
receptacle or in a secured area on the licensed premises. For the purposes of this section, "secure
waste receptacle" or "secured area" means that physical access to the receptacle or area is restricted
to GSR and its employees and the local agency, or waste hauler franchised or contracted by a local
agency. Public access to the designated receptacle or area is prohibited.30
If GSR is composting cannabis waste on the licensed premises, GSR shall do so in compliance
with title 14, California Code of Regulations, chapter 31 (commencing with Section 17850). If a
local agency, or waste hauler permitted by a local agency, is being used to collect and process
cannabis waste, GSR shall do all the following:
1) Provide the Bureau with the following information for the local agency, or waste hauler
franchised or contracted by a local agency, who will collect and process GSR's cannabis
waste;
A) Name of local agency providing waste hauling services, if applicable;

B) Company name of the local agency franchised or contracted or permitted waste
hauler, if applicable;
C) Company business address; and
D) Name of the primary contact person at the company and contact person's phone
number.
2) Obtain documentation from the entity hauling the waste that indicates the date and time
of each collection of cannabis waste at the licensed premises; and
3) Obtain a copy of the certified weight ticket or other documentation prepared by the
entity hauling the waste confirming receipt of the cannabis waste at one, or more, of the
following solid waste facilities:
A) A manned, fully permitted. solid waste landfill or transformation facility;
B) A manned, fully permitted composting facility or manned composting
operation;
C) A manned, fully permitted in-vessel digestion facility or manned in-vessel
digestion operation;
D) A manned, fully permitted transfer/processing facility or manned
transfer/processing operation; or
E) A manned, fully permitted chip and grind operation.31
If GSR is self-hauling cannabis waste to one; or more, of the solid waste facilities in subsection
e)(3) of this section, GSR shall obtain for each delivery of cannabis waste by GSR a copy of a
certified weight ticket or receipt documenting delivery from the solid waste facility. Only GSR or
its employees may transport self-hauled cannabis waste.32
Inventory Documentation
Pursuant to State Code §5423, GSR shall provide the Bureau with the record of inventory upon
request. GSR shall keep a record of the following information for all cannabis goods GSR has in
its inventory:
a) A description of each item such that the cannabis goods can easily be identified;
b) An accurate measurement of the quantity of the item;
c) The date and time the cannabis goods were received by GSR;
d) The sell-by or expiration date provided on the package of cannabis goods, if any;

e) The name and license number of the distributor that delivered the cannabis goods to
GSR;
f) The name and license number of the distributor that provided the cannabis goods to
GSR; and
g) The price GSR paid for the cannabis goods, including tares, delivery costs, and any
other costs.
Inventory Reconciliation
Record of Sales
Pursuant to State Code § 5425(a), GSR shall maintain an accurate record of sale for every sale
made to a customer. A record of a medicinal cannabis goods sale shall contain the following
information:

Attire and Conduct
Pursuant to State Code § 5806. (a) No license shall allow the following:
1) Employment or use of any person in the sale or service of cannabis goods in or upon
the licensed premises while such person is unclothed or in such attire, costume, or clothing
as to expose to view any portion of the male or female breast below the top of the areola
or of any portion of the pubic hair, anus, cleft of the buttocks, vulva, or genitals.
2)Employment or use of the services of any host or other person to mingle with the patrons
while such hostess or other person is unclothed or in such attire, costume, or clothing as
described in subsection (a)(1) of this sectioi2.
3) Encouraging or permitting any person on the licensed premises to touch, caress, or
fondle the breasts, buttocks, anus, or genitals of any other person.
4) Permitting any employee or person to wear or use any device or covering, exposed to
view, which simulates the breast, genitals, anus, pubic hair, or any portion thereof.
Compliance With the San Luis Obispo Municipal Code
GSR will comply with the local laws and municipal code requirements of the city of San Luis
Obispo as follows:
Commercial Cannabis/City Permit and State License Required
GSR will not engage in Commercial Cannabis Activity or have an ownership interest in, operate,
or manage, a Commercial Cannabis Business without obtaining and continuously maintaining a
Commercial Cannabis Operator Permit.36
Commercial Cannabis Operator Permit and State License(s) Required
GSR shall not own, conduct, manage, operate, engage or participate in, work or volunteer at a
Commercial Cannabis Activity or Commercial Cannabis Business that does not have a valid
Commercial Cannabis Operator's Permit issued pursuant to this chapter and other City permits or
licenses required by this Code, in addition to the appropriate license(s) required by state law to
conduct the Commercial Cannabis Activity. GSR understands that any Commercial Cannabis
Business or Commercial Cannabis Activity conducted without all required City and state permits
and licenses is prohibited and unlawful and is hereby declared to be a public nuisance.37
Dual Permits Posted and Visible.
A copy of the Commercial Cannabis Operator Permit issued by the City of San Luis Obispo,
together with a copy of the appropriate state license(s) for the Commercial Cannabis Activity being

conducted, shall be posted and readily visible to the public at all times, at each location where
GSR’s Commercial Cannabis Activity occurs.38
Production of Originals for Inspection
Any GSR owner, operator , employee or person in charge of a Commercial Cannabis Activity shall
produce for inspection and copying, upon request of a City inspector, code enforcement officer, or
City police officer during normal operating hours, the original of the current and valid City of San
Luis Obispo Commercial Cannabis Operator Permit and the appropriate, current and valid
license(s) of the State of California for the Commercial Cannabis Activity(ies) or Commercial
Cannabis Business(es) being conducted.39
Records and Reports
City Access to Records. Subject to the Health Insurance Portability and Accountability Act
HIPAA) regulations, GSR shall allow City of San Luis Obispo officials to have access to the it’s
books, records, accounts, and any and all data relevant to its permitted activities for the purpose of
conducting an audit, examination or inspection. Books, records, accounts, and any and all relevant
data will be produced no later than twenty-four (24) hours after receipt of the City's request or
within a reasonable time as authorized in writing by the City.40
Annual Audit. GSR shall file with the City Manager or his/her designee an audit of its financial
operations for the previous fiscal year, complete and certified by an independent certified public
accountant in accordance with generally accepted auditing and accounting principles. The audit
shall include but not be limited to a discussion, analysis, and verification of each of the records
required to be maintained pursuant to the San Luis Obispo Municipal Code. The information
contained in the audit shall be made available in standard electronic format which shall be
compatible with programs and software used by the City, and which can easily be imported into
or any other contemporary software designated by the City Manager.41
Inventory Control system. GSR shall maintain an inventory control and reporting system that
accurately documents the present location, amounts, and descriptions of all cannabis and cannabis
products for all stages of the growing and production or manufacturing, laboratory testing and
distribution processes until sold or distributed. GSR shall maintain records of all sales or transfers
of cannabis and cannabis products.42
Employee Registry. Each owner and/or operator of GSR shall maintain a current register of the
names and the contact information (including the name, address, and telephone number) of all

employees currently employed by the GSR and shall disclose such register to any City of San Luis
Obispo official upon request.43
Reporting and Tracking of Product and of Gross Sales.
Maintenance of Records.
All records required by the City will be maintained by GSR for a period of not
years and shall otherwise keep accurate records of all Commercial Cannabis Business activity and
provide such records for inspection consistent with the city’s municipal code or any rules the City
Council by resolution or ordinance.45
Inspection and Enforcement.
Unscheduled Inspection during Business Hours. The City Manager or his/her designee and any
other City of San Luis Obispo official or inspector charged with enforcing any provisions of this
Code, may enter GSR at any time during the hours of operation without notice for the purpose of
inspecting the Commercial Cannabis Business for compliance with the provisions of this Code,
the terms and conditions of the Commercial Cannabis Operator Permit or any other City permit or
state license, including inspection of the recordings and records maintained pursuant to this
Chapter or the applicable provisions of State law. The right to inspect under this inspection
includes the right to copy recordings and records.46
Interference with Inspection.
GSR understands it is unlawful for any person who owns, operates, manages or is employed by,
or has any responsibility over the operation of, GSR, to refuse to allow, or to impede, obstruct, or
interfere with, an inspection by the City, or the City's review or copying of recordings (including
audio and video recordings) and records, or to conceal, destroy, alter or falsify any recordings or
records.47
Obtaining Samples.

The City Manager or his/her designee or any other person charged with enforcing the provisions
of this Chapter may enter the location of GSR at any time during the hours of operation and without
notice to obtain samples of cannabis and cannabis products to test for law enforcement and/or
public safety purposes. Any samples obtained by the City of San Luis Obispo shall be logged,
recorded, and maintained in accordance with City of San Luis Obispo Police Department standards
for evidence. At all other times, the City Manager or his/her designee may enter the location of
GSR to obtain samples of cannabis upon reasonable notice, as otherwise authorized by law or
pursuant to a warrant.48
Compliance with Laws.
GSR shall operate all times in compliance with all applicable state and local laws, regulations, and
any specific, additional operating procedures or requirements which may be imposed as conditions
of approval of the Commercial Cannabis Operator Permit or use permit or state license(s).49
Products and Services
GSR will obtain a wide variety of the highest quality medicinal cannabis products available.
Different varieties of medical cannabis can provide different palliative effects, from pain relief to
appetite stimulus to stress relief and even to metabolic controls of things such as diabetes.
Cannabis also comes in different strengths (a range of concentrations of the active ingredients).
GSR will offer a sufficient variety of medical cannabis to provide relief from many known
ailments, and will keep abreast of the ongoing research by industry professionals to further refine
the product line it dispenses from a medical standpoint and to obtain further varietals to address
medical conditions for which its use is authorized under California law.
GSR will offer topical and edible cannabis products that are non-psychoactive and high in CBD
content, plus educational materials and patient support programs about the different types of
medical cannabis available and the different means for ingesting cannabis. GSR will offer External
and Internal salves, tinctures, balms and creams, as well as products developed specifically to treat
seizure disorders and metabolic disorders such as diabetes and obesity.
Medical and adult use cannabis products obtained by GSR will be subjected to randomized testing
by a qualified Testing Laboratory, and the results of that testing will be stated in accurate labeling
affixed to all medical cannabis products. This information will be used to inform purchase
decisions.
Following release by the Testing Laboratory, the product will be weighed, packaged and labeled
for final sale if not previously packaged by a designated supplier. This is also part of GSR’s
inventory control process and procedures. Released cannabis will be placed in sealed, opaque

packaging onsite. All packaging will be security-sealed in a child-proof container in accordance
to common pharmaceutical practices. Personnel handling the medical cannabis will be required to
adhere to all common pharmaceutical practice for sanitary medical products.
All operations will be policy-and-procedure-driven to assure consistency of results. GSR will
endeavor to provide cannabis products to our customers in compliance the recently released
MAUCRSA Regulations for Cannabis businesses.
GSR will also endeavor to obtain, to the extent practicable, cannabis grown pursuant to ISO 2000
series certification standards and FDA “organic” standards. This means avoiding production with
the use of herbicides, pesticides, artificial growth regulators or non-organic soil amendments. In
the event that producing 100% organic cannabis is unpracticable or infeasible, GSR will provide
patients with an advisory identifying all herbicides, pesticides and other non-organic amendments
used in its cultivation and/or production.
GSR shall at all times comply fully with state and local laws, including the requirement that GSR
receive all products through a state-licensed distributor and fully-licensed supply chain. GSR will
determine its line of cannabis products based on its assessment of the local cannabis market, its
relationship with licensed vendors, and data on consumer-purchasing patterns provided through
Cova P05 software. Overtime, GSR will adjust its product line based on regional and state-wide
data and customer feedback. Initial products and services will include:
Products for medical need: Medical cannabis patients often turn to cannabis for assistance
with treating cancer, seizure disorders, arthritis, migraines, PTSD, ADD/ADHD, anxiety,
depression, and insomnia, among other disorders; therefore, GSR will carry a variety of products
targeted to these ailments, including high-CBD and CBD-only products that have no psychoactive
effects and which research has proven effective for a number of common conditions.
Diverse high-demand products: GSR will stock high-demand sativa-dominant products
along with a range of other popular products, including indica-dominant strains, in diverse forms
such as extracts, tinctures, high-potency and micro-dosed edibles, topicals, sprays, and live resins,
all from state-licensed vendors; GSR will also carry products designed specifically for women.
Education on safe and effective cannabis use because many existing and potential cannabis
consumers have not been able to access the knowledge they need to use cannabis in the ways that
will most benefit them, GSR will establish a dedicated training budget to train staff on the latest
research on cannabis uses and to sponsor staff to take additional cannabis education courses from
the Cannabis Training Institute and the Americans for Safe Access Patient -Focused Certification
program; GSR will also offer seminars for patients and customers who want to learn more about
cannabis from its team of highly trained and knowledgeable staff.

Community Relations Plan
GSR’s community-building efforts will begin by establishing meaningful relationships with its
immediate neighbors. GSR will be surrounded by many retail operators and local business owners
who are invested in the economic development of the surrounding community. GSR will engage
directly with these neighbors to solicit their views on how GSR can best contribute to a thriving
community for all, aligning with the San Luis Obispo City Council’s desire to promote a successful
business environment for both commercial cannabis businesses and neighboring non-cannabis
businesses. In particular, GSR shall implement a Community Outreach Plan that engages nearby
business and property owners as follows:
Community Relations Manager Frank Rico shall introduce himself to all businesses and property
owners located within 600 feet, and also others within walking distance, of the proposed cannabis
delivery location to establish an open line of communication and address any questions or concerns
GSR’s neighbors might have.
Mr. Rico shall maintain an open dialogue with business and property owners, with the intent of
developing a first-name-basis rapport, by reaching out to local businesses on a quarterly basis, at
minimum.
GSR shall offer neighboring businesses free advertising space for brochures or promotional
material inside the dispensary's Waiting Room.
GSR shall pursue community event and charitable-giving partnerships with neighboring
businesses to bolster shared community benefits goals and magnify the local business community's
positive impact with unified action.
A representative from GSR's leadership team shall attend and participate in town hall meetings
to contribute to positive civic engagement and represent the friendly, community-oriented
perspective of the local commercial cannabis industry.
GSR shall pursue public event and charitable-giving partnerships with the City of San Luis
Obispo and associated agencies and organizations to advance the City’s goals. GSR may sponsor
events, donate food or clothes, host cleanups, and the like. GSR is committed to providing as much
targeted and effective support to the City and community as possible.

Community Outreach Events
To engender a positive awareness of commercial cannabis businesses, GSR will engage directly
with the community through fund raisers for charitable causes, career fairs (described above), and
other community benefits programs. GSR will host as many of these events at the delivery facility
as practicable; other events will be located off-site. Community Relations Manager Frank Rico
will also develop community events aimed at reducing the stigma that afflicts the cannabis industry
and cannabis patients and consumers.
Community Learning and Orientation Event
GSR will host a Community Learning and Orientation Event within 30 days of opening to
customers and patients, where any member of the community will be welcome to attend and learn
about cannabis and cannabis products. GSR will host this event off-site to ensure that the public
will be able to engage with GSR owners and team members, as well as learn about the facility,
products, and current cannabis research. Attendees of the event will also have an opportunity to
schedule a one-on-one consultation with the Community Relations Manager and COO to address
any questions or concerns.

GSR’s successful and sustainable business approach will focus, first and foremost, on community.
GSR shall ensure that the community relations contact, Community Relations Manager Frank
Rico, provides his contact information to all businesses and property owners located within 600
feet of the proposed dispensary. Within 24 hours of a change in community relations contact, GSR
shall notify the City Manager or his/her designee.
In addition to the outreach described above, Frank Rico shall attend meetings with the City
Manager or his/her designee(s) to discuss costs, benefits, and other community issues within the
first year of operations and as requested.

Tax Compliance
Golden State Remedies (“GSR”) has only recently incorporated and has conducted no business
thus far. GSR plans to file its first tax return in March 2021 when it will be due. It is unknown if
GSR will be licensed or open for business by the end of 2020. Any revenues will be reported to
the State of California’s Franchise Tax Board and IRS. GSR will also be reporting all gross sales
to the California Department of Tax and Fee Administration and paying the appropriate sales tax.
GSR will also diligently make all tax payments to the City of San Luis Obispo as well as the
Bureau of Cannabis Control.
Insurance
GSR will supply the City with copies of its certificate of general liability insurance and
endorsements and certificates for all other insurance related to the operation of the business. GSR
anticipates obtaining general liability insurance for the subject property as well as workers

compensation insurance for its employees. GSR will require each driver to maintain commercial
automobile insurance on their vehicles and will request insurances specifically for the cannabis
business when obtaining these insurances in order to confirm adequate and appropriate coverage.
GSR have contacted several insurance companies and each one has stated that they cannot give
insurance until the business license has been issued. Please see Exhibit “B”, which is a letter of
intent So Cal’s Best Insurance Company that states that insurances cannot be obtained until a
license has been issued by the city.

The subject property is 900 square feet and GSR has been informed by the City of San Luis
Obispo’s Assistant Planner Walter Oetzell that cannabis delivery services are considered light
fleet-based services by the city, which means that the property is required to have “one parking
space per 1000 square feet of indoor space, plus any required spaces for dedicated office area and
1 space for each fleet vehicle”. The subject property meets the requirements because it has 5
dedicated parking spots, as can be seen labeled on GSR’s site plan.
GSR intends on starting with about 3 delivery drivers, who will mostly be out on the road except
when they need to come back to the facility to obtain more products or return to the location at the
end of the shift. GSR will also have 2 to 4 employees at the subject property during business
hours, including management, security and staff. Accordingly, GSR believes that the proposed
cannabis business site can accommodate the required number of parking spaces with safe and
convenient access for employees. As it is a delivery service only and not open to customers, it
will not need as many spaces as a storefront retail cannabis business, for example.

Community Benefits Plan
Golden State Remedies (“GSR”) and its principals will support and give back to the local
community through their cannabis business venture. They intend to establish a community
benefits tradition through the cannabis delivery’s revenue stream. The following are a few of the
benefits the community will enjoy from GSR’s operations.
Local Hiring and Purchases
A key concern for GSR is the creation of local jobs and local hiring. With regards to the employees
it hires, it is the policy of GSR to staff its operations with greater than 95% of such persons residing
in the County of San Luis Obispo. It is also the policy of GSR to purchase products and services
from local vendors in the county whenever possible. GSR commits to the city that over 81% of
supply and equipment expense (non-labor, non-rent expense) will be sourced from businesses
within 90 miles. In this way, GSR will use its revenues to create new jobs for the residents of its
communities.
Community Support
Hours: GSR commits to the city to provide over 21 hours per month of community support.
Funding: GSR commits to the city to provide over $1,001 per month for community support.
Support of Local Community Programs is generally viewed as community program support,
organization support, outreach, education, etc. in San Luis Obispo County.
History of Supporting Local Community Programs
Mr. Rico does not live in San Luis Obispo but he has done charitable work in Santa Barbara county
where he currently lives. Mr. Rico intends to become a productive member of the San Luis Obispo
community and will support local community programs. In Santa Barbara county, Mr. Rico
worked for a company called Lenas Residential that was a community support program. Mr. Rico
worked with them for about 8-10 months and the clients they had did have mental illnesses and
the company did everything they could to help improve their living situation. Mr. Rico would drive
the clients to doctor’s appointments, outings, and their schooling. He would cook for them and
clean up after them.
Employment Policies
GSR will focus its entry-level and unskilled positions on the pool of unemployed persons in San
Luis Obispo and neighboring cities, with a special focus on San Luis Obispo. The cannabis
delivery will work with the California EDD and private placement job centers and search lists to
accomplish this policy objective.
Decrease in Vagrancy
GSR’s security presence will result in a decrease in vagrancy and loitering in the area.
Community Benefits Program

Social responsibility and good stewardship of our community are at the heart of GSR’s business
model. Our vision for excellence includes partnering with our neighbors to build stronger, healthier
populations. We seek to enhance the lives of our patients and members of our surrounding
community by creating living-wage jobs, supporting beautification programs to improve public
spaces, and supporting local nonprofit organizations through fundraising and volunteerism.
Community Benefits Fund
To further its social mission, GSR will contribute up to 0.5% of gross sales toward our Community
Benefits Fund. GSR will promote the Community Benefits Fund to local nonprofits (and those
offering services locally) and through our website, giving organizations who work in o ur target
areas of education, health, human services, and family resources, the opportunity to apply for
funding by filling out a short, simple application explaining their operations.
Semi-annually, our Advisory Board will award the majority of funds to local nonprofits (and those
offering services locally) selected from among the applicant pool. Funds will be allocated in the
following ratios: • 20% to support GSR Patient Services including Holistic Services, Care Package
Program, and Outreach program for special needs patient groups; • 40% to be awarded to
educational nonprofits in San Luis Obispo; • 40% to be awarded to health, human services, and
family resources nonprofits in San Luis Obispo. By offering these funding opportunities every six
months, GSR will be able to support a variety of local nonprofits over time, progressively
strengthening the community fabric of San Luis Obispo.
In-House Community Benefits Offerings
The 20% of the Community Benefits Fund devoted to GSR Patient Services will help finance:
Holistic Health Services including acupressure, acupuncture, massage, yoga, chiropractic, and
Ayurvedic healing; • Care Package Program offering free or low-cost medicine to patients who
have demonstrated financial need; • Outreach Program targeted toward special needs patient
groups, including peer counseling sessions, Harm Reduction Drug Abuse Counseling, and peer
support groups for new patients, senior citizens, parents of juvenile medical cannabis patients, and
patients with various specific medical conditions. These services will be offered free of charge to
any community member registered as a patient of GSR.
Professional Services
The on-site presence of GSR’s Services Management Team will enable GSR to offer a very high
level of patient care. Classes and services could include some or all of the following: a) Pain
Management clinics; b) Group and Individual counseling sessions; c) Wellness support groups;
d)Medical cannabis use and awareness classes; e) Muscular and massage therapies; f)
Meditation and relaxation classes; g) Nutritional counseling; h) medical and psychological
referrals; i) Health information and community resource information; j) Access to books and
other resources; k) Outreach to senior programs and l) Patient care counselor who assists patients
in finding alternative modalities to address Medical cannabis needs and referrals to appropriate
health professionals.

Education Plan
Cannabis Education and Prevention Efforts
Golden State Remedies (“GSR”) will offer the following cannabis education and prevention
efforts.
Substance Abuse Education
Among the patient services programs offered by GSR will offer sessions that focus specifically on
substance abuse, misuse and overuse. Such programs will be a regular part of the cannabis delivery
service’s patient care curriculum.
GSR is committed to safeguarding youth and other vulnerabl e populations from substance abuse.
As such, GSR plans to contribute to the prevention and treatment of addiction through a city
approved public outreach and education program for youth organizations and educational
institutions. The program will outline the risks of youth addiction and identify substance abuse and
addiction resources available to youth.
GSR’s proposed program includes helping at risk youth grow necessary skills related to reading,
saying no to drugs, and staying in school, while cultivating resilience, perseverance, and grit. These
programs provided meals, backpacks, computers, tablets, and other in-kind school supplies.
In addition to the programs described above, GSR’s Community Relations Manager will work to
identify additional opportunities to collaborate with local rehabilitation programs and groups that
support at-risk youth, including youth who have entered the criminal justice system.
Patient Community Services
GSR will offer a selection of reliable, lab-tested cannabis medicines and patient services that will
make GSR the most respected cannabis delivery service in San Luis Obispo. GSR will strive to
understand patients’ initial and emerging product preferences. Offerings will include CBD-rich
varieties and a wide range of non-smoked products including tinctures, tonics, sublingual sprays,
capsules, troches, balms, and lotions. Approximately 250 different products will be regularly
available.
GSR will also offer services and classes designed to help patients heal and maintain a healthy
lifestyle. Services will be free to members, with no obligation to make a purchase. Practitioners
will be drawn from GSR’s roster of licensed and insured holistic healers who are deeply familiar
with the needs of medical cannabis patients and the most effective options for ancillary treatment.
Depending on the needs of the GSR community, patient services may include: a) Peer Counseling;
b)Support Groups (Seniors, Veterans, Women, etc.); c) Naturopathy; d) Therapeutic Yoga; e)

Professional Services & Patient Needs Program
GSR will offer services to aid and support our San Luis Obispo citizens. These ancillary services
will focus on health education issues, including the proper and appropriate use of medicinal
cannabis in the manner prescribed by the patient’s primary caregiver and/or treating physician.
GSR’s services will emphasize dissemination of timely information regarding affordable
medications, health education, patient care, and associated services and clinics. Patients will be
encouraged to participate in onsite programs and support groups.
Persons Harmed By Cannabis Criminalization
GSR recognizes the long-term impact that federal and state cannabis enforcement policies have
had on low income communities in the City of San Luis Obispo. Accordingly, GSR will institute
its “On the Job Training Program, which is designed to support equal opportunity in the cannabis
industry by making legal cannabis business ownership and employment opportunities more
accessible to low income individuals and communities most impacted by the criminalization of
cannabis.
GSR’s “On the Job Training” Program is key to our growth and success. Two positions will be
hired under this program to work with candidates who have been impacted by cannabis
criminalization—directly or a family member of. Program includes the following benefits: a)
Training by experienced manager; b) Growth potential for managerial position within 24 months;
c) Paid time off for online or community college course study
Collaboration with Non-profits
GSR will engage in a multi-faceted community improvement programs that extend beyond its
patient base and addresses the hopes and aspirations of the greater San Luis Obispo community
consistent with the values of that community.
Health Education Presentations
Education is key to reducing the stigma surrounding cannabis. GSR will host presentations about
cannabis and cannabis products for patients, consumers, caregivers, other healthcare providers,
and the public. GSR will also sponsor health education presentations on topics such as nutrition
and alternative healing practices.
Violence Prevention
One hidden way domestic violence is perpetrated in an ongoing fashion is the way it is covered in
the media. GSR will partner with San Luis Obispo county media groups to advance its mission of
re-framing domestic violence issues in the media and elsewhere with prevention in mind.

Water Efficiency Plan
Golden State Remedies (“GSR”) is applying for a cannabis delivery license. GSR is not applying
for a cultivation license and so we believe that water will not be an issue as we are not growing
cannabis. Our delivery location will be used to store cannabis products and will not use much
water other than the restroom facilities that will be used by our employees during business hours.
We will obtain our water through the City of San Luis Obispo’s water department services.
As mentioned, since GSR is a retail business, we will not use water in the quantities associated
with cannabis manufacturing and cultivation operations. Nonetheless, to reduce the marginal water
use expected on-site, GSR will follow retail industry best practices and city of San Luis Obispo
guidelines for reducing water consumption, including the following:
Regularly scheduling maintenance on HVAC systems;
Monitoring water bills to detect excessive water usage or leaks;
Installing high efficiency ultra-low flush toilets (water closets shall use no more than 1.28
gallons per flush);
Installing faucet aerators (maximum flow rate of 2.2 gallons per minute);
Installing rain barrels to collect excessive rainwater for landscaping if permitted by the
landlord;
Landscaping using low water techniques consistent with any guidelines within the City of
San Luis Obispo water district’s outdoor rebates and Incentives program and the City of
San Luis Obispo water district’s rules and regulations; and
Conforming to all design guidelines, as applicable based on location.

Odor Control Plan
Golden State Remedies (“GSR”) desires to be a good neighbor includes avoiding nuisances of
odor that may be generated by its operations. All spaces within GSR that contain cannabis products
will use a highly effective odor-scrubbing carbon filtration system for air circulation and
ventilation to minimize odor inside the building. Rooms containing cannabis will be kept under
negative pressure, so that odors do not escape when or if doors or windows are opened. Any odors
produced by the presence of cannabis will be completely eliminated prior to being exhausted from
the building through the use of high-quality air filtration system. Air circulation within GSR’s
premises will not impact the employee’s health and welfare, nor those in the surrounding
businesses.
GSR has designed the following Odor Control Plan with its HVAC Vendor to mitigate against
such nuisances:

Compliance With MVMC Regarding Odor Control
Odor control devices and techniques will be incorporated in GSR to ensure that odors from
cannabis are not detectable off-site. GSR will provide a sufficient odor absorbing ventilation and
exhaust system so that odor generated inside GSR that is distinctive to its operation is not detected
outside of the facility, anywhere on adjacent property or public rights-of-way, on or about the
exterior or interior common area walkways, hallways, breezeways, foyers, lobby areas, or any
other areas available for use by common tenants or the visiting public, or within any other unit
located inside the same building as GSR. As such, GSR must install and maintain the following
equipment, or any other equipment which the Community Development Director or his/her
designee(s) determine is a more effective method or technology:
To comply with state cannabis laws, GSR will manage all cannabis waste in compliance with
division 30, part 3, chapters 12.8, 12.9 and 13.1 of the Public Resources Code. In addition, GSR
will obtain all required permits, licenses, or other clearances and comply with all orders, laws,
regulations, or other requirements of other regulatory agencies, including, but not limited to, local
health agencies, regional water quality control boards, air quality management districts or air
pollution control districts, local land use authorities, and fire authorities.50

Hazardous Material Plan
Golden State Remedies (“GSR”) will be a cannabis delivery service, and as a result, very few
hazardous materials will be used on the premises, except for cleaning supplies, which will be used
and stored in accordance with manufacturer recommendations. The following outlines GSR’s
Standard Operating Procedures for labeling and storing potentially hazardous materials.
Labeling and Storage of Toxic Solvents, Agents, and Chemicals
GSR’s Delivery Manager will ensure that all toxic cleaning compounds, sanitizing agents, and
solvents, are properly labeled and stored in a manner that ensures cannabis and cannabis products
will not be contaminated. Prominent and distinct labeling will prevent poisonous and toxic
materials, including personal care items, from being improperly used. Poisonous or toxic materials
at GSR will always bear a legible manufacturer’s label. A cannabis delivery employee will verify
labeling daily, using the “Cleaning and Disinfecting” section of the Checklist for Daily Sanitation.
Working containers used to store poisonous or toxic materials such as cleaners and sanitizers taken
from bulk supplies will clearly and individually display the common name of the material. GSR
will also label working containers with the specific instructions necessary for proper dilution.
When developing the above protocols, the Delivery Manager will also incorporate the following
elements:
Defining responsibility and frequency for labeling working containers;
Monitoring compliance;
Preparing and implementing a written hazard communication program that includes a list
of chemicals in the workplace;
Preparing and maintaining material safety data sheets, including information about
hazardous chemicals, first-aid measures, and handling and storage precautions. These
sheets will be readily available to employees; and
Periodically reassessing this procedure to assure that safety objectives are being met.
GSR will train all cannabis delivery employees on these procedures.
Standards for Cleaning Procedures
GSR will strictly maintain the cleanliness of any surface or equipment used to store, hold, or
display cannabis or cannabis products. GSR will develop, and the Delivery Manager will oversee,
cleaning protocols that meet or exceed the CDC guidelines for Disinfection and Sterilization in
Healthcare Facilities, which GSR will adopt because, as a healthcare facilities, customers and
patients who receive cannabis from the cannabis delivery location may be vulnerable. GSR will
be especially attentive to this issue given the current COVID-19 pandemic. The protocols
developed will include both regular cleaning routines and protocols for promptly and sanitarily
responding to messes during business hours, without compromising security protocols.

In general, surfaces and equipment as well as all packaged cannabis products within the licensed
delivery location would be classified by the CDC guidelines under Spaulding’s Classification of
Non-Critical (i.e., items that might come in contact with intact skin, but not mucous membranes
or non-intact skin). At GSR, items in this category will mostly be environmental surfaces, which
shall be regularly disinfected. Cleaning protocols will include limits on the duration between
launderings of reusable cleaning cloths and mop heads and on how frequently the water
disinfectant mixture (an appropriate and approved disinfectant, with preference for naturally-based
options) is changed (every three rooms, at minimum). The delivery location and delivery vehicles
will have single-use disposable towels impregnated with a disinfectant (such as Clorox wipes) for
spot cleaning as necessary throughout the day.
When developing the above protocols, the Delivery Manager will incorporate the following
elements:
Defining responsibility and frequency for cleaning and disinfecting each location or item
used to store or display cannabis;
Monitoring compliance;
Training delivery employees to ensure they are able to, at all times, answer the question
How do you know that this item has been cleaned and/or disinfected?”;
Labeling cleaned/disinfected items with the date and time of cleaning;
Assigning a delivery employee who will oversee the daily sanitation of all storage
containers or equipment used to store and display cannabis; and
Instructing all delivery employees to maintain the cleanliness of all areas of the delivery
location and delivery vehicles and all equipment used to store cannabis.
Bathroom Cleanliness
The bathroom door will be accessible only to delivery employees and shall be locked and closed
at all times to prevent insect and rodent entrance and the spread of disease.
Delivery employees will maintain the bathroom in a sanitary condition. The Delivery Manager
will establish and oversee a daily cleaning schedule to maintain the facility in a clean and sanitary
manner. A delivery employee shall complete the Checklist for Daily Sanitation each day. Once
finished, the employee will give the checklist to the Delivery Manager for verification and filing
in the delivery’s records.

Energy Efficiency Plan
Golden State Remedies (“GSR”) will value the preservation of natural resources, wildlife habitat,
and air quality. GSR understands that the City’s scenic resources and wildlife habitat areas provide
recreational and ecological benefits, as well as a source of aesthetic enjoyment. Consistent with
the City of San Luis Obispo’s General Plan, GSR will ensure that demands on natural resources
made today do not compromise the needs of tomorrow.
GSR will consider energy efficiency to be essential both for the cannabis delivery’s long-term
financial sustainability and for environmental health. GSR will conduct a full assessment of the
proposed facility’s existing energy usage to determine priorities for improvement. In this process,
GSR’s leadership will work closely with the San Luis Obispo Community Development
Department, Public Works Department, and Water Department to screen all proposed energy
efficiency improvements and to identify the most pressing needs. GSR will also identify priorities
using San Luis Obispo’s Regional Greenhouse Gas Reduction Plan (if applicable), the California
Environmental Quality Act (CEOA) Guidelines, and California Building Energy Efficiency
Standards.
GSR will implement the following green business practices and improvements:
Ensuring a minimum of 50% of the construction waste generated at the site is diverted to
recycle or salvage;
Installing high-efficiency lighting;
Reducing lighting use through motion-activated internal and external lighting;
Installing high-efficiency/ultra-low-flush toilets (water closets shall use no more than
1.28 gallons per flush);
Installing faucet aerators (maximum flow rate of 2.2 gallons per minute);
Monitoring water bills to detect excess water usage or leaks;
Installing rain barrels to collect excess rainwater to supplement landscape irrigation if
permitted by the landlord;
Landscaping with native, drought-resistant plants;
Landscaping using low-water techniques, consistent with guidelines in the San Luis
Obispo Municipal Water Department (SLOMWD) Outdoor Rebates and Incentives
Program and SLOMWD Rules and Regulations (if applicable);
Conducting a review of building insulation, including windows;
Conducting routine maintenance on HVAC systems;

Pursuing a California Green Business Certification;
Encouraging employees to make responsible energy choices, including recycling and
mitigating water and energy use;
Encouraging employee carpooling and use of public transit for employees that are not
delivery drivers themselves;
Installing bicycle parking in the vicinity of the facility, if not already available;
Prioritizing local vendors, distributors and testing laboratories to reduce transportation
energy use;
Prioritizing vendors with certified environmentally-responsible practices, particularly
cultivation businesses that demonstrably mitigate energy and water consumption; and
Assessing the feasibility of LEED certification.
GSR will fully comply with San Luis Obispo business recycling mandates for the disposal of
recyclable materials and organic non-cannabis waste. Employees will be trained in standard
operating procedures (SOPs) for recycling, and will be instructed to recycle inside the facility
whenever possible. GSR will also pursue relationships with packaging vendors to ensure that exit
packages will be recyclable.
Recycling Practices
The City of San Luis Obispo requires business entities that generate more than four cubic yards of

Bill 32 that was recommended by the Air Resources Board and adopted by CalRecycle in 2012.
Pursuant to these requirements, GSR shall:
Consult with the City of San Luis Obispo’s recycling waste service provider, to schedule
waste characterization specific to the proposed location and facility
Implement the recycling strategies and operational procedures recommended by the
recycling waste service provider
Contact any Environmental Projects Specialist in the city to determine supplemental
waste reduction and recycling strategies that may be appropriate
Furthermore, with respect to the renovation and build-out of the proposed delivery facility, GSR
will ensure that a minimum of 50% of the construction waste generated at the site is diverted to
recycling or salvage.

Effective June 1, 2020, the Deposit Account Agreement has been updated.
In the section of the Deposit Account Agreement titled "Available balance, posting order, and overdrafts," the second bullet of the
paragraph titled "Then, we sort your transactions into categories before we process them" under the subsection titled "How do we
process (post) transactions to your account?" is deleted and replaced with the following: "Then, we process withdrawals/payments we
have previously authorized and cannot return unpaid, such as debit card purchases, ATM withdrawals, account transfers, Online Bill Pay
transactions, and teller-cashed checks. If we receive more than one of these transactions for payment from your account, we will
generally sort and pay them based on the date and time you conducted the transactions. For a debit card transaction, if a merchant
does not seek authorization from the Bank at the time of the transaction or you conducted the transaction more than 10 business days
before we receive it for payment, we will use the date the transaction is received for payment from your account. For some
transactions, such as Online Bill Pay transactions or teller-cashed checks, the time may be assigned by our systems and may vary from
the time it was conducted. Multiple transactions that have the same time will be sorted and paid from lowest to highest dollar
amount."

Regulation D and Wells Fargo withdrawal and transfer restrictions on all savings accounts have been discontinued.
The Federal Reserve Board recently removed Regulation D's six transaction limit on certain withdrawals and transfers from savings
accounts, and allowed banks to suspend enforcement of that limit at each bank's discretion. Your Deposit Account Agreement states
that both Regulation D and Wells Fargo limit certain types of withdrawals and transfers from a savings account to a combined total of
six per monthly fee period. This message is to advise you that these limits were removed in May 2020. We have also discontinued
charging the related excess activity fees, and have ceased account conversions and account closures related to the six withdrawal or
transfer limit.
While it will take a period of time to update our disclosures and other materials, the changes described above apply to your account
immediately and allow you to make withdrawals and transfers, including online and mobile, from your savings account without regard

I have over 30 years of experience in Law Enforcement and Security and was employed as an
Industrial Site Security Subject Matter Expert by the U.S. Department of State. With a master’s
degree in Security Management and extensive training in conducting threat and risk
assessments from both private industry as well as the Federal Government, I am considered a
Qualified Professional.” I am a licensed PPO in the State of California, PPO 120159. I have
also developed numerous cannabis business security plans that are then submitted with
cannabis business license applications. Having analyzed many cannabis businesses in
California and other states, I’ve seen what works and doesn’t work, including industry better
and next practices and have drawn from those to develop the security strategy for Golden
