Since my email to you we have received additional signatures for a total of 510 residents who have signed the petition. Attached please find two PDF documents. The first labeled, "Petition to Protect the Natural Reserves of SLO City 1.31.21" is a copy of the full text of the petition with a list of the initial supporters (this has not changed since my January 14 email). The second 12-page PDF labeled, "Petition to Protect the Natural Reserves of SLO Signatures updated 1.31.21" is the list of 510 residents who have signed the petition. Please note the second column that indicates whether the person gave us permission to display their name publicly. If you intend to post the list on the City website I ask that you please redact those residents who indicated NO. We again ask that you give this petition full consideration as part of your goal setting. Separately I’d like to comment on the recent “Dots” survey that was made available to residents. I greatly appreciate the efforts of the Council to collect residents' input. I completed the survey and looked at the results that were available on January 25. Based on the total Response Count within each Category (e.g., Climate Action, DEI, Open Space, etc) divided by total number of items for each Category, “Open Space” was in the Top 5 Highest Priorities among residents who completed the survey. And when one adds together “Maintain Open Space/Natural Reserves” and “Protect and Maintain Natural Areas and Open Space” Open Space had the highest response count for “What types of services and projects should the local Revenue Measure fund during the next two years?” The Dots results (which represent approximately 634 residents)--taken together with the 510 residents who signed our Petition--suggests that “Preserving & Maintaining Open Space” continues to be a very highest priority of City residents; just as it was also found in the City’s surveys for the Measure G Sales Tax Measure in 2018 and 2020. Again, I, and all those who care deeply about the Open Space/Natural Reserves of our community, urge you to include “Protect and Maintain the City's Natural Reserves/Open Spaces" as a major City goal for 2021-2023. Stewart YES Petition to Protect the Natural Reserves of SLO City We, the signers of this petition, urge the San Luis Obispo Mayor and City Council to adopt “Protect and Maintain the City’s Natural Reserves/Open Spaces” as a major City goal for 2021-2023. Hundreds of species of birds, foxes, deer, bobcats, raccoons, opossums, bats and reptiles are protected in the oak forests, scattered grasslands, scrub-covered slopes, and steep rocky cliffs of our City’s Natural Reserves/Open Spaces. In our city, every resident—of every income level and every diverse background-- -is within a twenty-minute walk of protected nature in our Natural Reserves/Open Spaces. As our City continues to become more urbanized and densely populated, preservation of our City’s natural reserves becomes even more important. Having close access to protected nature nurtures our human mental and physical health. Protection of wildlife and habitat is the primary purpose of our Natural Reserves/Open Space. As a secondary benefit, it also provides nonintrusive, passive recreation for our citizens. This access to protected nature has been especially crucial as a source of solace for our community during the pandemic. It is not surprising that the protection and maintenance of our City’s wonderful Natural Reserves/Open Spaces continues to be extremely important to our City residents. “Preservation of our Natural Reserves/Open Spaces” was rated the highest priority of residents in 2018 and 2020 City surveys. City Councils have honored the will of city residents for decades, making “Protection of Open Space” a “Major City Goal or Other Important Objective.” However, in 2017 a City Council inexplicably dropped “Protection of Open Space” as a “Major City Goal or Other Important Objective.” In 2019 it was relegated to a subcategory of the Council’s goal of “Climate Action,” mentioned only for the narrow purpose of its botanical carbon sequestration. That preservation of open space combats Climate Change by sequestering carbon is a crucial reason to protect it from development, but it is not the only reason to save our Natural Reserves/Open Space program.
