Pursuant to Government Code section 6254(f), "Records of complaints to, or investigations conducted by ... any state or local agency...." are exempt from disclosure. See also Haynie v Superior Court (2001) 26 C. 4th 1063. The citations you are requesting from the Police Department are considered part of an investigation conducted by the officer and are therefore exempt from disclosure. Please note that as the individual cited, you have more rights to information than a member of the public. I will need a legible copy of your photo ID to determine you have a right to the information you are requesting. Please email the photo ID to the address below. Once I have verified your identity, we can discuss what it will take to get copies of citations mailed to you (we can not release citations/reports via email). I do not have access to any parking citations you may have so your request has been forwarded to the city's Parking Office, and the information on paying any noise citations would come from the city's Finance Department. Please note that payment information for any criminal citations you may have received would be handled through the San Luis Obispo Superior Court. Please let me know if you have any questions.
