ROLL CALL Present: Commissioners Kari Applegate, Rick Blair, Adam Stowe, Andrew Webber, Vice Chair Robert Spector, and Chair Rodney Thurman Absent: Staff: Parks and Recreation Director Greg Avakian, Recreation Manager Devin Hyfield, Recreation Manager Lindsey Stephenson, Analyst Aleah Bergam, and Administrative Assistant III Jeff Andrews PUBLIC COMMENT ITEMS NOT ON THE AGENDA Chair Thurman mentioned an email sent to the PRC from Brian O’Kelly regarding pickleball nets donated to the city, thanking the local pickleball club. APPROVAL OF MINUTES 1. Consideration of Minutes of the Parks and Recreation Commission Meeting of November 4, 2020. ACTION: UPON MOTION BY COMMISSIONER STOWE, SECONDED BY COMMISSIONER WEBBER, CARRIED 6-0-0-0 the Parks and Recreation Commission approved the Minutes of the Regular Parks and Commission Meeting of November 4, 2020. BUSINESS ITEMS 2. Presentation on summary of the City Financial Update for 2021-2023 Goal Setting and Planning Process: Summary for Parks and Recreation Department (Bergam – 15 minutes) Aleah Bergam gave a presentation of the City Financial Update for 2021-2023 Goal Setting and Planning Process: Summary for Parks and Recreation Department. Questions and answers followed. Minutes – Parks and Recreation Commission Meeting of December 2, 2020 Page 2 ACTION: No action taken PUBLIC COMMENT: None 3. Proposed PRC Goals for 2021-23 Financial Plan (Avakian – 10 minutes) Recommendation: Receive the proposed PRC Goals for the 2021-23 Financial Plan and Forward to Council. ACTION: No action taken. PUBLIC COMMENT: None UPDATES 4. Directors Report (Avakian – 20 minutes) A. Receive update on timelines for the pending draft of the Parks and Recreation Element and Master Plan and upcoming winter schedule: • Staff reviewed and provided thorough comments on the initial draft to WRT on November 20. WRT to incorporate the comments and suggestions to return an updated draft for further staff review in mid-December. Pending the result of this draft, staff will recommend taking the draft document to the PRC or return it to WRT for further input. This will determine the schedule and agenda for the January 6th PRC meeting. Staff anticipate a special meeting to be scheduled in mid to late January with a focus on the draft PRMP. • Estimated that public review and CEQA to occur in February and March with final recommendation from PRC to go to City Council for adoption in April. Timeline pending based on comments received from public, staff, and PRC input. B. Update on current Parks and Recreation programs (fall 2020) • Ranger Service: • Night Hike at Cerro San Luis 11/30 – extension for 1-season • Finalizing first trail at Miossi property which includes install of Trailhead Kiosk in the coming weeks. • Currently recruiting for LBT Ranger Specialist position due to vacancy as current ranger accepted a full-time position with Parks Maintenance. • Youth Sport Clinics (FALL): Sept 24 – Dec 17 (120+ participants) • Session 1: Soccer and Basketball • Session 2: Pickleball and Fitness Camp • Session 3: Disc Golf and FUNdamentals of Golf • Public Art program: • Bike and Greenway street art (4 artists at multiple locations) complete December 20th. • Double Luck Joy mosaic on Palm Parking Garage repair of broken tiles starts January 2021 • Childcare: Continues through December 18 at 3 school sites (120+ at each site) Minutes – Parks and Recreation Commission Meeting of December 2, 2020 Page 3 • Break from Dec 19 through Jan 3 • Planning for January restart with same program model until SLCUSD identifies timeline for in-person hybrid instruction (County must be in Red Tier for 14-21 days). • At that time SPARK 2.0 will begin with ½ day options to support the school schedule. • Laguna Lake Golf Course: • Rounds November 2020: 2,027 (2019 = 1594) • Night Golf concluded last week: • Pilot Disc Golf program occurred in November with 40 participants (collaboration with SLO Throwers) • Irrigation pipe issues continue • Hosting Youth Sports golf clinic starting this week: T/Th (4 weeks) • SLO Swim Center: • Lap swim program continues with reservation program • Private/Semi-Private swim lessons concluded in November • Instituted Family Rec Swim at Therapy Pool. Very positive feedback from families • Therapy Pool heater broken. Maintenance is working on issue. C. Update on winter holiday facility schedules and scheduled winter programs Winter Holiday Closures: • SLO Swim Center: 12/24-27 and 1/1 • Laguna Lake Golf Course: 12/24-25 and 1/1 • Park & Rec Dept. Office: 12/21 - 1/1 Holiday Special Events: • Home Light Map • Holidays Around the World Scavenger Hunt (DeVaul, Islay, Meadow, Sinsheimer, Throop) • Holiday Hike Challenge • Ugly Sweater Contest • Gingerbread House contest Light Up Downtown – Mission Plaza • Holiday decorations and lights in Mission Plaza were opened on Friday, November 27. Very festive and bright. Program to be open through January 9th. • Amenities are spread out to discourage group gathering and maintain guidance for COVID-19 safety protocols. • Interactive booths for photos and social media sharing • Staff on-site to assist with education on social distancing and mask wearing. Winter Programming: *Pending updates from State and County Public Health Youth Services / Childcare: Holiday Break from 12/18 – Jan 4 Minutes – Parks and Recreation Commission Meeting of December 2, 2020 Page 4 • The SPARK Program will continue with the fall model for the initial weeks of January and staff are prepared to pivot to SPARK 2.0 to accommodate SLCUSD proposed in-person learning model once County is back in Red Tier (14-21 days). Youth Sports Activities: • Session 4 (Jan 4 – 28): Pickleball and Speed/Agility Camp • Session 5 (Feb 1 – 25): Soccer Skills Camp (3 levels) and GetFit Camp • Session 6 (Mar 1 – 25): PENDING PUBLIC COMMENT: Mr. Brian O’Kelly asked about the future connection of the Railroad Safety Trail to the new Righetti Ranch development and Orcutt Road. Staff provided that the Orcutt Area Specific Plan (OASP) does identify the continuation of the bike trail, however a date has not been identified. The connection is planned from the intersection of the current Railroad Safety Trail at Orcutt to connect through Bullock Lane and into the Righetti Ranch neighborhood to connect to Tank Farm Road. SUBCOMMITTEE LIAISON REPORTS 5. Subcommittee Liaison Reports A. Adult and Senior Programming: Commissioner Spector i. No recent meetings, held virtual elections for Board of Directors B. Active Transportation Committee: Commissioner Webber i. ATP release their plan to the public for feedback www.slobikewalk.org C. City Facilities (Fields, Golf, Pool, & Joint Use Facilities): Commissioner Applegate i. No new update D. Jack House Committee: Vacant E. Tree Committee: Commissioner Thurman i. Ron Combs, Senior Urban Forester, has retired as of today. Anthony Whipple stepping in as a temp replacement. ii. Tree maintenance at Parks taking place F. Youth Sports Association: Commissioner Stowe i. No youth sports update ADJOURNMENT The meeting was adjourned at 6:44 p.m. The next Regular Parks and Recreation Commission meeting is scheduled for Wednesday, January 6, 2021 at 5:30 p.m., via teleconference.
