SUBJECT:2021-23MAJOR CITY GOALS
RECOMMENDATION
1.Approve the draft Major City Goals for the 2021-23 Financial Plan:and
2.Direct Staff to return to the City Council in April 2021with recommended preliminary work
programs,Capital Improvement Planprojects, and related budget appropriations required to
providecore services of the various operational and support departments.
DISCUSSION
As part of developing the City’s two-year financial plan, the City Council identifies and adopts
Major City Goals, which are defined as ‘the most important, highest priority goals for the City to
accomplish over the next two years, and as such, resources to accomplish them should be provided
and included in the Financial Plan’.At the February 6, 2021 Council Goal-Setting workshop, the
Council was presented with the results of public engagement effortsand candidateCity Council
Major City Goalstatements. Facilitated by a third-partyconsultant, the Council supported the
adopted City Council Visionas an overall guide in developingthe following draft Major City
Goals for the 2021-23 Financial Plan:

The City of San Luis Obispo is a dynamic community embracing its future while respecting its
past with core values of civility, sustainability, diversity, inclusivity, regionalism, partnership,
and resiliency.
2021-23 Financial Plan Major City Goals
Following Council direction for consistency in goal statements, staff made the following minor
edits below.
Economic Recovery, Resiliency & Fiscal Sustainability
In collaboration with local partners, continue to support economic recovery for all from the
COVID pandemic and support a thriving local economy by supporting local businesses, arts and
culture, downtown vitality, practicing fiscal responsibility, paying down unfunded pension
liabilities, and investing in critical infrastructure.
Diversity, Equity, and Inclusion(DEI)
In response to our commitment to making San Luis Obispo a more welcoming and inclusive city
for all,and the work of the DEI Task Forceandcontinue to develop programs and policies to
support diversity, equity, and inclusion initiatives and advance the recommendations of the DEI
Task Force.
Housing and Homelessness
In order to expand housing options for all, continue to facilitate the production of housing,
including the necessary supporting infrastructure, with an emphasis on affordable and workforce
housing. Collaborate with local non-profitpartners, and Federal government, and leverage
resources fromthe county, the state,and federal governmentsto discover and implement
comprehensiveandeffective strategies to reduce chronic homelessness.
Climate Action,Open Spaceand Sustainable Transportation
To proactivelyaddress the climate crisis,continue to update and implement the Climate Action
Plan for carbon neutrality, including preservation and enhancement of our open space and urban
forest, alternative and sustainable transportation, and planning and implementationfor resilience.
Approving the Major City Goals will provide staff the high-level policyframeworkin whichto
develop work plans, including programs, services and capital projects, that will be presented to the
Council as part of the Major City Goal Program and Strategic Budget Direction scheduled for
April 20, 2021.The Council provided examples of certain strategies, outcomes and tasks that each
individual had in mind for the forthcoming work programs and staff will use these suggestions
along with community input and adopted policies and plans to guide work plan development.

Public Engagement
Public comment on this item wasprovided to the City Council through written correspondence
prior to the workshop and through public testimony at the workshop. Prior to this item, therehave
been a variety of opportunities for community members to provide input to the City Council to
enable them to establish the Major City Goals. These opportunities include input from City
Advisory Bodies, a Community Priorities Survey, a notice to over 150 community groups and
individuals,a virtual Community Forumand a Community Forum Survey.
ENVIRONMENTAL IMPACT
The California Environmental Quality Act does not apply to the recommended action in this report,
because the action does not constitute a “Project” under CEQA Guidelines Sec. 15378.
