My name is Bryant Keith Bayhan, I am a Cal Poly Alumnus and resident of San Luis Obispo County for over 25 years. In preparation for the SLO City Council meeting being held on February 16, 2021, I would like to make a statement to all members regarding agenda item #7 "After Action Review of the June 1, 2020 Protest". My statement: Teargas was prohibited as a weapon of war by the Geneva Protocol of 1925. Due to the atrocities caused by the use of chemical warfare in the trenches of WWI, nearly 100 years ago, international leadership found sufficient evidence to ban the use of teargas on anyone, civilians and soldiers alike. Yet, teargas is still legal to be used in the United States by police against protestors. Regardless of the government's own internal investigation into the appropriate use of chemical weapons on students and concerned citizens on June 1 of last year, SLO City Council must recognize that it is wrong. San Luis Obispo will regrettably be recognized forever as one of the 100 cities that teargassed its own citizens in June during protests. Now it is up to the city officials to denounce that vile use of force. - Bryant Keith Bayhan 1
