The report summarizes progress thus far and proposes some questions/background facts to preface the conversation around the Healthcare Priority Area intended for Wednesday. Cara Vereschagin Housing Coordinator E CVereschagin@slocity.org T 805.781.7596 Meeting Date: March3, 2021 2 Item Number: 3 HUMAN RELATIONS COMMISSION AGENDA REPORT SUBJECT: HRC Strategic Planning Session #4 PROJECT ADDRESS: N/A BY: Cara Vereschagin, Housing Coordinator Phone Number: (805) 781-7596 e-mail: cvereschagin@slocity.org BACKGROUND Since November of 2020, the Human Relations Commission (HRC) has been engaging in strategic planning sessions, in response to (1) recommendations inclusion (DEI) efforts; (2) frustration of the limited scope of work brought forth to the Commission; and (3) overall lack of community utilization of the advisory body. With the support of the City leadership team, the HRC began participating in conversations facilitated by a third-party facilitator (the Citys and strategic planning consultant), with an overall goal to increase the relevancy and impact of the advisory body. Desired Changes to HRC Advisory Body from Commissioners (to date) In the first two strategic planning sessions, Commissioners expressed several challenges, wishes, visions, and big-picture ideas in response to achieving the goal of enhancing the advisory body, which included: An Advisory Body to the community to bring concerns or complaints of inequity, bias, unfair treatment, limited access or inaccessible resources A resource and voice to decision-makers for those without a voice Champion for community-building and advocacy Throughout these conversations, an overall theme emerged community-b Subsequently related and identified were the following Focus Areas: (1) Homelessness Prevention, (2) Healthcare Access, and (3) DEI. The HRC also generated suggested actions they felt were relevant, appropriate, and attainable to undertake in advancement of these efforts. The HRC, public, City staff, and City Council can now explore prioritizing activities and actions (financially reasonable) related to each of these three focus areas. STRATEGIC PLANNING SESSION #4: DISCUSSION ON HEALTHCARE FOCUS AREA & REVISED NAME AND PURPOSE STATEMENT rd The intent of the Strategic Planning Session #4 at the March 3 meeting is to focus specifically on the Healthcare Access Focus Area. The following questions and background facts are proposed to help preface and stimulate the conversation: What are some actions the HRC can take to promote healthcare (access) in the City? Is there an existing regional or County advocacy group/non-profit service partner the HRC should consider future collaboration? Are there specific populations or groups present in the City that could benefit from the promotion Item 3:Strategic Planning Session #4 Page 2 of healthcare from the HRC? Are there specific places ofwhich healthcare access should be promoted and/or published (i.e. City website, City facilities, etc.)? The City is nota social service organization thus theCounty Dept. ofSocial Services has historically taken theleadongeneral healthcare initiatives are there current holesinthesystem that the HRC can advocate to repair? Very limited City resources available for new programs The goal ofstaff during this Strategic Planning Session #4 is to have a productive conversation around the topic of promotingaccess to healthcare, and develop a list of feasible, doable recommendations. These recommendations will eventually be addedtothe ongoing list of recommendations from the previous HRC planning sessions, which will eventually be vetted and prioritizedfor implementation. Additionally, at theHRCs February 3, 2021 meeting, the Commission took an action for the subcommittee to reconveneregarding a revised purpose statementand name for the HRC. The subcommittee met on February 11, 2021,and it was suggested by theHRCs Chair that continued work on these effortsbe paused. TIMELINEAND NEXT STEPS The following timeline is simplified overview showcasing how these strategic planning sessions are relatedto the over-23 Financial Plan/Budget and Major City Goal (MCG) specialized workplans. Because there are already ongoing specialized MCG workplans being developed around the Homelessness Prevention and DEIa fifth strategic planning meeting be primarily focused on combining all work thus far into recommendations to present to the City Council liaisons and City Leadership Teamfor review and refinement. Promotes public awareness of human rights issues through educational resources. Work with other municipal departments to increase compliance of local, state and federal laws. Discuss human rights problems with the Mayor and Lynn City Council in writing and make recommendations necessary to protect the human rights of Lynn residents. Work with municipal departments and boards to raise the levels of awareness and sensitivity to human rights issues in municipal business with the public. Work with community agencies representing various ethnic groups in advocating human rights.
