Mayor Harmon and City Council Members Christianson, Marx, Pease and Stewart: Re: Item 8: Public hearing to consider general plan amendment and rezone for a neighborhood park at 533 Broad St. I am submitting this comment as a member of the public, not as a member of the Active Transportation Committee, as the committee has not reviewed this project. Someday, Caltrans will replace the Broad Street on- and off-ramps with a bicycle/pedestrian overcrossing. In the meantime, noting that the park will have no vehicle parking on-site, park users will arrive via active transportation. My comment is specific to Mitigation 8: City staff shall investigate the feasibility of installing traffic calming and/or pedestrian safety measures along Broad Street between U.S. Highway 101 on- and off- ramps and Lincoln Street. This assessment shall consider current traffic speed and collision data, concurrence from Caltrans, adjacent property owners. And the City Transportation manager. If supported by these stakeholders, staff shall endeavor to incorporate traffic calming measures along the park frontage as part of the final park designs to the satisfaction of the City Engineer. Mitigation 8 should be revised to clearly say that the safety of pedestrians and people on bicycles and other active transportation devices is the City's priority. Motorists inconvenienced and/or annoyed by measures to slow traffic to protect people should be secondary. Thank you. Lea Brooks San Luis Obispo 1
